Please confirm the Conflict-of-Interest Mitigation Plan is delivered as a separate document and is excluded from the task order response page count.Confirmed.
4L.2.4 Factor 1: Technical Approach; pg. 65Please confirm offeror need not respond to each task order listed on page 65 to receive an award for that performance area, and that those performance areas will be evaluated as part of the offeror’s Corporate Capability and Resources response.Confirmed.
5L.2.4 Factor 1: Technical Approach and L.2.4 Factor 2: Staffing; pg. 65, 66Factor 1 states “Each technical approach section is limited to 10 pages per task order response, including all cover pages, executive summaries, table of contents, resumes, and attachments or appendices.

Please confirm if the government requires pricing to be further detailed to provide separate pricing for required vs. optional tasks.Base and option year pricing should be provided via addition of columns or rows that separate the annual pricing. Offerors should take care to identify any changes in the labor mix as may be necessary to support their proposed solution. Note that tier 1 support as identified in the example within the question is cancelled. See response to Q15.
8L.2.4 Factor 5: Price Proposal
Attachment J1 – IDIQ Labor Categories and Rates; pg. 67Factor 5 states: Offerors shall provide task order pricing, consistent with the IDIQ level rates. For each task order proposal (TO 1 through 6), the offeror shall submit a complete build-up of proposed labor categories, hours and rates as well as an overall fixed price for each task order. (Refer to the task order price template tab

in Attachment J1.). Attachment J1, Task Order Price Template tab requires Offerors to provide the LCAT, rate, and total hours for the task order. There are task orders that include a base and option period(s).

12Att. J-5 TO 2 Section C.3.2.1; pg. 3“The contractor shall monitor LBFMS system assurance reports on a daily basis for the Library and supported Legislative Branch Agencies to help maintain the integrity of the financial system. This includes reports such as the GL to Budget System Assurance report”
Please provide a list of LBFMS assurance reports to be monitored daily by the Tier 2 Help Desk team. The GL to Budget System Assurance reports run separately for 27 Library funds. The reports are currently running on Monday and Saturday, but could resume to a daily runs (Monday through Friday) for current year and Saturday for prior year funds.
13Att. J-5 TO 2 Section C.3.2.1; pg. 4“The next planned upgrade is Spring 2025 to Momentum Version 8.1, which usually increases the number of issues coming in. For many projects like interface deployments and upgrades, the Library usually contracts the implementing vendor to provide a period of post-implementation support, in which case they would provide Tier 2 services for those issues during that period. Any unresolved issues at the end of the period would be transitioned to the Library’s Tier 2 support vendor.”
Would the government provide an estimated range of ticket volume to be transitioned to the Tier 2 vendor after an upgrade? The Government estimates about 50 to 70 tickets will be transitioned to the help desk vendor.
14Att. J-11 TO 4 Section C.5; pg. 5To be consistent with the IDIQ, please confirm US citizenship or permanent residency status will apply.Confirmed. SOWs updated.
15Att J-5 TO 2 Section C.5 – Deliverables and Schedule; pg. 9Please clarify which deliverables are applicable to Tier 2 Help Desk Support and which deliverables are associated to the optional Tier 1 Help Desk.Optional tier 1 support is being removed from the task order. 18Att. J-14 TO 5TO 5 does not appear to include any transition-in period.
Does the Library anticipate a transition-in period and if so, what is the estimated length of time allocated for the transition-in?At this point, the Library is not expecting a transition period. The current support ends in August 2024 and cannot be extended. It is unlikely this task order will be awarded before that contract ends. The Library will work with the awarded vendor to bring it up to speed with the application, architecture, and onboarding processes.
19Att. J-14 TO 5Please confirm if the TO 5 work can be performed remotely?Yes, TO 5 work can be performed remotely.
20Att. J-14 TO 5Could the government explain its rationale for the period of performance being limited to a base of six months and one, 12-month option, given that other task orders have longer periods of performance? Does the Government anticipate further changes to the reporting environment or support model in this timeline? This is intended to offset the period of performance start date from times in the government fiscal year that can prove challenging with regard to volume of work and /or funding limitations associated with continuing resolutions. The Government does not expect any changes to the reporting environment or support model.
21Att. J-14 TO 5Please provide the number of FTEs currently providing support for this effort. The project currently has one part-time project manager and two part-time system analysts supporting the task.
22Att. J-14 TO 5Please provide an architecture diagram, server inventory, software inventory and number of instances that make up the LCRS environment and which are within scope for this effort. The LCRS environment has one production, a staging environment, and a development environment. An architecture diagram and a data flow network diagram will be provided directly to those interested offerors that have completed the NDA process described in the original solicitaoin. The diagrams only display production, but the staging and development environments are architected similarly, except that Development does not utilize single sign on.
23Att. J-14 TO 5 Section C.4.3; pg. 2Assist with report generation using 360 Eyes and 360 Cast. Assist with annual security password changes to BOBJ reports using 360 Suite.

