About this file
This is a Statement of Work (SOW) for a repair and design project at Eielson Air Force Base, Alaska, specifically for repairing Arctic Avenue from Central Avenue to Ravens Way and repaving the CHPP parking lot. The project requires comprehensive architectural and engineering services, including investigation, design, and documentation across multiple phases. Key objectives include addressing drainage issues, conducting topographical and environmental surveys, and improving bike accessibility, with specific requirements for design documents, specifications, and cost estimates.
The SOW outlines a four-task process with detailed deliverables at each stage: Task 1 involves site investigation and reporting, Task 2 covers 65% design development, Task 3 focuses on 95% design refinement, and Task 4 produces the final 100% design documents. The project emphasizes adherence to various industry standards, including AASHTO, FHWA, and Air Force specifications, with strict requirements for document formatting, review meetings, and quality assurance. The design must account for the sub-arctic environment and include provisions for potential hazardous materials, with a constructability review required during the 95% design phase.

SECTION 1
SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN FOR
FTQW261302 REPAIR ARCTIC AVENUE
1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.
1.02. BACKGROUND: This project aims to repair Arctic Ave from Central Ave (include McKinley St.) to
Ravens Way and repave & stripe the CHPP parking lot. Drainage issues have been reported along the specified section of Arctic Ave, likely due to low road elevations and a possible lack of culverts to direct stormwater across the roadway. Sidewalks and bike paths are present along most sections of Arctic Ave but are missing along McKinley St. The asphalt paving in the CHPP Parking Lot has significantly deteriorated, with loose gravel accumulating on the surface.
1.03. SCOPE OF DESIGN PROJECT:
A. General: The work includes the following: (1) investigating site conditions; (2) collecting and reviewing project data and records; (3) Gather and review contaminated sites information in the project area (4) creating a design concept and cost estimate for repairing Arctic Ave. and CHPP parking lot; (5) submitting an investigation report; (6) discussing the results at the Pre-Design Conference; (7) making the revisions requested by the Government; and (8) producing a complete design based on the requirements specified above and based on comments received during the 65% and 95% review meetings.
B. Specific Project Goals:
1. Topographical survey, geotechnical investigation, environmental field screening and analytical testing, and drainage issues study of the project area.
2. Produce a design package based on topographical surveys, geotechnical and environmental investigation.
3. The design shall address the drainage issues along Arctic Ave with infiltration basins and steamable culverts, and possible rise in road elevation. In addition, the design shall improve bike accessibility from Central Ave to Arctic Ave.
C. The work required under this contract includes investigation, analysis, and design services necessary to design a construction project to accomplish the goals described above.
D. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.
E. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.
1.04. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
Attached to this SOW is the most recent Eielson Contaminated Sites Atlas. It showed numerous contaminated sites in the proximity of the project area. The A-E shall address the presence of hazardous materials in the design project, performing environmental screening and analytical testing according to the approved Sampling and Analysis Plan (SAP) during the geotechnical investigation phase, and prepare project documents for testing and remediation in accordance with (IAW) with UFGSs. Technical provisions shall be developed such that all requirements for testing, handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
A. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Installation Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.
B. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas, if available, for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.
C. The goal of this project is not to abate all hazardous materials in the project area. However, the design shall include provisions for avoidance or abatement of any hazardous materials found in the environmental investigation conducted by the A-E firm and by the contractor during construction.
1.05 TASKS: The investigation and design shall be divided into four tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.
Review conferences shall be scheduled by the CO and be held at Eielson AFB. The A-E firm shall attend with all necessary engineer disciplines. Reviewers will submit written comments on the investigation or design.
