| Questions and Answers - Release 1 | |||||
| Q# | Document | Section | Page # | Contractor Question | Government Response |
| 1 | 030ADV24R0008 - IESS IDIQ RFP; SOW J-2 | B.2 Price Cost Sched; C-15 POP | 5; 13 | Can the government please confirm the POP dates for this contract? There are conflicting dates across the solicitation documents; the IDIQ RFP and task order dates in the SOW are different. | The PoP start for CLINs in J-2 is stated to avoid any gap in service from expiration of incumbent task orders. Should an alternate contractor be identified as the best value to the government, those start dates may be advance by approximately one month to accommodate necessary transition activities. Depending on the outcome of the best value determation and the potential need for transition period, the IDIQ PoP or ordering period stated in section B will be revised at the time of award to coincide with task order PoP start, so as to maximize the ordering period and utility of the IDIQ. |
| 2 | SOW J-2 | C.3 - 3.3.4; 3.3.6 | 7 | The required resolution time of 2hrs seems to indicate that an onsite presence is required 24/7. Can the government please clarify if onsite support is required 24/7. If this is not the government's intent, would the government consider longer resolution time for afterhours calls given difficulty in recalling personnel and enacting a repair within two hours. | Contractors may choose to provide staff 24/7 to meet this requirement; however, the SOW is revised concurrent to the Q&A release 1 to indicate COR approval may be provided for an extended resolution time for P1 issues that arise after hours. |
| 3 | SOW J-2 | C.7 - Project Sched/Install Sched | 11 | Can the government please confirm that contractors can expand the pricing table to include night, weekend, and holiday rates? | Confirmed. The pricing table should be modified to reflect such variances in proposed rates. |
| 4 | Price Sched J-1 | Labor Rates - Row 28-30, 43-49 | N/A | The requirements listed in Price Sched J-1 for Field Technician work requires staff to hold a bachelors degree, which seems to be a "copy & paste" error. Someone with these credentials would be classified as an Engineer; this would be cost-prohibitive for the government/contractor to pay a technician an Engineering rate. Can the government please clarify that only vendor certifications and relevant years of experience are required? | See underlined and strikethrough text on the amended price schedule that is issued with Q&A release 1. |
| 5 | Price Sched J-1 | Task order 1 Price Summary | N/A | Regarding CLINs 1 & 3 in the Task Order 1 Price Summary tab, the option year columns seems to be missing. The IDIQ labor rates include option years 2-5; however, the task order year 1 does not. Can we include pricing for option years, or will the government request this at a later date? | Based on anticipated upgrades and expansions, it is expected that O&M requirements will change over the life of the contract. As such, the government anticipates soliciting and negotiating ongoing maintenance task orders under the IDIQ at a later date. |
| 6 | Price Sched J-1 | Task order 1 Price Summary | N/A | Regarding the Task order 1 Price Summary tab, the unit listed in the pricing table is unclear. Can the government clarify the frequency of cost? Is it annual or monthly? | The goal of the price summary tab is to provide space for offerors to identify the annual price for each CLIN, that will then sum to the Total Evaluated Price. The CLIN summary can be supported by additional detail in the offeror's price proposal, which should include specifics regarding desired payment schedule (e.g. Monthly price that is 1/12th the value of proposed CLIN price). |
| 7 | IDIQ RFP | C.2 | 8 | Are there any devices not shown on the provided spreadsheets that the contractor is required to maintain? | Offerors should use the provided spreadsheet as the baseline for proposal purposes. |
| 8 | SOW J-2 | 3.3.7 | 7 | Can the government provide the number of devices per location that require Preventative Maintenance? How many of each device are located within the Capitol Complex? How many of each device are located at each external location? | See response to Q7. |
| 9 | SOW J-2 | 3.3.7 | 7 | Regarding preventative and corrective maintenance, can the government provide a list of additional equipment required, such as bucket trucks, man lifts, ladders (including maximum size), etc.? | Offerors do not need to price such unknowns in their proposals at this time. Should the need arise, the government will work with the contract awardee to determine the best method of satisfying such requirements and adjust resolution time for affected issues accordingly. |
| 10 | SOW J-2 | 3.3.1, 3.3.7 | 5, 7 | Can the government specify the number and type of devices that are assigned to each of the PM groups/collection levels referred to in the provided tables? | Device counts for each PM group are as follows: |
Bronze: 116 Silver: 1,220 Gold: 2,992 Platinum: 2,732
| 11 | SOW J-2 | 3.3.1, 3.3.7 | 5, 7 | Section 3.3 tables list 'Rare' as Gold/Semi-Annual in one table but Quarterly in the other. Please clarify the preventative maintains frequency for the "Rare" items. | Rare book "area" referenced in 3.3.7 is not the same as rare "items" referenced in 3.3.1. No change to the SOW is made at this time. |
| 12 | SOW J-2 | C.15 - Transition | 13 | Regarding the transition periods at the beginning and end of IESS contract, are these to be priced separately or as part of each CLIN? If so, which CLINs should include transition planning and pricing? | Transition is intended to be accommodated via overlap between pending task order /IDIQ award and the incumbent contract / task order, depending on the outcome of the evaluation of proposals received. |
| 13 | 030ADV24R0008 - IESS IDIQ RFP vs. SOW J-2 | IDIQ (F.1) / SOW (C.7) | pg 14/pg 11 | Can the government please confirm what hours are the contractor required to be onsite? | The government anticipates that two people should be staffed from the hours of 6:00 am to 6:00 pm. This should be staffed by more than two people throughout the day such that no overtime charges are incurred. |
| 14 | SOW J-2 | C.14 - Key Personnel | 12 | J-4 Pricing Spreadsheet does not specify where to include the pricing for the key personnel identified in Task Order SOW C.14. Can the government please clarify how many of each type of key personnel should be included for each CLIN? | Project Manager: Qty 1 person |
Technology Specialist: Qty 2 people Supervisory Technician: Qty 1 person
The government does not have a requirement for any specific number of key personnel per CLIN. The above numbers are required for the task order as a whole, and offerors can allocate hours across CLINs to support their overall labor mix for each CLIN.
Offerors must provide supporting price data for each CLIN to identify overall labor mix as well as any required materials that support the FFP for each CLIN.
| 15 | IESS J-4; SOW J-2 | IESS J-4 / SOW (C.3) | All tabs/pg 1 | Does this spreadsheet contain all components of the IESS that fall within the scope as stated in C-3 of the SOW (e.g. card readers or IDS components)? | Supplemental information is being provided directly to interested offerors concurrent to Q&A release on sam.gov. |