Please confirm the definition of “report generation” in this context (i.e.

report development and/or report execution). Please clarify how many reports are expected to be generated per month? There are two reports that are currently using 360 Cast for bursting and distribution purposes. One report is a monthly statement sent to customers, and the second report is a weekly open obligations detail report sent to Library CORs. 360 Eyes support is on an adhoc basis and ususally reports are run and reviewed to solve issues that have arisen.
24Att. J-14 TO 5 Section C.6; pg. 3To be consistent with the IDIQ, please confirm US citizenship or permanent residency status will apply.Confirmed.
25Att. J-15 TO 6 Section C.4To be consistent with the IDIQ, please confirm US citizenship or permanent residency status will apply.Confirmed.
26Att. J-15 TO 6; pg. 6Please confirm that the contract type is FFP and the period of performance is 03/31/2025 – 03/30/2026.Confirmed.
27C.6 Key Personnel; pg. 15-16Resumes for both Program Manager and Alternate Program Manager?Yes. As part of factor 3.
28H.8 LC52.237-1 Key Personnel; pg. 26States only the Program Manager as Key Personnel on the contract – which is different than Section C.6 which mentions a Program Manager and alternate. Please confirm only the Program Manager is required as named Key Personnel.See response to Q1.
29L.2.3 Proposal Submission Instructions; pg. 64States that each page of proposals must include a “unique proposal identification number.” Is this a number that the prospective bidder is to provide? Or is there a specific format that will be assigned to vendors as part of the bidding process? This is a number that a prospective bidder should provide.
30L.2.3 Proposal Submission Instructions; pg. 64States “The offeror shall include their name and address of organization, Unique Entity Identifier (UEI) Number, as well as organization Point of Contact with phone number and email address.” Please confirm this information is acceptable to include on the Cover Page. This information is acceptable to include on the cover page.
31L.2.4 Proposal Format and Contents Factor 1 Technical Approach; pg. 64States that all technical approach sections are limited to 10 pages inclusive of several elements. Will the Government consider excluding Cover Pages, Table of Contents, and Resumes from the 10-page maximum per section?Resumes should be included in the proposal section for factor 2. Cover pages and TOCs may be excluded from the page count.
32L.2.4 Proposal Format and Contents Factor 1 Technical Approach; pg. 64States that all technical approach sections are limited to 10 pages inclusive of several elements including resumes. The Evaluation Factor 3: Corporate Capability and Resources states that the IDIQ Program Manager will be evaluated in that section.
Will the Government confirm which (if any) resume(s) are to be included in the Technical Approach section is the Program Manager? No resumes need to be included in factor 1 - technical approach.

Task order resumes should be included as part of factor 2 - staffing.

IDIQ PM and APM resumes should be included in factor 3 - corporate capability and resources.

