SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
L.1 LC52.215-1 PROPOSAL SUBMISSION INSTRUCTIONS - BEST VALUE TRADE-OFF
L.1. Clarifications and Questions
To be considered, all questions pertaining to this solicitation must be submitted in writing to both Contracting Officer Jennifer Zwahlen (jzwa@loc.gov) and Contract Specialist Nikolas Wellstead (nwellstead@loc.gov) no later than 06/10/2024 at 12:00pm Eastern Time. Questions received after this time may not be answered. All questions are consolidated and answers to questions will be posted publicly as an amendment to the solicitation on SAM.gov. Offerors are responsible for checking SAM.gov to stay current of any amendments posted to the solicitation.
L.2. General Instructions to Offerors
(a) All proposals shall be submitted electronically via email to both Contracting Officer Jennifer Zwahlen (jzwa@loc.gov) and Contract Specialist Nikolas Wellstead (nwellstead@loc.gov) no later than 06/27/2024 at 12:00pm Eastern Time. Offerors must comply with the submission instructions specified in this solicitation. The Library has the right, at its discretion, to determine an offer is ineligible for award if an Offeror does not comply materially with the submission instructions. Proposals submitted through any means other than email will NOT be accepted.
(b) Proposal Format: Written proposals must be submitted in either Microsoft Office or Adobe formats. Each page must be numbered and labeled with the name of the Offeror and solicitation number. The format for all documents must be 8.5 x 11 inch pages, single-spaced 1-inch margins, 12-point font in text. Offeror must submit an offer package that includes three separate volumes. Each volume must include the solicitation number and the Offeror's name, primary point of contact for the proposal, mailing address, telephone number, and SAM Unique Entity Identifier (UEI) number.
L.3. Contents of Offers
Volume 1 – Technical Approach
Volume 2 – Past Performance
Volume 3 – Price
L.3.1. Technical
Page Limit – 15 pages
1. Offerors shall submit a Technical Volume that describes how the Offeror will approach and fulfill this solicitation’s requirements. The volume must show a thorough understanding of the Library’s requirement and demonstrate that the Offeror can provide the services identified in Section C.
2. Offerors shall submit a draft system design that meets or exceeds the requirements provided in Section C and corresponds to the unit quantities identified in their Pricing Volume of the offer (see L.3.3).
3. Offerors shall also submit a draft project-management plan that complies with the requirements of Section C and addresses how the Offeror will manage all aspects of the requirement. The Offeror must respond explicitly and in sequence to each of the tasks listed in Section C: project planning, systems engineering and design, site preparation and pre-assembly of products, integration, documentation, training, and commissioning of the full system. This plan must include milestones for planning, performance, and delivery of the completed requirement as well as a description of how the Offeror will assure accurate testing and complete integration of the new devices so that they
030ADV24R0043 0001 Section L successfully interface with the existing Library system. The plan must also include a description of how the Offeror will communicate with the COR regarding progress, obstacles, systems training, and any need for written approval on the aspects of the work requiring such coordination.
4. Offerors’ Technical Volumes should also include a narrative detailing relationships with any manufacturers and/or subcontractors that would be utilized to complete the requirement. This narrative should demonstrate the Offeror’s experience with, and ability to manage, a multi-partner project to deliver a project on schedule. If sub-contracting is proposed, Offeror must provide a description of any sub-contractor's experience with completion of work comparable to the work described in Section C.
Note – Offerors must not simply restate Section C (Statement of Work). An offer may be determined unacceptable if the Offeror simply restates the Statement of work.
L.3.2. Past Performance (Page Limit – 3 pages)
Offeror must provide blind-customer feedback to meet this requirement. Offeror shall send Attachment J-5 – Past- Performance Questionnaire to three customers for work of similar nature, size, and scope. It is the offeror’s responsibility to ensure that the form is completed and returned by the customers directly to Contract Specialist Nikolas Wellstead (nwellstead@loc.gov), with a copy to Contracting Officer Jennifer Zwahlen (jzwa@loc.gov), by the response date and time specified in this solicitation.
