SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. Contract Title Legislative Branch Financial Management System (LBFMS) Support IDIQ

C.2. Overview / Background The Library of Congress (Library) is the nation's oldest federal cultural institution and serves as the research arm of Congress. It is also the largest library in the world, with millions of books, recordings, photographs, maps and manuscripts in its collections. The Library's mission is to support the Congress in fulfilling its constitutional duties and to further the progress of knowledge and creativity for the benefit of the American people.

The Library’s Financial Services Directorate (FSD) provides policy direction, review, and coordination of all budgetary and financial activities of the Library, including the management of financial management systems.

In 2009, Congress authorized the Library to operate the Legislative Branch Financial Management System (LBFMS) and directed legislative branch agencies to migrate to the system. The US House of Representatives and the US Senate were not part of the directive to migrate to the LBFMS. The single shared environment is managed by the Library’s Financial Systems Division (FSD).

The LBFMS currently provides the financial system and selected financial services for the Library, the Architect of the Capitol (AOC), the Congressional Budget Office (CBO), the Congressional Office of International Leadership (COIL), the Government Accountability Office (GAO), the Medicare Payment Advisory Commission (MedPAC), the Office of Congressional Workplace Rights (OCWR), and the U.S. Capitol Police (USCP). To date, one supporting Legislative Branch agency is not on the LBFMS, the US Government Publishing Office (GPO); there are no current plans for the GPO to migrate at this time. Currently, the LBFMS supports approximately 600 Library users and 675 cross-serviced agencies system users.

The Legislative Branch is not directly governed by Executive Branch mandates, but must still comply with FASAB federal accounting requirements and Treasury operational mandates. Certain Legislative Branch agencies choose to comply with Executive Branch directives on operations, controls, and reporting; these choices vary by agency. Financial management solutions for LBFMS must provide the flexibility for each customer to adopt these directives or not, depending on agency policy.

The LBFMS utilizes CGI Federal’s (CGI) Momentum® software and is hosted by CGI using the Microsoft Azure FedRAMP cloud.

The Library provides reporting functionality through the LC Reporting System (LCRS), used by the Library, CBO, COIL, MedPAC, and OCWR, for financial and management reporting. LCRS has an Oracle data warehouse updated daily with financial data and utilizes Business Objects for report distribution. The data warehouse is hosted in the Microsoft Azure cloud and maintained by CGI Federal. Business Objects is hosted in the Library’s data center and is supported by the Library and cBEYONData contractors. AOC maintains a data warehouse and performs its management reporting using Tableau. AOC also uses Maximo and Maximo for Handhelds for asset and inventory management and this system is interfaced real-time with the financial system. CBO has a financial data warehouse maintained by CGI Federal. GAO has a financial data warehouse that is maintained internally. USCP uses a data warehouse called FinMart, which is MicroStrategy’s BI tool, for financial and management reporting, and uses Maximo for asset and inventory management (50 licensed users). USCP’s Maximo transaction activity is not interfaced with the financial system. The LBFMS includes Production, Staging, Test1, Test2, Training, and Development environments.

The government intends to award multiple contracts and orders can be placed by any Legislative Branch agency. Due to the possibility of different contractors supporting different agencies, we require all contractors to work collaboratively and coordinate among agencies and other contractors.

C.3. Scope The Contractor(s) shall provide services to support LBFMS for any LBFMS agency as identified in task orders. This includes services to support LBFMS Momentum and Maximo in the following performance areas: Help Desk; Training; Documentation Support;

Transaction Processing & Financial Management Support; Business Process Re-engineering and Expert Consultation; Program Management; Internal Controls; Software Licensing and Maintenance for software other than Momentum and Maximo, Hosting, & Support (includes Reporting software, Robotics Process Automation (RPA) software, and other supporting modules). Service level agreements, with or without incentives and penalties, will be established at the task order level to define priority matrices, response times, resolution times, acceptable quality levels and service management platform(s) used to log, track and report SLA achievement.

C.4.2. PERFORMANCE AREA TWO: Implement Enhancements, RPA, and Interface Extensions The Contractor shall implement LBFMS functionality to include COR approved system extensions, interfaces, new functionalities, workflow updates, or application configuration changes to enhance or improve current Momentum or Maximo operations. This includes performing independent verification and validation and system studies, such as alternative analyses and market research analysis.

C.4.7.
