SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1.Background The Library of Congress (Library) has built the largest collection of human knowledge ever assembled in support of its mission to engage, inspire, and inform Congress and the American people with a universal and enduring source of information and creativity.

The mission endures through challenging times, including pandemics. The Library continues to stabilize, optimize, and modernize operations and technology to strengthen institutional capacity to carry out the mission undeterred by changing realities.

The Library’s Security and Emergency Preparedness Directorate (SEPD) provides policy direction, review, and coordination of all security and emergency preparedness activities of the Library. The Library coordinates and collaborates with multiple entities in executing its security to include the Architect of the Capitol (AOC), the General Services Administration (GSA), and the United States Capitol Police (USCP). SEPD administers the Library’s program for the protection of staff, visitors, collections, and equipment;

manages the Library’s information security program for classified materials; administers electronic and physical security services; and manages the Library’s contract guard program and serves as the Library liaison to the USCP.

SEPD provides a variety of different services within the Library, including:

• Physical keys and locks that secure space throughout the Library.

• The badging system that provides physical identification for employees, contractors, and volunteers, and also provides controlled and recorded access to many Library offices and collections spaces.

• Electronic security through video security and other means of protecting valuable collections.

• Overseeing the Library’s relationship with our contracted security force, which provides security in the reading rooms and at the Library’s annexes.

The Library of Congress’ Office of the Chief Information Officer (OCIO) mission focuses on transforming the Library's technology to enhance transparency, cost-effectiveness, and the efficient and consistent delivery of IT services. To achieve this, OCIO leverages several best practice methodologies, including the Project Management Institute (PMI) framework for project management, Agile for optimal software development, the Technology Business Management (TBM) taxonomy for cost transparency, and the Information Technology Infrastructure Library (ITIL) framework for implementing Information Technology Service Management (ITSM).

The Library’s OCIO office delivers IT security, network operations and end-user services for all Library employees. For the IESS OCIO has the overall administrative and technical oversight responsibility for Information Technology (IT) systems, specifically, for managing IT programs, systems, and services infrastructure. The Physical Security Network (PSN) includes data servers, storage, network devices, and workstations.

The Library is responsible for maintaining security devices which are supplemental and secondary to that provided by the USCP. To protect the Library’s most valued assets in collections processing, storage, and exhibition areas, the Library has a requirement for contractor support for its Integrated Electronic Security System (IESS), including preventative maintenance, repair, installation and inventory support. The IESS consists of the Primary Intrusion Detection System (PIDS) and the Security Video Management System (SVMS). Primary functions of the IESS include alarm monitoring, card access and closed-circuit video monitoring/recording. IT components of the IESS are administered by the Office of the Chief Information Officer (OCIO).

Additionally, the USCP monitors the Library’s PIDS. The Library has responsibility for installation and configuration of existing security software applications residing on the USCP computer workstations.

The Library’s Directional Plan for Fiscal Year (FY) 2023-2027 prioritizes Security Planning and Monitoring Efforts Upgrade to its 2003 legacy security system - consisting of approximately 10,000 system components - to maintain effective security and monitoring capabilities to protect the Library's assets, collections, and staff. A recurring component refresh will enable the Library to continually protect its assets, safety of its workforce, congressional members, and patrons.

As a result of the above, the Library requires the services of a professional contractor to service the Library’s evolving security and client needs.

C.2.Scope The contractor must provide continuous services and technical expertise to secure an uninterrupted and fully functional Integrated Electronic Security System (IESS). The contractor must provide real-time availability, visibility, timely incident resolution, and risk mitigation of the IESS to the Library. The contractor is fully responsible for the planned obsolescence of the IESS hardware and software components as part of uninterrupted preventative maintenance and lifecycle replacement activities. And must avoid failure of a fully operational and uninterrupted IESS at no additional cost to the Library. The diagram below depicts a high-level demarcation of responsibility between SEPD and OCIO. Contractor support for everything depicted below is included in the scope of this IDIQ.

