About this file

This document excerpt specifies the evaluation criteria and basis of award for a FEMA quote solicitation using a Best Value/Tradeoff process.

The Government will evaluate quote submissions based on three factors listed in descending order of importance: Factor 1 – Technical (most important) requires that proposed items meet the Government's technical requirements per the statement of work, with contractors required to include item specification sheets with their proposals; Factor 2 – Delivery Schedule requires contractors to specify anticipated delivery dates for each item, with incomplete quotes resulting from failure to provide delivery dates; and Factor 3 – Price requires pricing completion on an attached pricing template and evaluation per FAR Subpart 12.209, with the Contracting Officer determining contractor responsibility and price reasonableness before award. FEMA is identified as a federal tax-exempt agency (Tax Exempt Number 52-1227911) that does not resell services.

Under the Best Value/Tradeoff Process basis of award, quotes will be evaluated for the most advantageous offer considering both price and non-price factors. Price is explicitly not the determining factor; the best value may not necessarily be the lowest-priced quote or the highest technically-rated proposal. This process permits tradeoffs among factors and allows the Government to accept quotes other than the lowest price offer.

PART 4: Evaluation Factors

4.1 Evaluation Criteria: Best Value

The Government will evaluate quote submissions based on the following evaluation factors, listed in descending order of importance:

Factor 1 – Technical: Technical consist of ensuring that the items being proposed from contractor meets the technical requirements of the government based on the statement of work. Please be sure to include item specification sheet with proposal.

Factor 2– Delivery Schedule – Items will be evaluated on how soon the items can be delivered. Contractors are to list when they anticipate when each item can be delivered. A delivery date must be mentioned, or the quote will be deemed incomplete.

Factor 3- Price The Government will evaluate offers for award in accordance with FAR Subpart 12.209 and per the requirements of the statement of work, and the Contracting Officer shall determine that the prospective

Contractor is responsible and that the prices offered (inclusive of discounts) are reasonable before award the contract. The Contracting Officer must ensure that contract terms, conditions, and prices are commensurate with the Government’s need. Pricing shall be completed on the attached pricing template, and the evaluation will also be based on the above criteria. FEMA is a federal tax-exempt agency and does no reselling of its services. The

FEMA Tax Exempt Number is 52-1227911.

PART 5: Basis of Award

Quotes received will be evaluated for award in accordance with the Best Value/Tradeoff Process and based on the evaluation factors listed above. The best value is represented by the most advantageous offer, price and other nonprice factors. Price is not the determining factor for this requirement. Although price is important it may not result in the best value. Therefore, the best value may not necessarily be the quote offering the lowest price or receiving the highest technical rating. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest price quote.
