The AOC seeks a contractor to provide comprehensive waste management services including: routine waste collection and transportation to Waste-to-Energy (WTE) facilities within 50 miles of the Capitol; construction and demolition (C&D) waste removal with salvage and recycling capabilities, available on an on-call basis for 20-200 tons annually; food waste compost collection from five days per week (Monday-Friday, 1:00-4:00 p.m.) with eight 35-gallon wheeled containers per location, transported to approved Organics Composting Facilities within 50 miles; and green waste compost services with minimum 30-yard roll-off containers at two primary locations (coal yard and 4700 Shepherd Parkway SW), available on-call for up to 100 container pulls annually. All contractor-provided equipment must be maintained in clean, new, or like-new condition. The contractor must furnish all supplies, equipment, labor, and services, with no authorization for Other Direct Costs (ODC) or travel reimbursement. All operational costs including damage repairs, equipment maintenance, Covanta/WTE facility fee increases, and security/inspection delays must be absorbed within the firm-fixed price structure. Operations are restricted to 4:30 a.m.-3:00 p.m. for Capitol Police inspection processing and must avoid 7:00 a.m.-10:00 a.m. service windows in House Office Buildings (Rayburn, Longworth, Cannon). The contract vehicle is a Blanket Purchase Agreement (BPA) with firm-fixed price and cost reimbursement call orders for a five-year period (one month transition-in, 12-month base period, four 12-month option periods with one-month transition-out, plus optional six-month extension). The contractor must submit monthly tonnage reports by the 7th of each month, maintain service reliability metrics (no more than 1% missed pickups monthly, delays over 60 minutes limited to 3 occurrences monthly, and partial service corrections within 24 hours), and develop a Quality Control Plan (QCP). All contractor personnel require E-Verify verification, Capitol Police background checks (CP-491), and identification badges. Key contacts include Contracting Officer Desmond Scott (202.975.8357) and Contracting Officer Representative James Kaufmann (202.438.5175).

PROJECT TITLE
Campus-Wide Base Collection and Disposal Services, CGA Background Established as a permanent office in 1876, the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code. The Architect is responsible for the maintenance, operation, development and preservation of 18.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities. The Architect also provides professional expertise with regard to the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds.
The Architect of the Capitol (AOC) requires continued building waste removal and disposal services across the U.S. Capitol campus. This contract is a follow‑on requirement to the current waste removal contract, which will expire in June 2027. The new contract will provide for the seamless transition of existing services and the incorporation of amended or expanded services as defined in the Scope of Work and will be executed as a Blanket Purchase Agreement (BPA).
The U.S. Capitol campus includes multiple occupied office buildings, service shops, maintenance facilities, cafeterias, and food service areas that generate substantial volumes of refuse daily. To maintain a clean, safe, and sanitary working environment, waste removal services are required daily or as otherwise scheduled within the Scope of Work.
In addition to routine building waste, green waste is generated from grounds maintenance activities. The contractor shall provide all necessary equipment, facilities, and labor to process and compost the AOC’s green waste, including lawn and garden debris such as leaves, annuals and herbaceous material, root balls, organic and inorganic soils or potting media, brush, tree branches, and tree trunks.
Scope of Work The Architect of the Capitol (AOC) is seeking technical qualifications and associated price proposals for waste, food‑waste compost, and green‑waste collection, disposal, and composting services. The Contractor shall furnish all supplies, equipment, labor, and services necessary to collect all designated waste streams and transport them to a Waste‑to‑Energy (WTE) facility or other approved facilities for food‑waste and green‑waste composting.
All contractor‑provided equipment used to support these waste management operations shall be maintained in clean, new, or like‑new condition at all times. Equipment that fails to meet AOC standards shall be repaired, refurbished, or replaced at the Contractor’s expense.
Several areas of the Capitol campus include low‑clearance ceilings and overhead infrastructure that may pose operational hazards. The Contractor shall account for all risks associated with operating in these confined‑height environments. Any damage to AOC facilities resulting from Contractor operations shall be corrected by the Contractor at its sole expense.
The Contractor shall provide flat rates for delivery, removal, and per‑ton charges for additional open‑top container services. These services may be ordered on an as‑needed basis throughout the period of performance from a Contractor‑maintained schedule of available container sizes.
All cost increases, surcharges, or inflationary adjustments issued by Covanta or any other WTE receiving facility during the period of performance shall be incorporated into the Contractor’s proposed pricing and shall not result in unpriced or supplemental charges to the AOC.
Operational hours for Contractor services, in coordination with U.S. Capitol Police inspections at 4700 Shepherd Parkway SW, shall be between 4:30 a.m. and 3:00 p.m. The Contractor shall provide personnel, vehicles, and equipment resources sufficient to consistently meet this requirement.
Applicable Policies and Standards Security specifications All delivery vehicles associated with contractor operations shall report to the U.S. Capitol Police (USCP) Off‑Site Delivery Center (OSDC), located at 4700 Shepherd Parkway SW, Washington, D.C., for inspection prior to entering the U.S. Capitol Complex.
Following inspection, delivery vehicles shall proceed to the U.S. Capitol Grounds through the designated access point as directed by OSDC personnel. No deliveries will be accepted at any location or loading dock unless the vehicle has been fully processed at the OSDC.
