About this file
This document is a Question and Answer (Q&A) for a Request for Proposal (RFP) issued by the State of Nevada for a Fiber Marketing and Construction Partner for the High Speed Nevada Phase II Nevada Middle Mile Network project. The project covers two routes: the Eastern Nevada Middle Mile and the I-80 Route. The RFP seeks a partner to construct and market the middle mile fiber network. Key details include the requirement for two 6-way conduits along the routes, the use of Build America Buy America provisions for the Eastern Nevada Middle Mile, and the State's preference to minimize future right-of-way disruption. The State will provide access to rights-of-way and land for regeneration huts where available, but the selected partner will be responsible for cost overruns.
In terms of pricing, the RFP provides a tentative range of $800 to $1,500 per strand mile for a 30-year Indefeasible Right of Use (IRU) with $350 per strand mile per year maintenance fees. The State will work with the selected partner to finalize pricing. There are no set-aside goals, but participation of Minority, Women-Owned, and Disadvantaged Business Enterprises will be evaluated. The State will not grant any extensions to the proposal due date.

ETWORKS.COM DF IRU Pricing
For clarification, can you please provide an example 30-year IRU cost for 2 dark fibers along the entire route (assume 840 miles) based on the tentative pricing described in RFP Section 3.7.4?
Page 5 of the RFP states that the upfront price for a 30 IRU is in the range of $800 to $1500 per strand mile with maintenance fees in the range of $350 per strand mile per year for each of the ensuing 30 years. OSIT will work with the fiber construction and marketing partner (if one is chosen) to finalize a rate card for a 30 year IRU.

GEM.COM ROW What is the project running line? Back of right-of-way or edge of pavement?
This has not yet been determined. The fiber construction and marketing partner (if one is chosen) will work with the Nevada Department of Transportation (NDOT) and OSIT and be informed by the 30 Year Long Range Transportation Improvement plant to determine this. OSIT prefers minimal future disruption which would lead us to be off pavement and into the DOT easement but costs and benefits need to be assessed.
41 CCAMPBELL@ONETEL
GEM.COM ROW Does the State own the right of way through the Tribal Lands?
On Federal and State Highways NDOT does possess an easement through the highway right of way. However, on past projects, OSIT and NDOT have worked closely with Tribal Governments to keep them informed of activity in the ROW.
42 CCAMPBELL@ONETEL
GEM.COM Manholes What is the distances between hand holes?
Standard will depend on costs but the proposed budget included consideration of at least 1 per mile in rural/frontier areas and 5 per mile in more populous areas.
43 CCAMPBELL@ONETEL
GEM.COM Conduit Does the State own existing conduit over the Casino in Sparks? The State does not own conduit in this area.
44 CCAMPBELL@ONETEL
GEM.COM Conduit Does the State own existing conduit over any waterway crossings along the route? In general, the State does not own conduit over water crossings.
45 CCAMPBELL@ONETEL
GEM.COM Conduit Does the State own any conduits through the tunnel near Carlin? If not, can you use the right-of-way along the bypass to the north?
The State does not own conduit in this area. NDOT does have ROW along the by-pass to the North.
46 CCAMPBELL@ONETEL
GEM.COM Handholes In section installation of underground fiber optic cable, it states "install customer provided hand holes". Is the State providing hand holes?
The State of NV is funding for each project (The Eastern NV Middle Mile and the I-80 Project) is outlined in the RFP. The handholes are not incremental to this existing budget but are included in the budget estimates.
47 CCAMPBELL@ONETEL
GEM.COM Bridge Attachments Will the State allow bridge attachments? Yes with proper approvals from NDOT.
48 CCAMPBELL@ONETEL
GEM.COM ROW In Lovelock, the State show railroad right-of-way installation, is this accurate or would we stay on DOT ROW?
Fiber construction and marketing partner (if one is chosen) should plan as much as possible to stay within the DOT ROW.
49 CCAMPBELL@ONETEL
GEM.COM Land Will the State provide land for all the regeneration huts along the route?
Where the regeneration huts are on State land or Highway ROW land, the land for regeneration huts will be provided. The budget for the project did include a land lease allocation.

51 CCAMPBELL@ONETEL
GEM.COM Products Can we provide equivalent products to the list provided? For example, futurepath is a Duraline product, but there are many other microduct options.
Yes, OSIT will consider alternatives but for the eastern NV Middle Mile which requires Build America Buy America, the Build America Buy America procurement rules must be followed. Please make certain your alternatives are clearly delineated in your proposal.
52 CCAMPBELL@ONETEL
GEM.COM Tero Can you provide the TERO requirements for tribal land crossing? Here is a link to information put together by NDOT.
53 CCAMPBELL@ONETEL
GEM.COM Duct specifications In order to stay within OSIT's stated budgets, are we able to make modifications to the two duct systems? For example using micro paths inside each duct?
The vendor should price both the RFP stated requirement and its alternative. In any scenario , NDOT/the State requires its own conduit. The State has been contacted by conduit providers in the last month stating that prices are deflating quickly, so the vendor will have to answer why it is proposing the alternative
54 CCAMPBELL@ONETEL
GEM.COM Tribal lands Can you provide the TERO requirements for tribal land crossing? This is a repeat of question 52.
55 CCAMPBELL@ONETEL
GEM.COM Conduit Exhibit D states (1) future path 6 way. Section 9 states (2) future path conduits? Can you confirm the number of conduits? Two six-way conduits is the requirement.
56 CCAMPBELL@ONETEL
GEM.COM Conduit Can we provide any type of future path makeup as long as it has (6) way microducts that can contain up to a 144 fiber?
The vendor should price both the RFP stated requirement and its alternative. In any scenario , NDOT/the State requires its own conduit. The State has been contacted by conduit providers in the last month stating that prices are deflating quickly, so the vendor will have to answer why it is proposing the alternative

