Statement of Work

INSTALL ACCESS CONTROL, MUNITIONS

YTPM 24-0002

1.0 General Information

1.1 General: Project is located at Westover Air Reserve Base, Chicopee, Massachusetts.

The Contractor shall conduct all work so as to cause the least interference possible with the normal activities of the neighboring facilities and surrounding areas.

1.2 Purpose: The purpose of this project is to completely replace the existing access control system and all associated components, unless otherwise noted, for the vehicle and pedestrian gates at the Munitions Storage Area (MSA) with a new system as described in this SOW.

1.3 Period of Performance: The performance period for this Statement of Work is ninety

(90) calendar days from Notice to Proceed. The Contractor shall begin work as described in the Scope of Work within ten (10) calendar days of Notice to Proceed (NTP). No construction shall begin prior to government approval of the Plans & Submittals. All on site work must be completed within thirty (30) calendar days of mobilization.

1.4 Inspection: A final inspection shall be conducted once all work has been completed in accordance with the Statement of Work prior to contract completion date. All punch list of items shall be corrected within ten (10) calendar days of final inspection or as approved by the Contracting Officer.

1.5 Warranty: A 1-year warranty shall be issued in accordance with FAR 52.246-1.

Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted by the Government at its discretion.

2.0 Existing Conditions

2.1 Currently there are two gates, one vehicular and one pedestrian, which are controlled by a stand-alone access control system. The current system is manufactured by Linear but bidders are free to propose any system that meets the requirements of this SOW.

2.2 There is a master controller on the secure (inside) side of the vehicle gate as shown in photo 2 on sheet E-110 of the drawings. This controller has a keypad to open the gate for exit as well as an integrated telephone connection to call the administrative office.

This controller is where the keypad combination is set and controlled. The existing system has deteriorated to the point that the codes can no longer be changed.

2.3 There is a secondary controller on the non-secure (outside) side of the vehicle gate which also contains a keypad and integrated telephone device as shown in photo 1 on sheet E-110. In addition, the conduits that run between the two (2) controllers and the hub junction box are compromised and need to be replaced.

2.4 The vehicle gate is opened and closed with a Power Master gate operator which is shown in photo 5 on sheet E-110 and is scheduled to remain. Please note the wiring distribution box which is located at the operator pad. Power and Communications are fed to this pad from Bldg 8842. It is assumed that this is the “hub” for all conduit runs. It is also assumed that the conduits mentioned in Para 2.3 that need to be replaced run into and out of this junction box.

2.5 The pedestrian gate is also controlled by the master and has a keypad on both the inside and the outside as shown in photo 3 on sheet E-110. The pedestrian gate also has a separate telephone box to call for access.

2.6 Both the vehicle and pedestrian gates are secured with electromagnetic locks as shown in photo 4 on sheet E-110.

3.0 Scope of Work

3.1 Mandatory (Base Bid): Contractor shall provide all labor, equipment, materials, and miscellaneous services to install a new stand-alone access control system operating in the same general manner as existing system with minor changes outlined in paragraphs below. Possible upgrades, which are discussed separately in section 3.2, will be bid as separate additive items.

3.1.1 Vehicle Gate, Non-secure Side: The entry side of the gate shall be set up the same as the existing where someone with the access code can simply drive up and open the gate by entering the code on the keypad. Two-way communications between this keypad and the office via the existing telephone line is not necessary.

3.1.2 Vehicle Gate, Secure Side: The exit side of the gate shall be converted such that a simple mushroom button, with weather resistant cover, can be used to activate the gate controller.

3.1.3 Pedestrian Gate, Non-secure Side: The entry side of the pedestrian gate needs to have a keypad just as the existing system does. It also needs to retain the ability for someone to contact the administrative office through two-way communications. This can be through a new device or through use of the existing telephone box as is.

3.1.4 Pedestrian Gate, Secure Side: The exit side of the pedestrian gate needs to be converted to a simple mushroom button with a weather resistant cover. The button needs to be relocated or protected such that it can’t be activated by someone on the non-secure side.

3.1.5 Electromagnetic Locks: The current electromagnetic locks have no back-up power and thus fail in the unlocked condition. This project needs to address this situation such that the locks fail in a secure condition. This may be accomplished with either battery/inverter power or with a different locking system that fails in the locked condition.

Note that the vehicle gate uses the electromagnet to secure the free end of the gate. A non-magnetic system would just need to provide security such that the free end of the gate can’t be pushed away from the post which would then allow pedestrian access. The gate operator itself secures the gate in the closed condition.

3.2 Upgrades and Options (Bid Options): The following items are desired upgrades for the system. These items will be bid as additives to the base bid for a simple replacement of the existing system as described in 3.1 above. The Government shall evaluate all items as proposed. The Government reserves the right to make an award for the base bid alone or a combination of base bid with or without option(s) as funding allows.

3.2.1 Bid Option #1 - Proximity Sensor, Vehicle Gate Exit: Provide a sensor that can detect a vehicle on the secure side as it exits and automatically open the gate. This is in addition to the mushroom button requested in 3.1.2 above.

3.2.2 Bid Option #2 - Upgraded Controls: Provide an upgraded control system that allows for each individual, minimum of 15, to be assigned a unique PIN. System shall also be able maintain a running log which includes pin#, date and time of access. Log should maintain the record for at least 30 days.

4.0 Execution

4.1 Post Award: After Notice to Proceed has been issued, the Contractor shall perform a site survey of the existing system and layout to confirm the conditions outlined in this SOW. The Contractor shall then submit detailed documents on the control system and peripheral components for approval by the Government. Once the system is approved, the Contractor shall purchase and install the system.

4.2 Conduits and Wire: Except for the runs noted above in Para 2.3, it is assumed that all remaining conduit runs are available for reuse. All wiring between the new devices shall be replaced as part of this project. The power and communications feeds from Building 8842 to the pedestal are to remain and be reused.

4.3 Site Security: The site shall be secured with gates closed and locked at the end of each day. Access to and from Building 8840 must be maintained in some form at all times, meaning that Government employees need to be able to walk into and out of the area through at least one (1) of the gates at all times. It is understood that there may be a short period of time when the vehicle gate is non-operational due to work being done, but that time shall be kept at a minimum.

4.4 Working Hours and Restrictions: The work hours for this project are 7:00am to 4:00pm Monday through Friday excluding all Federal Holidays.