33L.2.4 Proposal Format and Contents Factor 2 Staffing; pg. 66States all staffing approach sections are limited to 10 pages inclusive of several elements. Given the different SOWs require varying Key Personnel in technical response, will the Government consider excluding Resumes of Key Personnel from the 10-page maximum?Resumes are included in the page limit however the page limit for this section is increased to 25 pages.
34L.2.4 Proposal Format and Contents Factor 2 Staffing; pg. 66States that all staffing approach sections are limited to 10 pages. Given that the various SOWs require varying Key Personnel to be named within technical response, will the Government consider excluding Resumes of Key Personnel from the 10-page maximum per section? Or alternatively, allowing for 2 pages per resume required in SOW?See response to Q33.
35M.2 Factor 2 Staffing; pg. 70States “The Library will also evaluate the combination of skills and experience of the offeror's proposed non-key personnel…” Should that state “key” personnel? This should state both key and non-key personnel.
36M.2 Factor 4 Past Performance; pg. 70States the Government will use CPARS to evaluate past performance. In scenarios where CPARS are available and within the three-year window, can bidders submit/attach those in the proposal instead of completion of the past performance questionnaire? This is an acceptable approach however the government cannot guarantee that the CPARS presented in a proposal will be deemed relevant, which may result in a "neutral" rating for an offeror's past performance factor.
37Section L, L.2.4. Factor 5: Price ProposalDoes the government anticipate option periods for Ongoing IV&V?The government anticipates ongoing requirements for this work. Option periods are now included in the revised SOW that is included with Q&A release 1. Offerors should update the price template to account for separate option year pricing.
38Section C, C.3. ScopeWhat RPA software does FSD and its customer agencies use?The Library and AOC are using UI Path. Other LBFMS agencies have not yet moved forward with RPA, other than a G-Invoicing reconciliation automation, provided by the Library for their use.
39Section L.2.4, Each technical approach section is limited to 10 pages per task order response, including all cover pages, executive summaries, table of contents, resumes, and attachments or appendices. Will the government allow cover pages and table of contents to be page excluded in all applicable files?Yes.
40SF 1449, Block 8Will the government consider extending the due date by 2 days to account for the two Federal Holidays in June and July? The due date is extended as indicated in the sam.gov posting.
41RFP Section L.2.4, Factor 5: Price Proposal, page 68For TO#5, Reporting, the calculated Period of Performance (PoP) is 18 months (base 6 + option 12), but the date range shown is only for six months (8/1/24 – 1/31/25). Can the government clarify if the PoP is 18 months as calculated, or 6 months as shown in the date range?Full date range should be 18 months.

Base = 8/1/24 - 1/31/25 Option = 2/1/25 - 1/31/26 42 C.4.2; pg. 14 Performance Area 2 includes baseline application interfaces as well as custom interfaces. Is it the government’s intention to enable award of implementation and/or modification of Momentum baseline interfaces to a company other than the software vendor?

If not, does that limitation preclude other companies from being eligible for award of Performance Area 2? Are companies other than the software vendor at an evaluation disadvantage because they may not be permitted to perform “implementing baseline application interfaces”?It is the government’s intention to enable award of implementation and/or modification of Momentum baseline interfaces to a company other than the software vendor. The Library will also consider custom developed interfaces from third parties to meet functional requirements.
43C.4.2; pg. 14The RFP refers to the LBFMS ERP IDIQ. Please provide more information on the scope of the ERP IDIQ. For example, does it include database management and database administration?Yes it does include database management and admin as well as hosting, software maintenance, application management, and upgrades, migrations, and system builds.
44C.4.2; pg. 14Will the LBFMS ERP IDIQ be issued for competition? If not, will the government please disclose the reasoning for their sole source decision for the scope contained within the LBFMS ERP IDIQ?Refer to the J&A that was included on sam.gov under notice ID

2024-CFO-0002, posted on December 08, 2023.

45C.4.5; pg. 14Is Performance Area 5 intended to cover configuration, execution, and review of Momentum Tie Points, general Momentum reporting, and GTAS as well, or would that be covered in a different Performance Area? If so, which one?It is anticipated that performance area 2 would cover the items identified in this question.
46C.4.5; pg. 14Will Performance Area 5 include other Momentum reporting other than the Form and Content reports?Performance Area 5 does NOT include other Momentum reporting other than the Form and Content reports.
47C.4.8; pg. 15An SSAE 18 report can only be issued by a CPA firm. However, the other tasks within Performance Area 8 can be successfully performed by other qualified offerors.
Is it the Library’s intention to limit competition and award for this Performance Area to CPA firms only? If not, will the task orders define which Task Orders will be directed to CPA firms, and which ones will be available for other awardees? The government does not intend to limit competition for this performance area to CPA certified firms. For task orders that require such certification, offerors may subcontract or team as needed to supplement their capabilities in this area.
48C.4.9; pg. 15Does Performance Area 9 include ETLs and data manipulations from Momentum or other systems? This performance area could cover ETLs and data manipulation; however, it is not required as part of the current TO 5 that is included with this solicitation.
49C.4.9; pg. 15Does Performance Area 9 include maintenance and running of reports outside of LCRS?No.
50C.6; pg. 16We believe that the program manager should have significant expertise in financial management systems and implementations. As such, we suggest that the requirements for the program manager be raised to at least 10 years of experience and suggest that they possess a PMP and/or CGFM certification.
Also, since this IDIQ is primarily for Momentum services, we would recommend that significant Momentum management experience be included as a requirement. Will the government please update the program manager requirements to reflect the needs of the LBFMS program? The Library will not increase the minimum requirements as requested since it is deemed to be unduly restrictive. Offerors may however propose personnel that possess the qualfications and experience outlined in the question, which may be evaluated as a strength that would improve the corresponding proposal rating that is assessed in conjunction with other factors during the best value determination described in section M of the solicitation.
51L.2.4
Factor 3; pg. 66Factor 3 states that offerors do not need to provide a resume for an IDIQ program manager if that person is also proposed as a program manager on a task order. The task orders do not require program managers. Please clarify.Offerors should include the PM as well as alternate PM resumes with the proposal section for factor 3.
52C.6 ; L.2.4; Factor 3; Pg. 15 , 66RFP Section C.6 requires an alternate program manager. Factor 3 does not mention this position.
-Please confirm whether offerors should provide a resume for an alternate program manager.
-If so, will additional pages be allotted for this volume?Resume for the alternate PM should be included. The total page count for factor three is hereby increased to 25 pages.
53L.2.4; Factor 1; pg. 64Offerors are allowed to indicate in their proposals that they only wish to be considered for Task Orders encompassing certain, but not all, Performance Areas. In such cases, offerors must identify the Performance Areas for which they wish to be considered.
Please confirm that the matrix to be provided by offerors that shows which task orders and Performance Areas the offeror is interested in can be included as an Appendix to the Corporate Capability & Resources volume and will not be included in the page limitation. The offerors' proposed matrix of task orders / performance areas of interest should be included in factor 3 but does count toward the page limitation as increased in response to Q52.
54L.2.4; Factor 1; pg. 65The RFP states: “Task Orders 3 and 4 (Ongoing IV&V and PM Support, respectively) will require an interested offeror for these Task Orders to submit a Conflict of Interest Mitigation Plan, if the same offeror wishes to be considered for award of one of the other Task Orders.”
Please confirm that an OCI plan can be included as a separate Appendix which is excluded from page count to responses to Task Order 3 and 4.See response to Q3.
55L.2.4; Factor 3; pg. 66Offerors are required to include a description of corporate resources successfully utilized on similar contracts/ projects. Please define “corporate resources”.
Is it the government’s intention that offerors discuss their staff qualifications, corporate office capabilities, or other “resources”, or did the government have a different definition in mind?It is the government’s intention that offerors discuss their staff qualifications, corporate office capabilities, as well as any pre-existing subcontract or teaming agreements.
56L.2.4; Factor 1; pg. 64In Sections L and M, the government implies that a firm must respond with sufficient quality to a Performance Area’s associated task order in order to qualify for that Performance Area.
Please clarify -- can an offeror be considered for and receive a Performance Area award if the offeror chooses not to propose for that Performance Area’s associated Task Order within the solicitation? An offeror may be considered for award of a performance area based on its response to factor 3, corporate capability and resources. Failure to include a task order proposal would not automatically render and offeror ineligible for the performance area. Offerors may have strengths assigned for those performance areas that have corresponding task orders, if offerors submit a well rated task order proposal. Additionally, section M.1 of the solicitation delineates that factors 1 & 2 are more important than factor 3, which increases the liklihood of IDIQ award for performance areas where offerors submitted the corresponding TO proposal that is evaluated with a rating of acceptable or better.
57IDIQ; Section M; pg. 69In Sections L and M, the government implies that a firm must respond with sufficient quality to a Performance Area’s associated task order in order to qualify for that Performance Area.
What evaluation qualifications will be used to determine a sufficiently qualified response to a Task Order, and therefore eligibility for a Performance Area award, if the Task Order associated with that Performance Area is awarded to a different offeror?See response to Q56. As noted in the referenced response to Q56, offerors may still be considered for award of the TO-related performance areas if a TO proposal is not submitted, and also if their task order proposal is not identified as the best value in response to the solicitation. Factors 1 and 2, as well as price will be used evaluate task order proposals using a best-value-trade-off methodology.
58IDIQ; L.2.4 Factor 1; pg. 64In Sections L and M, the government implies that a firm must respond with sufficient quality to a Performance Area’s associated task order in order to qualify for that Performance Area.

In certain cases, the Task Orders represent a very specific activity within the performance area that the offeror may not have expertise in, but the offeror may have greater expertise across the broader performance area. Therefore, an inadequate response to the specific requirements of the task order may preclude the offeror from being successful on the Performance Area IDIQ.

Is it the government’s intent to exclude offerors based on a lack of capability in one specific requirement in each Task Order? For example, Task Order 5, associated with the LCRS Performance Area 9, requires a staff member resume with specific expertise in “Wiiisdom”. This is a very specific software package that is not widely used in the federal government, or in commercial entities. By (potentially) limiting the number of offerors who are eligible to bid on the LCRS Performance Area to those that will bid on Task Order 5, it appears that the government is in effect unduly limiting the competition for the LCRS Performance Area.

Another example of this issue is that the government implies that an offeror must propose on Task Order 3 for IV&V if they intend to be eligible for Performance Area 6. However, Performance Area 6 covers a much broader scope than Task Order 3.See responses to Q56 and Q57.
59Attachment J-1For roles to be proposed with the Task Order responses, please confirm that the government will accept “equivalent experience” for these roles, if the individual does not possess a bachelors degree?Confirmed.
60Attachment J-2: Section C.7The staffing and key personnel requirements for Task Order 1 Documentation are not clear.

- A project manager is the only key personnel listed.

- The project manager requirements do not include any documentation experience.

Please clarify that the government is not evaluating the key personnel for the Documentation task based on financial system documentation experience.Although key personnel and minimum qualifications do not include documentatino experience in the SOW, section C7 indicates that, "the Contractor is expected and encouraged to propose the best resourcing plan of key and non-key personnel to meet the needs of the LBFMS agencies." The government anticipates that the best qualified offerors will propose team members that have direct documentation experience for financial systems.

Attachment J-1 requires 2-4 years of experience for Systems Accountant I-III. Please confirm the required years of experience for this position. The task order experience requirement takes precedence. The descriptions in J-1 provide a range in which TO personnel may be categorized for pricing purposes. Offerors should select the appropriate labor category to meet the minimum TO requirements.
72Attachment J-1 and J-5: Section C.6In Attachment J-5, the Functional Analyst position requires 1 year of experience supporting Momentum. Attachment J-1 requires a minimum 5 years with at least 3 years Momentum experience for the Momentum Functional Analyst – Mid position and a minimum 10 years with at least 5 years Momentum experience for the Momentum Functional Analyst – Sr position.
Please confirm the required years of experience for this position. The task order experience requirement takes precedence. Additionally, a new labor category has been added for, "Momentum Functional Analyst - Jr.".
73Attachment J-8In the Help Desk workflow, for the decision: “Can Tier 3 resolve issue?”, the “Yes” path flows back to the “Contractor’s Tier 2 Help Desk Resolves Issue” process.
Please clarify that Tier 3 actually resolves the issue before sending a resolution description back to Tier 2. In other words, should there be a “resolve issue” box on the Help Desk workflow to reflect issue resolution by Tier 3 prior to moving back to “Contractor’s Tier 2 Help Desk Resolves Issue”?Tier 3 actually resolves the issue before sending a resolution description back to tier 2 which would then trigger the originating agency's validation of the resolution.
74Attachment J-10: Section B2 & C.3.2Task Order 3 states: The contractor shall perform the following activities for four software builds per year (base and each option).

This statement conflicts with Section B.2 which states: The base services are one year.

