Conceptual Site Plan Summary

This is a conceptual site plan document for the Escambia County Board of County Commissioners' Escambia County Area Transit (ECAT) facility project in Pensacola, Florida. The plan illustrates the layout of a new single-story, approximately 55,000 square-foot complex located at 100 Clarinda Lane, comprising four primary functional areas: an Administration Building, Maintenance Bays, Fueling facilities, and a Wash station for vehicle maintenance. The site plan depicts a Transit Hub configuration designed to optimize operational efficiency for fixed-route transit services and ADA/Transportation Disadvantaged paratransit services. A pre-solicitation meeting is scheduled for January 29, 2026, with questions due by February 12, 2026, and architectural and engineering firm proposals due by February 20, 2026, at 1:00 p.m., submitted electronically through the Vendor Registry portal. The selected firm will provide professional design services and limited construction administration for the project.

The ECAT facility will be constructed to Enhanced Hurricane Protection Area (EHPA) specifications and will incorporate regional stormwater management capabilities to serve as an Emergency Operations Distribution Center and emergency shelter during catastrophic events while mitigating area flooding. The project is funded through Community Development Block Grant-Disaster Recovery (CDBG-DR) HS004 funds from the U.S. Department of Housing and Urban Development, representing Escambia County's recovery efforts following Hurricane Sally in September 2020. Successful respondents must be professional architectural and engineering firms employing at least one registered Florida architect and one civil engineer with knowledge of local, state, and federal regulations. The procurement is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring 25 percent of total project hours be worked by Section 3 workers and 5 percent by Targeted Section 3 workers. The selected firm must obtain comprehensive insurance coverage including general liability of $1,000,000 per occurrence/$2,000,000 aggregate and professional errors and omissions coverage of $1,000,000/$2,000,000.