C.3.Performance Requirements The contractor must provide systems support, maintenance and repair, logistics, and security installation of the Library’s highly sensitive and mission-critical security environment. Services include the expansions to the IESS to support a state-of-the-art security system consistent with industry practice and used by other federal agencies of similar size and complexity. The contractor must provide highly qualified labor, required equipment and other IESS-related resources as necessary to successfully complete the following Performance Areas:

Recurring and Preventative Maintenance Services Unscheduled and Emergency Repair Upgrades and Lifecycle Replacement

The contractor shall provide services for a fully functional IESS. "Fully functional" is defined as: uninterrupted operations of all Primary Intrusion Detection Systems (PIDS) and Security Video Management System (SVMS) hardware and software. The contractor must ensure that the IESS is Federal Information Security Management Act (FISMA) and UL 2050 compliant.

The Contractor shall maintain the system performance for the circumstances when manufacturer of a component or system item no longer supports that particular item, i.e. the manufacturer categorizes the items as “end-of-life” or “no longer supported”.

There are some operational failures that frequently occur and impact the operation of IESS. Some examples of those failures are data communication loss, component power loss, and battery provided power loss. It is the responsibility of the Contractor to report these failures to the COR. Afterwards, the Contractor shall repair the failures to restore operations to IESS upon the COR’s determination that repairs are possible. The Contractor is responsible for identifying any performance deficiency (that went undetected by the Library) during scheduled preventative maintenance cycles.

C.4.Program Management The Library requires program management to effectively manage all aspects of a successful IESS program. In addition to program management, the contractor must provide program management services to fully support the IESS program to ensure the quality control and timely deliverables. Program management activities include, but are not limited to:

• On-site presence of the program manager during core business hours

• Program planning, implementation, and reporting

• Work planning and scheduling

• Regular meetings with business owner and the Contracting Officer Representative (COR) to discuss contract issues and the status of the work streams, documentation and minutes of key discussion points/decisions

• Maintenance of program management-related documents in a Government furnished shared repository

• Management of contractor and subcontractor on-boarding and exiting processes based on Library procedures, including any required background investigations

• Transition planning

C.5.Configuration Management and Change Control The contractor must develop and maintain a Configuration Management and Change Control Plan (Plan). This Plan must document, track and validate compliance to all IESS program requirements through a thorough examination and documentation of the existing IESS infrastructure, inventory, and documentation baselines. Contents of this plan must include a detailed technical approach to monitor and control functional changes to all system hardware, firmware, software, and documentation. Documentation includes the contractor’s functional implementation plan to monitor and control changes to design and operations documents, including drawings, test plans, sequences of operations, and system configuration manuals.

In response to the Configuration Management and Change Control Plan, the contractor must comply with its proposed structured Configuration and Change Management process to manage timely activities and responses. The contractor is required to provide configuration identification, control, status accounting, and verification on all hardware, firmware, and software related to the IESS through engineering change processes and configuration audits. At a minimum, configuration management activities must include up-to-date information on system availability, user requests, and reported incidents to include:

A repeatable, controllable and reportable set of program policies Successful implementation of the Library’s Standard Operating Procedures (SOPs) Design, installation and commissioning standards Well-defined change control policy ensuring 100% asset protection while incurring zero disruptions A thorough re-examination and re-documentation of the existing Library infrastructure, inventory, documentation, and configuration baselines As part of system availability, the contractor must constantly monitor the status of services and related IESS components. At a minimum, the IESS system status must include its current state (open incidents, open problems, and open requests), planned maintenance, and ad-hoc status history. The contractor must ensure that the process used includes current information to restore the IESS as quickly as possible to minimize the impact on business operations and ensure the best possible levels of service quality and availability.

C.6.Baseline Configurations and Build Books The contractor shall support baseline configuration and build books as defined at the order level.

C.7.Unscheduled and Emergency Repair

Unscheduled maintenance and support shall include support 24 hours by 7 days, On-line support services, hardware and software Maintenance, and next business day replacement of hardware to maintain fully operational IESS in accordance with the Recovery Time Objective of PSN. In such cases, the Contracting Officer or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued.
