About this file

This is a Statement of Need for aircraft diagnostic and test equipment to support NOAA's Aircraft Recapitalization Plan. The requirement is for initial provisioning of specialized equipment to maintain the new Gulfstream 550 SP aircraft, which will replace the aging G-IV SP aircraft. Current avionics test and diagnostic equipment cannot interface with the 550 SP due to technological advances and improvements in aircraft wiring, components, and instruments. The equipment must comply with Federal Aviation Administration regulations under 14 CFR Part 91 and Part 43 to maintain federally mandated aircraft maintenance requirements and operational standards. Proper equipment is critical for maintaining aircraft avionics and electrical components, including instruments, communication, and navigation equipment, to support NOAA's high-altitude weather reconnaissance and research operations.

The specific equipment required includes four line items: (1) Barfield DFQ40K Fuel Quantity Test Set (PN: 101-01501) with specified microprocessor-based capabilities and auto-ranging measurement functions; (2) Barfield Cable Interface for the Fuel Quantity Test Set (PN: 101-01536); (3) Barfield DPS1000 Digital Pitot Static Test Set (PN: 101-01175) capable of measuring altitude from -1,800 to 55,000 feet and airspeed from 5 to 650 knots; and (4) Cobra Systems Pitot Static Accessory Kit (PN: AKGV RVSM) containing adapters, hoses, consoles, and related components. All equipment must be Gulfstream 550 SP compatible, include a certificate of conformance, possess a minimum 12-month warranty beginning upon delivery, and include initial 12-month calibration for applicable test sets. Delivery must occur prior to June 1, 2026, to the NOAA Aircraft Operations Center in Lakeland, Florida. The point of contact is Wes Crouch at 863-500-3870.

STATEMENT OF NEED

AIRCRAFT DIAGNOSTIC AND TEST EQUIPMENT - AOC

Requisition Number 140808-26-0008

PURPOSE: The purpose of this initial provisioning action is to support NOAA’s Aircraft Recapitalization Plan by purchasing aircraft diagnostic and test equipment to maintain the new Gulfstream 550 SP aircraft. This aircraft will replace the aging and obsolete G-IV SP aircraft currently in use. Current avionics test and diagnostic equipment will not interface with the 550 SP platform due to advances in technology and improvements in aircraft wiring, components and instruments. Therefore, the obsolete diagnostic and test equipment must be replaced in order to maintain federally mandated aircraft maintenance requirements and operational standards. The Aircraft Operations Center’s (AOC) maintenance and operational support costs will be reduced measurably by possessing the capability this equipment provides. Additionally, maintaining the aircraft in an airworthy condition is required by the Federal Aviation Administration, Title 14, Code of Federal Regulations (14 CFR) Part 91 and Part 43.

SCOPE OR MISSION: Due to the inherent safety requirements of maintaining aircraft avionics and electrical components including instruments, communication and navigation equipment, it is critical that specifically designed and calibrated equipment be utilized in the testing, certification and maintenance of the G550 SP aircraft. Lack of the appropriate equipment in the proper amounts will degrade the operational performance and capability of NOAA’s high altitude weather reconnaissance and research aircraft. This loss of performance will negatively impact the weather data collected and significantly impact the National Weather Service and National Hurricane Center’s ability to provide detailed weather information to millions.
