N1 COOLING RINGS REVISION 2 3/16/2022
1. GENERAL REQUIREMENTS
1.1 Description of Work
Hoover Dam’s powerhouse uses a system of raw water to cool the electrical generators’ stators and bearings. This system uses two circular manifolds to distribute and drain the cooling water.
The work to be performed under this contract is the replacement of these two circular manifolds and the lines to the generator’s various heat exchangers.
The principal work features of this contract include:
Remove, furnish and install 6-inch, schedule 40, bent pipe, various fittings and components.
Remove, furnish and install 8-inch, schedule 40, bent pipe, various fittings and components.
Remove, furnish and install 3-inch, schedule 40 pipe, various fittings and components.
Remove, furnish and install 2-inch, schedule 40 pipe, various fittings and components.
Remove, furnish and install 1-inch, schedule 40 pipe, various fittings and components.
The Contractor shall remove the existing piping and install new piping as highlighted on the following drawings: 45-301-60873 R3, 45-301-60874 R3, 45-301-60875 R3, 45-301-60876 R3, 45-301-60877 R3, 45-301-60878 R3, 45-301-60879 R3, 45-301-60880 R3, 45-301-60881 R3, 45-301-60882 R3, 45-301-60883 R3, 45-301-60884 R3, 45-301-60885 R3, 45-301-60886 R3, 45-301-60887 R3, 45-301-60888 R3.
A. At many locations, the access at Hoover Dam is restricted. The Contractor shall be aware of these restrictions and plan accordingly.
B. The Contractor shall transport all removed materials and unused new materials to the Hoover Dam warehouse.
C. The Contractor is required to supply all labor, materials, equipment, and tools to complete this work.
D. The Contractor shall be responsible for all transportation and staging of materials, equipment, and tools.
E. The Government will supply electricity, water, and compressed air only.
F. Contractor materials and equipment shall remain at the Hoover Dam Warehouse no longer than thirty (30) calendar days.
G. The Contractor shall ensure all welds are made by a certified welder.
H. If a crane is required for any work, the Contractor shall:
1. Request crane assistance from the Contracting Officer's Representative 14 calendar days prior to use
2. The Contracting Officer’s Representative will coordinate crane use with Hoover personnel
1.2 The Government shall subject the work to a full pressure test without leaks before accepting the job.
1.3 Submittal Requirements – The Contractor shall furnish, for approval, the submittals identified in Table 1.
A. Submittals - The Contractor's cover on each submittal letter shall include reference to the job name and the Bureau of Reclamation purchase order number.
B. Address - The Contractor shall provide one copy each of the submittals required by Table 1 (List of Submittals) to the following Government employees.

1.4 After award, the Contractor shall submit:
A. Bill of Materials. The Contractor shall submit a list of materials detailing what will be installed as part of this task order. The list shall detail American Section of the International Association for Testing Materials (ASTM) standards for pipe and fittings. Other materials will be detailed using name and model number.
The Government will review and either accept or reject the Bill of Materials.
After accepting the Bill of Materials and the Performance and Payment Bonds, a notice to proceed (NTP 1) to purchase materials will be given to the Contractor by the Contracting Officer. The Contractor shall order the materials for the task order within ten days of receipt of the notice to proceed. Any purchase the Contractor makes prior to receiving the notice to proceed to purchase materials shall be at the Contractor’s own risk.
B. Schedule after consultation with the Government. Using material lead time information from 1.4.A, the Contractor shall inform the Government of the earliest possible start date for on-site work and the length of time in calendar days to accomplish the required work. This information will then be used, in consultation with Hoover Operations to determine the dates of on-site work.
These dates will then be communicated to the Contractor. The on-site work for this order shall NOT occur during the months of May through September. The length of time to accomplish the required work shall consider the following information.
1. Due to the need for clearances to pursue Contract work at Hoover Dam, Contract work shall not be guaranteed to be continuous.
2. A clearance that clearly defines the safe work boundaries and a special work permit are required for on-site contract work.
3. A new clearance is required if the safe work boundaries need to be moved. A new clearance will require a new special work permit.
4. Placing the initial clearance or removing an existing clearance and placing a new clearance will require delays in Contract work at no cost to the Government.
5. On this project, there will be a minimum of one clearance and one on-site work notices to proceed. There is no maximum number of possible clearances or notices to proceed.
6. The Contractor shall not schedule work on Federal Holidays, Saturdays or Sundays.

8. The Contractor shall schedule work to ensure that personnel arrive no earlier than 7:00 am and completely depart no later than 3:30 pm Pacific time.
9. The Contractor shall request other work days or hours by e-mail at least 72 hours prior to any needed change. This request shall detail the reason(s) for the changed work schedule. The Government is under no obligation to accept changed work schedules.
C. Employee security information. It shall be the Contractor’s responsibility to ensure that all employees who will be working at Hoover have completed all parts of the Personal Identity Verification credentialing process, including activating their cards, prior to any on-site work. The Contractor shall submit a written notice with a list of employees who will be working on this task order and certifying that all required security forms have been submitted.
D. Welders. The Contractor shall submit for approval the name(s) of the American Society of Mechanical Engineers (ASME) or American Welding Society (AWS) certified welder(s) that will be working on this job, their current certifications, and the weld map if there is more than one welder. The Contractor shall not perform any welding prior to receiving this approval.
E. At least 60 calendar days prior to the arrival at Hoover Dam of any contract personnel, the Contractor shall submit the following information:
1. The Contractor shall submit names of contract personnel who will be on-site
2. The Contractor shall notify the Government that all contract personnel have obtained, or will obtain PIV badges by the start of on-site work. No contract personnel without a current PIV badge shall be allowed on-site.
3. The Contractor shall submit the dates of access for Contractor personnel.
4. The Contractor shall submit the times of access for Contractor personnel.
5. The Contractor shall submit vehicle descriptions including license plate information.
6. The Contractor shall ensure all Contractor vehicles have identifying placards on both sides

1.5 On-site work
A. A notice to proceed on-site work (NTP 2) will be issued by the Contracting
Officer. The contractor shall ensure RSNs 1-10 have been submitted and approved before requesting the second NTP. The Contractor shall not commence on-site work until this notice to proceed is given.
B. The Contractor shall commence on-site work within 30 days of receiving the notice to proceed (NTP 2) and subject to availability of equipment.
C. The Contractor shall complete all work as determined during the construction schedule.
D. At the completion of on-site work the Contractor shall:
Return all access keys and badges to the Hoover Police Office Return all pagers to the Contracting Officer’s Representative
2. SAFETY
The Contractor shall not require any person employed in the performance of this contract (including subcontracts) to work under conditions that are unsanitary, hazardous, or dangerous to the employees’ health or safety. To protect the life and health of employees and other persons; to prevent damage to property, materials, supplies and equipment; and to avoid work interruptions, the Contractor will comply with the latest edition of Reclamation’s publication “Reclamation Safety and Health Standards” including any up to date errata or revisions. The Contractor may access the Reclamation Safety and Health Standards (RSHS) at http://www.usbr.gov/ssle/safety/RSHS/rshs.html
2.1 Job Hazard Analysis
A Job Hazard Analysis is required prior to engaging in potentially hazardous work. The Contractor, after consulting with the Government, will assess the workplace and work activities to determine if hazards are present or are likely to be present. The Contractor will develop a written Job Hazard Analysis for the work per Reclamation Safety and Health Standards, Section 3.3, Required Safety Programs and Section 4.2, Requirements for Job Hazard Analysis. The hazard analysis will define hazardous operations and activities; and identify proposed methods for eliminating or minimizing the hazard. The methods will outline employee training requirements, personal protective equipment requirements, procedural changes, methods for evaluating program effectiveness, etc.
The Contractor will be required to receive approval of the Job Hazard Analysis from the Government prior to performing the hazardous work.
2.2 Job Hazard Analysis Schedule
The Contractor shall submit a timetable for completing required, detailed, job hazard analysis (JHAs).
2.3 Safety Program
The Contractor shall submit a written safety program for review by the Government. The Government must accept the safety program before the Contractor commences onsite work. Chapter 3 and Appendix B of the Reclamation Safety and Health Standards contain guidance in preparing the safety program. The Contractor may access the Reclamation Safety and Health Standards at http://www.usbr.gov/ssle/safety/RSHS/rshs.html.
2.4 Supervisory Employee and/or Foreman First Aid & CPR Certificate The Contractor must designate, in writing, a competent supervisory employee and/or a foreman, acceptable to the Contracting Officer’s Representative, who must possess a

