STATEMENT OF WORK

Project: FTQW 19-1028

Project Title: Repair Base Pool Controls

Bldg: 3343 (Baker Fieldhouse)

Background: The pool control system located in Eielson AFB’s Baker Fieldhouse

(B3343) exists in a very hot, humid, and corrosive environment, which has led to a number of control system component failures. These failures have ranged from the failure of individual components, such as the HMI screen and PLC, to general problems such as corrosion on electrical components. Additionally, many of the control devices have become obsolete and are difficult to support.

There are also a number of additional features which have been added to the pool system over the course of time, which would be helpful to control and monitor via the control panel. This would include chemical (sodium hypochlorite and hydrogen chloride) dosing, integrated level sensing, and pH, ORP, and residual chlorine sensors and alarms.

General Design Criteria: The Air Force requires services that can be used to produce complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska. The design and construction shall conform to the most recent issue of the following standards and publications. The following shall be considered a partial list and not limit the standards which may apply to the project.

Project Scope: The Contractor shall provide all personnel, labor, tools, equipment, materials, transportation and supervision necessary to complete the work described in this

Statement of Work and the attached specifications.

Scope of Work:

1) The construction of a new control panel, with measures taken to mitigate future damage by corrosion and chemicals.

2) Programming and system integration to provide a functioning system.

3) Installation of the new control panel, connection to existing equipment, and installation of new field devices as needed to provide a functioning system

4) Construction work plan to include drawings as required

5) Demolition, relocation and replacement of any existing equipment (electrical power, lighting, communications, mechanical, and/or other facility systems) or architectural and structural components / systems and exterior required to facilitate repair/upgrade the pool control system and basement drain.

6) Meet the requirements of Eielson AFB’s newest applicable design guides and specifications as well as must meet pertinent Federal, NFPA and DoD standards.

7) The contractor is responsible for all required LBP and asbestos surveys.

a) Resultant Hazardous Waste shall be handled IAW applicable regulations.

This SOW assumes that most of the existing mechanical system shall remain, though all devices shall be checked and demonstrated as functional. Maintenance shall be performed as needed during this project to support the longevity of the system.

Specifically, existing sand filter media shall be removed and new sand filter media installed. Replace failed devices or ones that are reasonably near the end of their functional life.

1. Pool Pump Control System

a. Remove current EZAutomation control unit

i. Control unit to be returned to the government

ii. Demo and dispose of all existing control wiring, conduit and sensors

b. Remove existing floor mounted transformer

c. Install new pool control system (BECSys7 or similar)

i. Pool control system company shall have a local (AK based) technician available for troubleshooting on site within two weeks of a request

ii. Pool control system company shall provide operation training to

Eielson personnel responsible for pool maintenance

iii. To be installed to UL508A standard

iv. Install new control panel

1. Shall have a NEMA 4X rating

2. Relocate control to wall adjacent to sump pump well, to the left of the exit sign

a. Install all new power and control wires, and conduit as necessary

3. To be programmed with commercially available, non-proprietary software

a. Must provide a copy of the control system’s software for the installed system

i. Software license user agreement

ii. Ability for Water Treatment Plant, FSS

Aquatics Director, and Alarm Shop of

Eielson to be trained to work with/on control system

b. Must provide sufficient I/O for existing features, as well as the following new features:

i. Discrete Inputs

1. Floor Flood Sensor

2. CMR electrical leak detection system and OSP leak detection sensors, or equivalent

ii. Analog Inputs

1. Filter Level Sensing

a. Ultrasonic transducer type, (Siemens Hydroranger

7ML5034-1AA01 or equivalent)

2. Oxidation Resistance Potential

(ORP)

3. pH

4. Residual chlorine

5. Filter differential pressure indicator

(inlet and outlet pressure)

6. “Filter Backwash Needed” indicator

iii. Analog Outputs

1. Sodium Hypochlorite dose rate

v. Install new Human-Machine Interface (HMI) screen (PanelView

Plus 6 – 700 (2711P-RDT7CK) or equivalent)

1. Type 4X environment rating and conformal coated to mitigate corrosion

2. Tie in to control panel

vi. Install new sensing devices

1. Devices shall measure:

a. Floor flooding

b. ORP

c. pH

d. Residual chlorine

e. Pool pump discharge pressure

f. Pool water level

g. Temperature

2. Tie all in to control panel

vii. Install new and compatible VFD

1. Shall be properly rated for the filter pump output at available voltage

2. Tie in to control panel

viii. Install new and compatible PLC

1. PLC shall contain all necessary I/O to support existing functions, as well as all new system functions

2. Shall be conformal coated to mitigate corrosion

3. Tie in to control panel

ix. Replace existing valve actuator motor behind control panel with new unit

1. New motor capacity to meet or exceed current motor specs

2. Circuit breaker fuse shall be replaced with a compatible fuse for new motor’s peak current draw if existing fuse is not rated for peak draw

x. Install new transformer in place of existing transformer

1. Shall match current transformer’s load capacity or be of a capacity to handle any new and existing loads, whichever is greater

2. Utilize existing transformer stand, if possible

3. Shall have a NEMA 4X rating

xi. Install new manual emergency stop station on the pool deck (Allen

Bradley 800T-1TZY or equivalent)

1. Shall have a NEMA 4X rating

2. Location to be determined by user

3. Tie in to control panel

xii. Install new auto fill solenoid and switch in place of existing on pool deck

xiii. Install system to regulate pool water levels to prevent overfilling or under-filling of pool

1. System should tie in to main control system

2. Filtration System

a. Recertify pool filtration system

i. Reuse existing filter media tank if possible

ii. Replace zeolite/hydrated sodium potassium filter media (Zeotech

ZeoBrite or equivalent)

iii. Drain, clean backwash, and repair system as necessary to get a complete, usable filtration system

3. Drain Lines

a. Repair or Replace existing floor drain.

b. If replaced the new the drain shall be open grate

i. New floor drains shall have removable grates and come equipped with a strainer for the outlet

ii. Drain outflow shall be fed into existing piping at the end of the floor drain. .

c. Replace existing overhead 2” sch.40 sump pump backwash line with 3” sch.40 line

i. Replace and/or install clevis hangars, as necessary.

NOTE : Contractor shall submit a site specific Sample and Analysis Plan (SAP). The

SAP must be approved by the Air Force, Alaska Dept. of Environmental Conservation

(ADEC) as well as EPA. Approval of the SAP can take up to 60 days. Contractor’s inability to obtain approval of their submittal on the first try shall not be considered a

Government caused delay. Excavated soils shall be tested for PFAS and POL contamination IAW the SAP and remediated/stored accordingly.

4. System Commissioning

a. Entire system to be fully tested and commissioned at the end of project

i. As part of commissioning the system, the contractor shall provide operation training for CES Water Plant operators FSS Aquatics

Director and personnel, and CES Ops personnel

Supplemental:

This project location is a wet weather, corrosive environment. All materials and finishes, as well as all wiring, conduits, seals, cut-offs, ducts, penetrations, etc. shall be constructed and installed by approved means and methods in order to withstand such an environment.

Abide by all safety data sheet guidance for chemical use, storage, and exposure.

Hazardous Materials:

All hazmat must be ordered and tracked through EESOHMIS.

The following guidance shall be used for dealing with hazardous materials:

o Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), and other hazardous materials may be present in and around Building 3343. The scope of work shall include that the Contractor shall anticipate the potential presence of hazardous materials in the project, and sub-contract with firms who perform testing for hazardous materials as necessary to identify and abate hazardous materials only as necessary to protect workers. OSHA, EPA and ADEC regulations apply.

Hazardous Waste:

Filter media must be sampled for waste characterization to determine if it is hazardous or non-hazardous waste. Additionally, any mercury containing switches in the electrical system must be managed in accordance with universal waste regulations, 40 CFR 273.33(c). All contractors performing work on Eielson

AFB are required to complete onsite hazardous waste training provided by 354

CES/CEIEC. Contractor training must be completed two weeks prior to field work start date. Please contact 377-1659 to schedule a training for handling hazardous wastes, including aerosol cans management. All costs associated with waste disposal are the responsibility of the contractor. Empty aerosol cans are the only waste accepted at the base Hazardous Waste Facility for disposal. All hazardous waste must be managed in accordance with the requirements for large

Page 9 of 9 Pages quantity generators (40 CFR 262.17) under the Resource Conservation Recovery

Act. Hazardous waste and non-regulated waste manifests must be signed by a designated AF POC prior to shipment off-base. Please coordinate signature through the base Hazardous Waste Facility (377-1668).

Toxics:

Previous sampling has indicated that lead-based paint is present at various locations in the facility. Please contact the Toxics Program Manager for existing lead-based paint records. If disturbing areas where a survey has not been accomplished to date, an additional lead-based paint survey will be required.

Survey and sampling is the responsibility of the proponent. Please use appropriate

PPE and follow disposal requirements, as needed. If disposing of surfaces with paint coatings, a TCLP lead sample (using Method 1311 in SW-846) will be required. Any results greater than or equal to 5 ppm must be handled and disposed of as hazardous waste.

Environmental Management:

All contractors working on the installation are required to take the Environmental

Management System (EMS) General Awareness Training (course

EMS100AFIT00004) offered on TEACH (7 min duration). Training can be accessed electronically at the following site: https://usaf.learningbuilder.com.

Training certificates will be required as a submittal and must be provided prior to receiving the Environmental Element signature on the AF Form 103, Work

Clearance Request.