Forms that are received after the response deadline, or that are submitted directly by offerors to the Library, will not satisfy the requirement for blind-customer information and will not be accepted. References must not copy offeror or offeror’s agents on the past-performance questionnaire email, as the requirement is for blind-customer information.
The Library does not reserve the responsibility to correct misinformation or clarify ambiguities in the past-performance questionnaires.
L.3.3. Price (No Page Limit)
Offerors must complete and return Attachment J4 – KVM System Pricing Template with the service/deliverable quantities and prices anticipated to complete the requirements of Section C. The Offeror must complete each section of the spreadsheet. Please replace “Template” with Offeror’s Name and the Excel format. Offeror must provide Attachment J4 in Excel format, as this is the file format that the Library is able to view.
The Offeror shall break out the labor cost by labor categories and number of hours so the Library can validate the correct labor categories and project hours can be evaluated as reasonable for this effort.
Should the Offeror feel that a necessary labor or item category has been omitted from the spreadsheet, they may include said category and their proposed associated costs with an explanation of its requisite inclusion.
If offeror chooses to propose additional features that exceed the minimum requirements described in Section C, the prices for the minimum requirements must be clearly priced out and identified as such. Features which exceed the minimum requirements must be very clearly identified as "Additional features." Offerors who propose additional features must add a line for each additional feature to Attachment J4 to include the price for each additional feature.
The Library will not accept one total price for all of the additional features.
Offerors are not required to propose additional features that exceed the minimum requirements.
This is a firm-fixed-price contract. No additional “Other Direct Costs” shall be allowed and all costs must be priced at time of proposal submission. The location of the installation is shown in Section F.2.

SECTION M - EVALUATION FACTORS FOR AWARD
M.1 LC52.215-2 EVALUATION - BEST VALUE TRADE-OFF (FEB 2020)
The Government will award a contract resulting from this solicitation to the responsible offeror that provides the best value to the government. The following technical evaluation factors will be used to determine the best value for the government:
1. Technical Approach
2. Past Performance
3. Price
All factors are listed in descending order of importance. The non-price factors, when combined, are more important than price.
1. Technical Approach. The Library will evaluate the firm’s technical approach, including, without limitation, products and methods, to assess the degree of understanding of the work and feasibility of the solution proposed to complete each of the requirements in Section C of this solicitation. The evaluation will consider (1) the technical volume, (2) the draft system design, (3) the draft project-management plan, and (4) the relationship narrative—as outlined in Section L.
2. Past Performance. The Library will evaluate the past-performance information submitted to assess the level of risk of an offeror’s ability to successfully perform the contract. The Library may review the answers provided in the Past Performance Questionnaires and may review records contained in the Contract Performance Assessment Reporting System (CPARS) to assess the likelihood that the offeror can successfully perform the required work. The Library reserves the right to contact and use information provided by the references and any other sources, including previous Library CPAR evaluations. The offeror will be evaluated neither favorably nor unfavorably on past performance if no relevant information on past performance is provided by the offeror or obtained by the Library.
3. Price. The Library will add the proposed price for each contract line item number (CLIN) in Section B and in Attachment J4 - Price Schedule to establish the total evaluated price. The Library will evaluate all prices for reasonableness, and may evaluate the reasonableness of pricing elements such as proposed labor rates (when applicable) for each of the deliverables identified in the solicitation. Prices shall be evaluated in accordance with FAR 13.106-2.
The Library will evaluate the total firm-fixed price for the minimum requirements. If an offeror prices additional features, which the Library is not required to include in the contract, the Library may add the prices for the additional features to the total firm-fixed price for the minimum requirements to arrive at a total evaluated price. The Library may evaluate the reasonableness of pricing elements, such as proposed labor rates (when applicable), for each deliverable.
All prices will be evaluated for reasonableness. Prices shall be evaluated in accordance with FAR 13.206-2.
