About this file
This document outlines the technical specifications for a state and local contract opportunity in Pennsylvania. The Pennsylvania Department of Conservation and Natural Resources, Bureau of Geological Survey, is seeking the services of a contractor to perform 2D seismic-reflection data acquisition and analysis services along a 20-mile transect in the Gettysburg Basin, Adams County.
The contractor will be responsible for locating and acquiring pre-existing, high-quality commercial seismic-reflection data for the transect, negotiating terms with the vendor, and delivering a processed seismic profile, reference map, and seismic dataset to the Department. The contractor will also be required to provide a report detailing the data acquisition and analysis process. The contract items include administrative services for data acquisition, acquisition of the seismic-reflection data transect, and the final report. Payments will be made based on the completed work, with the final report due by December 30, 2024.

Seismic-Reflection-Acquisition and Analysis Services Gettysburg Basin, Adams County, Pennsylvania
Bureau of Geological Survey
Pennsylvania Department of Conservation and Natural Resources
Technical Specifications
1. PREEXISITING 2D SEISMIC-REFLECTION DATA
1.1 ADMINISTRATIVE SERVICES FOR DATA ACQUISITION
1.1A CONTRACTOR RESPONSIBILITY
The work covered in this section consists of all activities and costs borne by the Contractor, acting as representative on behalf of the Department and using its expertise, in the search, location, evaluation, recommendation, and negotiation to acquire preexisting, processed, high-quality, commercial (“oil and gas”), 2D seismic-reflection data for one (1) defined transect within Adams County, Pennsylvania (see Section 1.2B).
1.1B PROCEDURE
The Contractor shall search for various organizations and clearinghouses (e.g., Seismic Exchange, Inc.), through the Internet and other means, having commercial (“oil and gas”), 2D seismic-reflection data for sale that was obtained along or adjacent to the transect described in Section 1.2B.
Upon locating such seismic-reflection data, the Contractor will obtain samples of the data from the vendor(s) for evaluation as to latest date of computer processing or reprocessing (i.e., preferably 2010 or later), completeness of coverage along the transect, data quality and formats (e.g., clarity and scale of traces on image profiles), horizontal and vertical resolution (i.e., for vertical, preferably covering a depth interval from 1500 feet to Precambrian basement), accuracy and scale of map locations corresponding to seismic profiles, and so forth. The Contractor will share with the Department the results of this work and make recommendations to the Department for its approval, prior to negotiations with the vendor, as to which data to acquire for the transect.
The Contractor shall then negotiate with the vendor for the best terms and conditions on access to and fair use of the data by the Department, recognizing that the data itself may be required to be kept confidential, in accordance with Departmental confidentiality (right-to-know) agreements, but that interpretations of the data must be shared publicly and made available through various publications and by other means of dissemination. Moreover, because state money will be used to purchase the data, the Contractor will also negotiate with the vendor for the best terms on sharing the data, even if on a confidential basis, with other interested Commonwealth agencies, including the Bureau of Forestry, Pennsylvania Department of Conservation and Natural Resources;
Bureau of Oil and Gas Management, Pennsylvania Department of Environmental Protection; and Pennsylvania Game Commission.
However, failure to achieve success with the vendor in allowing sharing of the data with one or more of the preceding agencies will not necessarily affect acquisition of the data by the Department. Upon completion of negotiations with the vendor, the Contractor will share with the Department the outcome and results of this task, which the Department must approve before proceeding to acquire the data.
1.1C MEASUREMENT AND PAYMENT
Measurement, when accepted and approved, will be made based on a completion of administrative services for seismic-reflection-data acquisition, but only to the extent directed by the Department Representative.
Payment will be made at the Contract Unit Price bid for Contract Item, “Preexisting 2D Seismic-Reflection Data, Administrative Services,” for which price and payment shall constitute full compensation for furnishing all labor, material, equipment, supplies, and other necessary incidentals required to satisfactorily complete the items of work. Payment will be paid upon completion of the work described in Section 1.1.
