About this file
Brand Name Justification Summary
This is a Brand Name Justification document for a single-source procurement under FAR 8.405-6 for an order or Blanket Purchase Agreement (BPA) exceeding the micro-purchase threshold and up to the simplified acquisition threshold. The Department of Commerce's NOAA Acquisition and Grants Office (AGO) and Marine Operations Acquisition Branch is procuring one Cobra Systems Pitot Static Accessory Kit (PN: AKGV RVSM) for use on a new Gulfstream 550 aircraft. The kit includes multiple components: four Pitot & Dual Static Adapters, four Test Adapter Probes, four Pitot Hose Assemblies, eight Static Hose Assemblies, two Inlet Hose Assemblies, one Reducer Hose Assembly, one Pitot Control Console, one Static Control Console, two Seal Kits, one manual, one lubricating fluid container, and one protective case. The kit is designed for use in conjunction with the DPS1000 Digital Pitot Static Test Set.
The justification for limiting the source to ATEQ & Cobra Aviation, Inc. (847-640-6242) is based on compatibility with existing systems and equipment. The contracting activity currently uses similar test kits for their GIV Aircraft fleet, and the same brand is required for consistency in training, maintenance, overall support, and functional compatibility. Market research was conducted by AOC Technical Engineers based on aircraft manufacturer recommendations, historical context, and knowledge of the aircraft, reviewing various options from different brands. The justification was certified by Carlos Cruz (COR) and approved by Isaac Bright (Contracting Officer) on March 16, 2026.