Please clarify.See response to Q37.
75Attachment J-10: Section B.2If the government confirms that Task Order 3 is only for one year. Can the government please provide their reasoning for why this Task Order is not 1 year + four Option Years like the other task orders?See response to Q37.
76Attachment J-10: Section C.2Please clarify the scope of the IV&V Task Order 3. Is this for ongoing releases or is this for 8.1 Upgrade testing or both? This is for ongoing releases.
77Attachment J-10: Section C.2The Task Order states this is for “second half of upgrade testing”. Can the government please clarify the definition of “second half”?Scope section clarified in revised SOW that is included with this Q&A release 1. Verbiage pertaining to "second half" is removed.
78Attachment J-14Which contractor currently maintains the LCRS system?cBEYONData is the incumbent contractor.
79Attachment J-1 and J-15: Section C.4Att J-15 for Task Order 6 lists a Scrum Manager as key personnel. This position is not listed in Att J-1, nor is there an Agile-related Labor Category. Please clarify the requirements for the key personnel for Task Order 6.Offerors may propose a scrum manager under the J-1 labor category of "Applications Development Team Leader", or propose their own labor category to be added to the J-1 list.
80Attachment J-15Please confirm that this Task Order does not require the offeror to modify ECS functionality and that offerors are only required to develop and enhance the interface between ECS and Momentum.Confirmed. But note that that offerors would be required to develop and enhance new or existing interfaces between ECS and LBFMS.
81Attachment J-15Please confirm that the awardee of this Task Order will have access to invoke existing LBFMS APIs in support of this task order, via web services, as well as the documentation necessary to invoke LBFMS APIs.Most deployed interfaces are batch using a Text, CSV, XML, or JSON format. There is one realtime interface which uses the out of the box SOAP Momentum WebService. For any future integrations, based on business needs, the government would determine the integration method (Batch vs. WebService). If necessary, WebService Description Language (WSDL) templates would be requested and an interface control document (ICD) would be developed by the Momentum Software vendor. The WSDL template(s) and ICD would be used by a contractor to perform the WebService Integration development.
82Attachment J-15: Section C.3.3For the three interface integration processes that are currently complete, please confirm whether these are real-time or batch, and which technologies they currently make use of, such as web services or WebMethods.See response to Q81.
83Attachment J-15: Section C.3.4Please explain the requirement for interface software developed by the awardee is intended to be supported under future support / maintenance agreements for LBFMS. Many potential proposers to this vehicle have no control over the Library’s existing or future support / maintenance agreements. This requirement is removed from the revised SOW included with Q&A release 1.
84Attachment J-15: Section C.3.4Please clarify the statement “Any logging alerts generated will flow via standard LBFMS interfaces for proper alerting and analysis.” as it is unclear as to which standard LBMFS interfaces are being referenced.Note that this requirement falls under the heading of, "This effort to gather the interface technical requirements should include the following tasks:". This task is therefore considered a requirements validation activity.
85L.2.4, Factor 2Is it acceptable for the offeror to provide role and position information as part of the staffing plan and organization chart in the Staffing section, rather than repetitively within each resume?Yes.
86RFQFor offerors that are responding to six Task Orders, as well as the required IDIQ materials, this solicitation is essentially responding to seven proposals simultaneously and potentially close to 200 pages of content.

Additionally, given the anticipated large volume of questions, it is anticipated responses will not be provided prior to ten days of the due date, preventing vendors from making necessary revisions to technical approaches.

Will the government please provide a two-week extension for this proposal to allow offers sufficient time to prepare effective responses and to make appropriate adjustments to their responses and provide the government with the best possible solutions for all required items. The due date is extended as indicated in the sam.gov posting.
87L.2.4. Factor 2: Staffing Approach; pg. 65RFP States, "The contractor must identify any proposed subcontractors they will use to provide supplies and/or services. Each technical approach section is limited to 10 pages per task order response, including all cover pages, executive summaries, table of contents, resumes, and attachments or appendices."

a. Please clarify that key personnel resumes should be included in the Factor 2: Staffing Approach section within each Technical and Staffing Proposal file.

b. To give vendors a greater ability to address solicitation requirements, and to make it easier to catalog each response and provide required information, would the government consider excluding cover pages, table of contents, letters, and resumes from the page limit?See responses to Q5 and Q31.
88Attachment J-5; pg. 5
C.3.2.2. Optional Task - Tier 1 Help Desk SupportAre vendors required to propose an approach and provide a price for the optional task? How far in advance would notice be given to the vendor before the month-by-month task is exercised?See response to Q15.
89L.2.4. Proposal Format and Contents; pg. 64RFP states, "IDIQ awards may include task order combinations of performance areas and additional, individual, performance areas.

Offerors are allowed to indicate in their proposals that they only wish to be considered for task orders encompassing certain, but not all, performance areas. In such cases, offerors must identify the performance areas for which they wish to be considered. A matrix of performance areas and associated task orders is provided for reference below:"