1.2 ACQUISITION OF SEISMIC-REFLECTION-DATA TRANSECT
1.2A CONTRACTOR RESPONSIBILITY
The work covered in this section consists of all costs borne by the Contractor for the actual purchase of the seismic-reflection-data transect described below (see Section 1.2B). Costs will include the actual purchase price, set forth by the vendor, for each seismic-reflection-data transect and for incidental charges associated with the purchase transactions.
1.2B PROCEDURE
Upon approval by the Department for acquisition of the seismic-reflection data (see Section 1.1B), the Contractor will then purchase and receive the data for the transect on behalf of the Department.
The transect, for which preexisting 2D seismic-reflection data are to be acquired, covering a distance of 20 line miles, is situated along US 30 (west of Gettysburg, PA) and SR 116 (east of Gettysburg, PA) in Adams County, extending from Marsh Creek in Franklin Township east to South Branch Conewago Creek in Union Township as defined in Attachment B, “Transect Location Map”.
If prior to data acquisition the transect is deemed of inadequate quality, a new transect may be acquired only with written approval by the Department Representative and transect cannot exceed mileage length of that of the replaced transect.
1.2C MEASUREMENT AND PAYMENT
Measurement, when accepted and approved, will be made on the basis of line miles of acquired seismic-reflection data for each transect, but only to the extent directed by the Department Representative.
Payment will be made at the Contract Unit Price bid for Contract Item, “Preexisting 2D Seismic-Reflection Data, TRANSECT” for actual quantities used, and divided no finer than 0.1 line-mile increments, for which price and payment shall constitute full compensation for furnishing all labor, material, equipment, supplies, and other necessary incidentals required to satisfactorily complete the items of work. Payment will be paid upon completion of the work described in Sections 1.1 and 1.2 and upon production and delivery of an accompanying report on the transect (see Section 1.3).
1.3 REPORT
1.3A CONTRACTOR RESPONSIBILITY
The work covered in this section consists of all activities and costs related to the analysis and conversion of the seismic-reflection data to useable format for the Department. This will include:
1.) A processed seismic profile for the transect at a 1:24,000 scale, with depth converted from wave travel time to depth (feet). Deliverable should be paper copy and a digital pdf.
2.) A labeled reference map at 1:24,000 scale displaying the transect and marked reference points along the transect. Deliverable should be a paper copy, digital pdf, and a file geodatabase (.GDB) of the data contained within the map with complete FGDC CSDGM metadata (www.fgdc.gov/metadata/csdgm-standard).
3.) A seismic dataset containing latitude, longitude, and depth data so that the processed seismic profile can be readily used in 3D mapping.
Deliverable should be in a file geodatabase (.GDB) with complete FGDC CSDGM metadata or XYZ data format (e.g. ASCII XYZ) deemed acceptable by the Department representative.
4.) Copy of all RAW data purchased from the supplying Seismic Data provider.
The deliverables must be delivered to DCNR’s Bureau of Geological Survey. Direct questions regarding data deliverable standards to Al Guiseppe (contact information below).
1.3B PROCEDURE
The report must include a narrative describing the work completed and how the data were obtained, with stipulations on access and use of the data by the Department; the methods and procedures used in the analysis of the data, including use of other “outside” data; the equipment employed.
The contract is responsible for the accurate conversion of the seismic data from wave travel time to a depth (feet). The contractor is NOT responsible for interpretation of geologic formations, faults, or other features.
Figures of the transect should include a detailed site map on a topographic or other suitable base and seismic-reflection profiles without annotation (i.e., the original source data). All maps and profiles will include a scale bar in appropriate units of measurement, such as feet, meters, or both.
The report must also include all the original data in whatever formats were provided by the vendor.
1.3C DELIVERY OF RECORDS
Digital and paper copies listed in 1.3A must be delivered to the Department on or before December 30, 2024, unless the date is extended by the approval of the Department. The report should be sent to:
