About this file

This is a Statement of Work for the Allegheny National Forest Farnsworth Bridge Replacement project located at the 5.4-mile point on Forest Road 154 in Mead Township, Warren County, Pennsylvania. The contractor must provide all equipment, labor, materials, tools, and incidentals to complete the full bridge replacement, including demolition and disposal of the existing bridge and procurement and installation of the new structure. Work shall be performed in accordance with the Standard Specification for Roads and Bridge on Federal Highway Projects FP-14 and Forest Service Supplemental Specifications (FSSS).

The existing Farnsworth Bridge, originally constructed in 1934, is a single-span steel two-girder bridge with a concrete deck spanning 42.50 feet. Currently posted at a 3-ton weight limit due to fracture-critical steel beams, the bridge provides access over the Farnsworth Branch of the West Branch of Tionesta Creek between Clarendon and Cherry Grove. The proposed replacement is a 56-foot clear single-span, single-lane bridge constructed of six prestressed concrete box beams (36 inches wide by 21 inches deep) with concrete abutments and cast-in-place pile foundations, measuring 18.625 feet wide with a 17.25-foot clear roadway width. The new structure includes straight back wingwalls and a bearing elevation 1 foot higher than the existing bridge to provide approximately 10 inches of freeboard during 100-year flood events. The contractor must submit a plan of operation within 10 days of award, maintain a quality control system, comply with seasonal in-stream work restrictions (October 1–January 1 and February 15–June 1), conduct work only during daylight hours Monday through Friday, coordinate with Pennsylvania One Call System and oil and gas operators regarding utilities, and bear full liability for any damage to existing infrastructure.

Allegheny National Forest Farnsworth Bridge Replacement

STATEMENT OF WORK

SCOPE OF CONTRACT

Provide all equipment, labor, materials, tools, and other incidentals and execute all work necessary to complete the bridge replacement. The work consists of demolition and disposal of the existing bridge, procurement and installation of the new bridge. All work performed will be completed in accordance with the designs, Standard Specification for Roads and Bridge on Federal Highway Projects FP-14 and the Forest Service Supplemental Specifications to the FP-14 (FSSS) included as part of this contract.

LOCATION

This project is located at the 5.4-mile point on Forest Road 154 in Mead Township, Warren County, Pennsylvania. The site is southwest of Clarendon Borough.

FARNSWORTH BRIDGE

Existing Bridge: The Farnsworth Bridge is at milepost 5.4 on Forest Road 154. This bridge was originally constructed in 1934 and provides access from Clarendon to Cherry Grove. The bridge provides access over the Farnsworth Branch of the West Branch of Tionesta Creek. The bridge has a concrete deck and is a single‐span steel, two‐girder bridge comprised of rolled steel I‐beams at centerline bearing to bearing length of 42.50 feet. Due to the steel beams, this bridge is considered to be fracture critical. The bridge is currently posted for a 3‐ton weight limit, which is the lowest allowable limit before the bridge will need to be closed for public safety.

Proposed Bridge: The full details on the proposed bridge can be found in the attached design package and project specifications. The proposed bridge replacement structure is a 56 foot (clear) single span, single lane, side by side box beam bridge with concrete abutments and cast-in-place (CIP) pile foundations. The proposed bridge is 18.625 feet wide (outside-to-outside) with a clear roadway width of 17.25 feet between steel railings. This bridge width is controlled by the width of the box beams and the size of the joints between each beam. The proposed superstructure consists of six (6) 36 inch wide by 21-inch-deep prestressed concrete box beams. The overall bridge span is 61 feet. The bearing elevation for this structure is 1 foot higher than the existing structure to allow for approximately 10 inches of freeboard during 100 year flood events. Additionally, straight back wingwalls (parallel with the road) are being proposed (in lieu of 45-degree wingwalls) to allow for better roadway grading at the concrete backwall, and better protection of the roadway approaches during high water.
