Attachment J-3 – Responses to Offeror Questions – 030ADV20R0107– April 3, 2020
2020 National Book Festival Bookseller Services
# Question Answer
1 In the section on proposal submission instructions (LC52.215-1), subsection (c), proposal format, there is a requirement to include both a “proposal section number” and a “unique proposal number” on each page.
Could you please explain what is meant by these two terms?
For instance, what should offerors identify as the proposal section number and what would be the unique proposal number for the pages containing the technical approach narrative?
Please number proposal sections according to the Statement of Work.
Offeror does not have to create a unique proposal number. That language has been removed, as reflected in Section L, amendment 0001.
2 Will the sales area be in the same location in the Convention Center as in past years?
The Library has not yet finalized floor plans for the 2020 National Book Festival.
3 The “Statement of Work – Order” stipulates that the sales area will be “at least 28,000 square feet.”
Can you please confirm that is the same size as in past years?
The book sales area will measure approximately 28,000 square feet, per the solicitation.
The sales area will be approximately the same size as the 2019 National Book Festival.
4 Will Junior League of Washington volunteers again be available to help in the sales area on the day of the festival?
The Library cannot yet project the number of volunteers who would assist the bookseller.
Offeror must ensure that they can fully staff the event to provide the services described in the solicitation.
5 The phrase “point-of-purchase merchandise” appears in both the description of the Project Plan (section C.3.1.2) and the description of NBF book sales (section C.3.3, paragraph h).
What does this phrase refer to?
Is it non-book merchandise offered for sale at the check-out counter, non-book merchandise offered on tables in the sales area, or something else?
“Point-of-purchase merchandise” refers to all non-book merchandise offered anywhere in the book sales area.
