About this file
This is a Statement of Work (SOW) for architectural and engineering design services to repair the roof of Building 6203 (CH&PP) at Eielson Air Force Base in Alaska. The project requires designing a 60-mil PVC roofing system with vapor barrier, insulation, and cover board for a 25 MW coal-fired cogeneration plant operating since the 1950s that provides critical power and steam utilities to the base.
The SOW outlines a three-task design process requiring 65%, 95%, and 100% design submissions, with specific review periods for each stage. Key deliverables include design analysis, drawings, specifications, cost estimates, and a constructability review considering the extreme Arctic conditions. The A-E firm must conduct hazardous materials testing and incorporate findings into the design. Design work must begin within 50 days of Notice to Proceed for the 65% design, followed by 24 days for 95% design, and 14 days for 100% design completion. The design must address water pooling issues, inadequate drainage, and safety concerns related to snow and ice accumulation while accounting for the significant temperature differential between the plant's interior and exterior. All final documents must be sealed by appropriate registered professionals.

SECTION 1
SPECIFIC REQUIREMENTS DESIGN FOR
FTQW 251102; Design Repair Roof B6203 (CH&PP)
1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.
Eielson Air Force Base (AFB) is a secure military facility with controlled access. Building 6203, CH&PP, is also a secure site within Eielson AFB with controlled access. The A-E will be required to plan, monitor, and execute the security specific procedures. See Appendix A “Security and Access to Controlled Areas” for specific security requirements.
1.02. BACKGROUND:
The CH&PP is a critical infrastructure providing essential utilities to Eielson AFB, operating as a secure 25 MW coal-fired cogeneration plant since the early 1950s. It supplies both primary electric and thermal energy in the form of steam. Significant improvements are needed for the existing roofing system due to water buildup from inadequate drainage. The roof deck has softened, and water ponds on the outer edge, compromising the structure’s durability.
The project acknowledges the extreme Arctic conditions at Eielson AFB, AK, necessitating careful consideration and planning for various challenges. With temperatures reaching extremely low levels, the building roof must be designed to withstand these harsh conditions. Special attention should be given to prevent snow accumulation and exterior finishes must be resistant to ice formation, minimizing safety risks and addressing freezing and thawing cycles. The building itself is a heating and power plant, possibly leading to a large temperature differential between the interior and exterior of the roofing system.
1.03. SCOPE OF DESIGN PROJECT:
A. General: The work included in the scope of A-E Title I Services (Design Phase Services) for this design project encompasses an assessment of all of the roofs and the design of a PVC roofing system to include vapor barrier, roof membrane, insulation layer, and cover board;
collecting/reviewing project data and records; developing design concepts and cost estimates;
attendance and participation in review meetings; and making revisions requested by the Government. The contractor is expected to submit intermediate design documents and ultimately produce a complete design based on specified requirements and comments received during the 65%, 95%, and 100% design review meetings.
This information will be utilized to prepare comprehensive drawings, schedules, specifications, and cost estimates for all facets of work and disciplines/trades involved in the construction project.
The primary objective is to develop a biddable set of construction documents tailored to address the unique challenges presented by the extreme Arctic conditions at Eielson AFB, AK. The comprehensive documentation will guide the successful execution of the following key design tasks:
B. Specific Project Goals:
1. Assessment of Current and Future Water and Snow Accumulation: Conduct a thorough assessment of the facility roof’s basic performance requirements in accordance with (IAW) the Building Envelope Design Guide and Installation Facility Standards (IFS) [Source on wbdg.org]. Incorporate the findings of the assessment into the completed design, addressing any deficiencies or areas for improvement are identified during the assessment, the A-E shall address these issues in the design to ensure compliance with required performance standards.
2. Design of New Roofing System: Develop a 60-mil PVC roof system capable of handling substantial snow and ice loads typical of the region. The design must accommodate temperature variance between the inside of the CH&PP during its highest levels of production and the extreme external winter conditions the roof is exposed to at Eielson AFB. The design shall include the roof membrane, vapor barrier, insulation, and cover board.
3. Design of New Roof Drainage System: Design a primary and secondary roof drainage system that mitigates water pooling or buildup. The drainage system design shall connect to the facility’s internal wastewater infrastructure and direct runoff to a designated discharge site that safely diverts water away from the facility.
Demolish the existing drain lines to the point of system tie in without affecting the rest of the interior wastewater system.
4. Design of Traction Walkways: Design a pathway system on the PVC roofs that provides enhanced traction, Ensuring safe access across all areas of the roofs.
5. Comprehensive Hazmat Survey: A thorough hazardous materials survey should be completed throughout the entire facility according to specification 01 57 19. These samples and results shall be incorporated into the final design and the hazardous materials abatement plan to be developed by the A-E. The final draft of this plan shall be included as an appendix to 01 57 19.
C. The work required under this contract includes analysis and design services necessary to design a construction project to accomplish the goals described above.
D. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed because of performing the work of this project.
E. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.
1.04. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
It is not known if the project boundary contains hazardous materials. The A-E shall address the presence of hazardous materials in the design project, perform testing for hazardous materials (asbestos, LBP, and PCBs), and prepare project documents for their remediation in accordance with (IAW) with UFGSs.
Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
A. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Installation Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.
B. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas, if available, for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.
C. The goal of this project is not to abate all hazardous materials in the project area. However, the design shall include provisions for avoidance or abatement of any hazardous materials found in the hazmat survey conducted by the A-E firm.
1.05 TASKS: The design shall be divided into three (3) tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.
