About this file

This is a Statement of Work for Facilities Maintenance Repair Services issued by the Commonwealth of Pennsylvania, Department of General Services (DGS), Bureau of Procurement. The ITQ solicits qualified contractors to perform preventative maintenance, repair, and related services for facility equipment and systems owned by the Commonwealth, including electrical, HVAC, plumbing, steam, pumps and controls, cafeteria and kitchen equipment, roofing, and facility control systems. The contract has an initial term of five years, with an optional renewal period of one additional five-year term plus an extension period not to exceed 90 days. Contractors may be qualified and awarded contracts at any time during the ITQ term, though the Commonwealth reserves the right to discontinue qualifying new contractors approximately 60 days prior to the end of the term or any extension period.

Contractors must meet minimum qualifications including documentation of two years of experience in the appropriate commodity code selected, completion of the Manufacturer Identification Sheet (for Facility Control Services), Iran Free Procurement Certification, Worker Protection and Investment Certification, and Lobbying Certification and Disclosure forms. Each contractor meeting minimum qualifications will be awarded a contract, though award does not guarantee business. Commonwealth agencies will issue Requests for Quotes (RFQs) to qualified contractors through the JAGGAER system, and qualified contractors will respond with pricing and service proposals. Agency selection will follow either a Best Value method based on evaluating cost and other pertinent criteria or a Low Cost method selecting the lowest responsive and responsible bid. Contractors must register as a PA Supplier and create a user profile in the JAGGAER portal to submit qualifications electronically.

OVERVIEW: The purpose of the Facilities Maintenance Services ITQ is to qualify responsible and responsive Contractors to perform repair or preventative maintenance of facility equipment or systems and those parts required for repair or preventative maintenance for facilities owned by the Commonwealth of Pennsylvania. The using Agency may purchase the materials directly from the qualified vendor without issuance of an RFQ. The vendor shall provide separate quotes that delineate material vs. service, and the using Agency must issue two POs, separating the material from service. This exception only applies to purchases of materials for the purpose of repair and/or replacement of existing equipment. Contractors may be qualified and awarded a contract at any time during the term of the ITQ, including during any renewal or extension period exercised by the Commonwealth; however, the Commonwealth reserves the right to discontinue the qualification of new Contractors at any time and may elect to cease qualifying Contractors approximately sixty (60) days prior to the end of the ITQ term or any extension period.

Each Contractor that meets the minimum qualifications will be awarded a contract. Award of a contract to a Contractor is not a guarantee of business.

Contractors may be qualified and awarded a contract at any time during the term of the ITQ, including during any renewal or extension period exercised by the Commonwealth.
