This is a Statement of Work (SOW) for the procurement of a High Frequency (HF) E-Field Meter by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). The contractor must deliver a total of 10 compliant units plus provide option pricing for 10 additional units. The hardware specifications require a frequency range of 1.5-30 MHz with 1 kHz frequency resolution, minimum and maximum operational E-field limits of 0.05 V/m and 400 V/m respectively, maximum survivability E-field of 1000 V/m, measurement precision of ±0.1 dB with 1 dB accuracy, battery operating time of 12 hours (objective) or 6 hours (threshold), operating temperature of 14-130°F, USB-C data port, and storage capacity exceeding 1 GB. The device must include a rechargeable battery with fast-charging capability, proprietary or N-Type SMA antenna ports, water resistance, and a display readable in both sunlight and nighttime conditions with selectors and push buttons. Software requirements include JSON-based application programming interface for integration with E3TO and HF meter systems, user display menu supporting antenna number selection, frequency selection, test point location, and battery level, and read/write formats in XML, CSV, and TXT. Delivery schedule calls for the First Article Test unit within 8 months after receipt of order, followed by nine production units within 2 months of FAT approval, with optional units available 10 months after options exercise. The contractor must perform acceptance testing and functional checkout before FAT shipment with Government witness, provide onsite training on fundamentals and hardware operation, furnish technical documentation per CDRL A001, and deliver reports per CDRL A002. The Government will notify the contractor within 7 calendar days of FAT receipt regarding approval or disapproval; if disapproved, the contractor must furnish a corrected unit at no additional cost, provide prepaid return shipping authorization, and bear all costs for additional testing. All work is unclassified, and the contractor must coordinate travel with the Technical Point of Contact, conducting all travel in accordance with Federal Travel Regulations.