SCHEDULE OF EVENTS/DELIVERABLES Table, the SOW paragraph references column for Deliverables #6, #7, and #12, #13, #15, #16, #17, & #18 refers to sections which are missing from the SOW. Can the government please clarify these references? | Deliverable #6: Updated to cite 3.1.9.5 |
Deliverable #7: Deliverable deleted Deliverable #12: Updated to cite 3.1.18.1 Deliverable #13: Updated to cite 3.1.18.2 Deliverable #15: Updated to cite 3.1.9.5.1 with added SOW paragraph numbered the same.

| 18 | RFP Solicitation | C.15 - Transition | 13 | Regarding the Transition Plan, the government references a 30 day period of overlap. Do offerors need to price that as well; should it be priced separately? | This does not need to be separately price as the government anticipates awarding the contract with a PoP start that would accommodate the required overlap period. See also response to Q1. | |

| 20 | 030ADV24R0008 - IESS IDIQ RFP; SOW J-2 | IDIQ (C.10) / SOW C.14 - Key Personnel | 12 | Please confirm that the program manager listed in IDIQ RFP is a separate position from the project manager and both are listed as Key Personnel. | For the purposes of bidding, this can be the same person fulfilling both roles. | |
| 21 | 030ADV24R0008 - IESS IDIQ RFP | C.6 | 9 | Will the contractor be provided existing build books at award or will the contractor be expected to develop them? | This will be GFI provided after contract award for the contractor to validate and continue updating over the course of contract performance. | |
| 22 | J-4 | Software | Software | The list of software included in Attachment J-4 does not include the version numbers. Can these be provided in order to help inform whether or not there will be a need to upgrade versions immediately or at some point during the course the contract? | Updated software version information is being provided directly to interested offerors concurrent to Q&A release on sam.gov. | |