current first aid and CPR certificate from a recognized provider. A copy of the certificates shall be part of this submittal.
2.5 Competent Supervisory Employee Designation
The Contractor must designate, in writing, a competent supervisory employee, acceptable to the Contracting Officer’s Representative, to administer the safety program. This individual shall have completed the Lower Colorado Dams Office Hazardous Energy Control Program training, including successfully passing the required examination, prior to turning-in this required submittal. This training is provided by Hoover Dam’s Clearance/Training Coordinator at no cost to the contractor. Due to possible conflicts, the Contractor shall allow a minimum of thirty calendar days to complete this training before the required submittal due date. The Contractor shall contact the COR, either by e-mail or telephone, to establish a specific date and time to complete the training.
2.6 Personnel & Equipment
The Contractor shall give each Contractor employee a written notice containing pertinent provisions of the safety and health program. The supervisor will not allow the placement of machines or other equipment in traffic lanes. The supervisor will assure equipment will not create a safety hazard due to the manner it is stored or utilized. The Contractor’s equipment will meet Occupational Safety and Health Administration standards at all times while working on this project. If the Government determines an item of equipment needs repair or is unsafe, the Contractor shall immediately stop using the equipment and provide replacement equipment at no additional cost to the Government during the down times. The Contractor must prohibit the use of any machinery, tool, material, or equipment that is not safe and/or does not comply with applicable requirement of these standards. The Contractor must identify such machine, tool, material, or equipment as unsafe, by tagging or locking the controls to make them inoperable, or by physically removing it from its place of operation. The Contractor’s employees shall operate equipment in compliance with Federal, State, and local safety codes, and in accordance with manufacturer’s guidelines and manuals.
2.7 Hazardous Materials
The Contractor shall ensure the proper containment, storage, and disposal of hazardous materials. The Contractor will meet all safety and health requirements for any hazardous materials created during performance of the job.
2.8 Injuries and Illnesses
If emergency assistance is required, dial 1111 on a Hoover telephone, and notify Hoover Operations Center @ 2231.
2.9 Compliance with Occupational Safety and Health Requirements The Contractor must remove employees who refuse or repeatedly fail to comply with safe work practices and standards, or supervisors who fail to enforce compliance.
2.10 Special Work Permit
The Contractor will be required to sign and abide by the instructions in a special use permit spelling out the allowed Dam and powerhouse areas for the Contractor. This special use permit will also identify any unusual hazards that might exist in the construction areas. The special use permit will also include any clearances required for safe completion of work.
2.11 Fire Alarm, Drill or Actual Fire
In the case of a fire alarm, drill or actual fire, all Contractor personnel working at Hoover will report to the central portion ramp and provide a head count to the Government Contracting Representative and/or the Contracting Officer’s Representative. Personnel

will not return to work until the Bureau of Reclamation’s Safety Officer has sounded the “all clear” air horn.
3. CONTRACTOR EMPLOYEE SECURITY REQUIREMENTS
The operation of Hoover Dam and power-plant requires continuous and effective security measures. In accordance with Homeland Security Presidential Directive-12, all on-site Contractor personnel shall have a Government-issued Personal Identity Verification credential before being allowed access to work at the site. The cost of initiating the credentialing process, submitting the requisite forms, obtaining fingerprints, travel to a Credentialing Center for card enrollment and activation, and security interviews shall be borne by the Contractor.
For each employee who will be working at Hoover Dam, the Contractor shall:

Following the submittal of the above investigation package for each employee, the employee will receive an invitation to provide additional information required for their background investigation through the on-line e-QIP process. The background investigation will be conducted by the Office of Personnel Management, with the results furnished to the Reclamation Office of Security, Safety, and Law Enforcement for final determination of the employee’s suitability to be assigned to a Reclamation facility.
Once a favorable determination has been made, Contractor personnel shall be invited to visit the Reclamation Credentialing Center at:

The Contractor shall be responsible for ensuring that its employees comply with all required investigation interviews and established security rules and regulations. Contract personnel shall not be permitted to enter established or designated restricted areas unless so authorized by the Government. Entry shall be in accordance with and subject to the security regulations established in the area. It shall be the Contractor’s responsibility to ensure that its personnel do not enter these areas unless authorized. The Personal Identity Verification Card must be returned to the Hoover Dam Security Office at the completion of on-site work for this order.

All technical issues (e.g. design, delivery, submittals) shall be coordinated through the Contracting Officer’s Representative. In the absence of the primary Contracting Officer’s Representative, technical issues may be coordinated with TBD.