The instructions refer to Factor 1: Technical Approach. Please confirm that offerors should indicate in the Factor 3: Corporate Capability and Resources section, which performance areas they wish to be considered for. Please confirm that the capability to perform each Performance Area should be described in the Factor 3: Corporate Capability and Resources section and that the responses to Task Order SOWs should be in the Factor 1: Technical Approach sections.Confirmed. See response to Q53.
90B.3 Price/ Cost Schedule Item Information; pg. 11The price/cost schedule table lists a CLIN 0001 for the entire IDIQ period of performance. Please clarify how vendors should fill in this table.CLIN 0001 will be populated by Library with the IDIQ maximum ceiling value, at the time of contract award. Separate amounts are not designated for each performance area to avoid administrative burden of future realignment between option/ordering periods, performance areas, and/or task order contract types. As such, offerors need not complete CLIN 0001 and the ceiling value will be populated at the time of award.
91C.6 Key Personnel; pg. 15-16RFP States, "The program manager and the alternate shall be designated as key personnel in accordance with Library clause LC52.237-1."
Key personnel lists a Program Manager, but Attachment J-1 IDIQ “Labor Rates” tab does not include this LCAT. Please confirm that offerors should indicate which LCAT in Attachment J-1 was chosen for the Program Manager and alternate?Confirmed. (Although not required, the Library often sees Sr. Project Director as an LCAT that is proposed to fulfill the PM/APM role.)
92J-1 Price Schedule
Tabs for Performance Areas 3, 5, 8Please clarify that these tabs are for evaluation purposes and should match exactly the rates provided for the base period.Confirmed.
93J-1 Price Schedule
Task Order Price TemplateHow should offerors use the Task Order Price Template to propose pricing for the optional task in TO 2? Should the offeror provide those options in a separate tab as a stand-alone price? Can LoC please confirm whether the Optional task(s) are also firm fixed Price (FFP) or Time and Materials (T&M)?Note: optional tier 1 support is hereby removed from the task order for help desk support.
94L.2.4. Proposal Format and Contents; pg. 65Task Order 6 is deemed notional and is only for evaluation purposes.
Does the government intend to award TO 6 at a later date?A future fair-opportunity request for proposal is anticipated for release amongst the multiple IDIQ awardees that result from this solicitation.
95Can the government provide more clarification on how pricing will be evaluated, especially if offerors do not provide proposals for all Performance Areas or Task Orders?See updated attachment J-1 that includes additional tabs for all performance areas. Offerors should populate their rates within the tabs provides for all performance areas. Refer to factor 5 in section M regarding how this pricing will be used in the evaluation process.
96L.2.4. Proposal Format and Contents
Factor 5: Price Proposal; pg. 656-month base & one, 12-month option

08/01/2024 – 01/31/2025

The dates provided do not reflect an 18-month total period of performance. Could the government please confirm this is 18 months and update the PoP dates?See response to Q41. This change will be updated in the task order award.
97Can the government provide an estimated range or budget for each of the TOs?The government cannot provide estimated range or budget at this time.
98J-1 Price Schedule
Task Order Price TemplateAre offerors permitted to provide discounts at the Task Order level? If so, may offerors edit the Task Order Price Template tab to reflect discounts?See response to Q9. Offerors may edit the task order template to accommodate representation of discounts as needed.
99C.6 Staffing and Key Personnel; pg. 10Est. Labor Hours:

Project Manager - Key: 500 hours Technical Lead - Key: 1,000 hours Functional Lead - Key: 1,500 hours Systems Accountant - Key: 250 hours Functional Analyst: 5,000 hours Technical Analyst: 2,500 hours

Can the government confirm that the estimated labor hours are for the base period? Does the government anticipate a similar number of hours for option periods?Confirmed with regard to the base period and all option periods.
100C.6 Key Personnel; pg. 15RFP states, "The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. The program manager and the alternate shall be designated as key personnel in accordance with Library clause LC52.237-1."
Does the government require resumes for both the Program Manager and the Alternate if they do not appear in the TO volumes?See responses to Q1 and Q32.
101L.2.4. Proposal Format and Contents

Factor 5: Price Proposal ; pg. 67 RFP states, "Offerors shall complete Attachment J1 – IDIQ Labor Categories and Rates by providing all fully burdened rates for each labor category and contract year. In addition, offerors shall provide task order pricing, consistent with the IDIQ level rates. For each task order proposal (TO 1 through 6), the offeror shall submit a complete build-up of proposed labor categories, hours and rates as well as an overall fixed price for each task order. (Refer to the task order price template tab in Attachment J1.) Additionally, offerors must complete the price sheets for performance areas 3, 5, and 8 that are embedded in attachment J1."

In addition to the Excel pricing workbook (Attachment J-1), may Quoters provide a single Price Narrative to relay standard pricing information inclusive of remittance information and pricing assumptions?Yes.
102Attachment J-5

C.3.2.2. Optional Task - Tier 1 Help Desk Support; pg. 5 RFP states, "The Library requires a contractor to provide one full-time equivalent (FTE) to support the Library’s Momentum Help Desk on Monday to Friday during the hours 8:00am through 6:00pm. The contractor must provide adequate coverage between 8am to 6pm Monday – Friday"

Are these same coverage hours required for Tier 2 Help Desk? Can the government provide the average number of inbound and outbound calls and emails for each month? Can the government provide the average duration for inbound and outbound calls?NOTE: Tier 1 support has been removed from the updated SOW.
103Attachment J-5Does Tier 2 Help Desk support include resolving issues for ~12 LBFMS interfaces, and ETLs to reporting data warehouses? If so, is Tier 2 responsible for managing/fixing the interfaces to/from LBFMS when required? Will Tier 2 have access to all interfacing systems' test environments with LBFMS for the purpose of troubleshooting issues?Tier 2 is responsible for baseline Momentum interfaces but the Library's interface team is responsible for handling ETLs and custom interfaces.
104L.2.4. Proposal Format and Contents; pg. 65RFP states, "Task Orders 3 and 4 (Ongoing IV&V and PM Support, respectively) will require an interested offeror for these Task Orders to submit a Conflict of Interest Mitigation Plan, if the same offeror wishes to be considered for award of one of the other Task Orders."

Can the Government please clarify what type of potential OCI could arise related to the TOs? Should offerors submit OCI mitigation plans with their proposals, and if so, with which section?

See response to Q3.
105Factor 3: Corporate Capability and Resources; pg. 66RFP states, " The offeror shall include a description of its corporate structure, management capabilities, sub-contracting/teaming arrangements, and corporate resources successfully utilized on similar contracts/ projects, as well as hiring and retention strategies that support their ability to maintain qualified staff for the life of the IDIQ contract."
Could the Library clarify what is meant by "corporate resources"?Corporate resources refers to subcontractor or teaming arrangements that may be used to supplement offeror capabilities.
106Attachment J-15
C.1. Background ; pg. 3RFP states, " The integration work will be performed under version 8.1 of LBFMS."

The following three workflows were developed in a prior version of Momentum:

1.New Service Request (Non-Deposit Account)
2.Service Request Changes and Closures
3.CIR Interface
Can the Library confirm whether any redevelopment to make these workflows work with Momentum 8.1 is in scope for this task order?Redevelopment is not within the scope of this task order and all related devleopment or redevelopment will be completed prior to the start of this task order.
107Attachment J-14What impact does the upgrade to Momentum 8.1 have on reporting and the data warehouse that the Library manages? If redevelopment is required, is that within scope for this Task Order?See response to Q106.
108Attachment J-5
C.3.2.1; pg. 4-5RFP states, "The next planned upgrade is Spring 2025 to Momentum Version 8.1, which usually increases the number of issues coming in. For many projects like interface deployments and upgrades, the Library usually contracts the implementing vendor to provide a period of post-implementation support, in which case they would provide Tier 2 services for those issues during that period. Any unresolved issues at the end of the period would be transitioned to the Library’s Tier 2 support vendor. "
What is the window for hypercare to be provided by the system integrator after the implementation of Momentum 8.1? While Tier 2 services are provided by another vendor, is there an anticipated reduction in the level of effort required to be provided by the offeror for TO 2 during this post-implementation hypercare period? The system integrator will provide 60 days of post-implementation with a potential 30-day option in addition to that. The Library does not anticipate a change in the level of effort for standard tier 2 support during that period.
109C.4.7 Performance Area Seven; pg. 15RFP states, "The Contractor shall provide all required resources and services to provide program management support for the LBFMS across the Legislative Branch agencies. This includes support for scheduling, project prioritization support, LBFMS cost analysis and annual cost-sharing preparation, cross-agency meeting preparation, facilitation, and documenting meeting minutes."
Can the Library provide more clarity on the requirement to support LBFMS cost analysis and annual cost-sharing preparation? For example, is any of this scope handled by government personnel, or is it entirely prepared by the vendor? It is currently performed entirely by government personnel.
110B.2 LC52.216-3 CONTRACT TYPE (JUN 2016); pg. 11RFP states, "In the event a task order period of performance crosses contract years, the entire order price must comply with the annual pricing that is current at the time the order starts. No blended rates should be included at the order level (i.e., no mixed or cross-year pricing) at the order level."

a. Please confirm that task orders with a base year and option years should use the labor rates under the IDIQ that are in effect at the time each task order base year and option year starts.

b. Please confirm that the RFQ instructions do not mean that, for example, a three-year task order (base year plus two option years) would use the same base year labor rates over the entire three-year period.Confirmed for both a. and b.
