About this file
This document is an Invitation to Bid (ITB) issued by the State of Oregon, acting through the Oregon Department of Fish and Wildlife (ODFW), for a contract to dredge two ponds in the John Day, Oregon area. Both ponds were built by ODFW approximately 30 years ago and have since filled up with muck. The scope of work includes fencing off the work areas, dredging the muck from the ponds to restore the original 8-10 foot depths, pumping the muck into bio bags for dewatering, and restoring the areas to their original condition. The first pond, Holiday Pond, has a surface area of 1.86 acres and an estimated 2,800 cubic yards of muck to be removed. The second pond, 7th Street Pond, has a surface area of 0.7 acres and an estimated 4,000 cubic yards of muck to be removed. A mandatory pre-bid site visit is scheduled for May 25, 2023, and bids are due by June 6, 2023. ODFW anticipates awarding one contract resulting from this ITB.
The contract will be a fixed-price agreement with a not-to-exceed amount of $000,000. No preferences or set-asides are mentioned, and there is no information provided about any incumbent contractor. Funding for the project will be through ODFW's budget, and the project must be completed by June 30, 2023.

SECTION 1: GENERAL INFORMATION
1.1 SUMMARY OVERVIEW
The State of Oregon, acting by and through the Oregon Department of Fish and Wildlife, (“Agency”), is issuing this Invitation to Bid (ITB) to establish a Contract for a Contractor to dredge two ponds in the John Day Oregon area. Both ponds were built by ODFW around thirty (30) years ago and have since been filling up with muck.
SCOPE OF WORK/STATEMENT OF WORK/SPECIFICATIONS
This project will be for the dredging of two ponds in the John Day Oregon area. Both ponds were built by ODFW around thirty (30) years ago and have since been filling up with muck. The ponds were built at an average depth of 8 – 10 feet, and now due to the buildup of muck have an average depth of around three (3) feet. The term “muck” refers to dead plant life, dead fish, and soil from erosion that has gathered in the ponds over the past thirty (30) years. Both ponds must be dredged by suction since they are naturally fed by ground water and cannot be pumped empty. Also, both ponds are in a park setting and the grounds surrounding the ponds cannot be disturbed by this process. After the dewatering process of the material all spoils will be removed by the county park division and will not be the responsibility of the contractor.
Pond #1: Holiday Pond
Holiday Pond consists of a surface area roughly one point eighty-six Acres (1.86 ac) and a volume of eleven-point one Acre Feet (11.10 ac-ft) of water. The mean depth of muck that needs to be removed is roughly Six foot eleven inches (6’ 11”) throughout the pond. The muck will need to be dewatered in Bio bags, which will be provided by the dredging contractor and worked into their submitted bid. The estimated volume of muck needed to be removed from this pond was calculated to be roughly twenty-eight hundred cubic yards (2800 yds³) of material. This is a rough estimate and contractors are strongly encouraged to do their own research on the volume of muck.
The contractor will:
1. Fence off work area from public.
2. Dredge muck out of pond back to original depth.
3. Pump muck into Bio bags for dewatering.
4. After dredging and removal of spoils, return all areas on which work was done back to original condition.
5. Remove fencing.
Exhibit G (HOLIDAY POND DREDGING) to Attachment A includes important additional details and specifications.
Pond #2: 7th Street Pond
7th Street Pond consists of a surface area roughly zero point seven Acres (0.70 ac) and a volume of nine Acre Feet (9.0 ac-ft) of water. The mean depth of muck that needs to be removed is roughly eight foot ten inches (8’ 10”) throughout the pond. This pond presents a challenge due to its location and surroundings. The pond is situated within a sporting complex / park (baseball diamonds and soccer fields) and will require Bio bags to contain the material while dewatering. The Bio bags will need to be provided by the dredging contractor and worked into their submitted bid. The estimated volume of muck needed to be removed from this pond was calculated to be roughly four thousand cubic yards
(4000 yds³) of material.
Exhibit H (7th STREET POND DREDGING) to Attachment A includes important additional details and specifications.
Agency anticipates the award of one Contract resulting from this ITB.