58 CCAMPBELL@ONETEL
GEM.COM Poles If no above, can we place new poles at these crossings?
Please provide a detailed design, but the State will consider short spans of aerial installations. The respondent should provide both a buried price and an aerial price so OSIT can view the difference.
59 BPENGA ROW Where in the ROW will the construction placement occur, just off the shoulder? Answered in question 40.
QUESTION_NBR CREATED_BY QUESTION_SUBJECT QUESTION_TEXT ANSWER_TEXT
60 BPENGA Small, Minority, Local Business Requirements Are there any required goals set for the Small, Minority & local business requirements? There are no percentage goals but participation of MWBE and
DBE in the proposal will weigh in the State's evaluation.
61 BPENGA Environmental/Permitting If an environmental or tribal permitting issue is encountered that requires significant reroute or blockage, what would occur and how are those costs handled?
The proposer should do enough study in their proposal to anticipate these issues. The State's budget for these projects are fixed so the chosen Fiber Construction and Marketing Partner (if one is chosen) will be responsible for cost overages.
62 BPENGA KMZ Map The response to question 8 indicates that a KMZ has been added to the NevadaEPro RFP site.
However, the KMZ does not appear to be on the website, can this be added?
State procurement requires the .kmz be accessed through the Nevada E-pro site.
63 BPENGA Innerduct Materials Is the following the innerduct product that is required for the project: Futurepath Hybrid 6-Way
(1.25? TSIDR9)
OSIT will consider alternatives but for the eastern NV Middle Mile (US 93 Route paid for by NTIA funds) which requires Build America Buy America, the Build America Buy America procurement rules must be followed. Please make certain your alternatives are clearly delineated in your proposal.
64 BPENGA Land Do the state entities have land along the route that can be utilized for the project?
The budget for the project did include a land lease allocations for regeneration huts. Where the regeneration huts are on State land or Highway ROW land, the land for regeneration huts will be provided.
65 BPENGA ROW in Congested Areas Is the NDOT going to provide road access and ROW in the Reno and Las Vegas areas that are very congested. If so, where?
NDOT will provide ROW access along the entirety of both the eastern NV middle mile and the I-80 route.
66 BPENGA Hut Electrical/Fuel Costs For the 10 year period, who is paying for electricity and propane costs at the hut locations?
This fee can be deducted from the State's revenue share. Prior to revenue share being enough to cover the costs, the Fiber Construction and Marketing Partner (if one is chosen) will cover these costs.
67 BPENGA Network Architecture From Wells, does one set of the innerduct and 288 fiber go East and one set West? Or do two sets go in both directions?
The requirement is for two ducts in both directions. The State requires its own duct.
68 WGORHAM Extension We would like to request an extension of 4 weeks in order for our team to provide a comprehensive response to this RFP No extensions will be granted.
69 AECON Request For Extension We would like to request an extension of 4 weeks No extensions will be granted.
70 BPENGA Middle Mile Fiber Construction and Marketing Agreement, Section 6.3
6.3 Compliance with Local, State, Federal Legal Obligations of the Middle Mile Fiber Construction and Marketing Agreement implies that although in the hands of the State of Nevada the project property would not be taxed, the ?beneficial ownership/exclusive right?
granted to the contractor may be considered real or personal property ownership that would be taxed and the contractor would be responsible. Is this correct?
The State of NV will have underlying ownership of the Fiber plant for both the Eastern NV Middle Mile and the I-80 route. No property taxes or other taxation from the fiber should accrue to the Fiber Construction and Marketing Partner if one is awarded.
It is anticipated that the winning Fiber Construction and Marketing Partner (if one is awarded) will supply its own equipment to offer lit services to third party last-mile providers. The packet and optical equipment may be subject to County property tax in the County where the equipment resides. Proposers should conduct their own research to determine applicability. Finally, net income of the Fiber Construction and Marketing Partner earned in NV could be subject to other taxes. Proposers should conduct their own research into the tax implications of their proposal and account for taxes in their proposal.
71 BPENGA Operational Costs For the 10-year period, will the State Partners be paying operational costs, such as electricity, propane, insurance?
These fees can be deducted from the State's revenue share.
Prior to revenue share being enough to cover the costs, the Fiber Construction and Marketing Partner (if one is chosen) will cover these costs.
