About this file

This is a Statement of Work (SOW) for an emergency replacement of two variable speed drives (VSDs) for York YMC2 Centrifugal Chillers at the Hollings Marine Laboratory in Charleston, SC. The National Centers for Coastal Ocean Science (NCCOS) requires the immediate replacement of two failed VSDs for two 380-ton chillers that are critical to maintaining climate control and supporting research infrastructure. The contractor must remove existing failed drives, procure and install manufacturer-recommended updated VSDs compatible with the building automation system, perform startup and commissioning, and provide documentation and training.

Key requirements include completing the entire project within 90 days of award, ensuring compliance with federal and state regulations, demonstrating expertise with York chiller systems, and providing new equipment with a minimum one-year warranty. The contractor must work between 0600-1800 hours Monday through Friday, coordinate safety procedures with the government technical point of contact (Richard Sparkman), and properly dispose of removed equipment. The emergency nature of the project stems from the VSDs' failure causing extreme temperatures that potentially threaten scientific research and facility operations.

Statement of Work Emergency Replacement of Two Variable Speed Drives (VSD) of a 380-ton York YMC2 Centrifugal Chiller Hollings Marine Laboratory

331 Fort Johnson Rd Charleston, SC 29412

1.0 Background

The National Ocean Services, National Centers for Coastal Ocean Science (NCCOS) Hollings Marine Laboratory has an emergency requirement to procure the replacement of two variable speed drives (VSD) for two (2) 380-ton York YMC2 Centrifugal Chillers due a recent failure of both drives on May 13, 2025 which are no longer supported by the manufacturer. These chillers provide continuous climate control and building mechanical infrastructure to support its research, staff, and laboratory environments.

These systems are essential to controlling the speed, managing energy efficiency, and ensuring sustained chiller operation and controlled indoor climate to support NOAA’s mission critical work. Efforts to repair the failed VSDs have proven ineffective due to the unavailability of compatible parts and service support. Manufacturer guidance recommends replacing the obsolete VSDs with an updated version to restore proper functionality and ensure long-term operational supportability. Installing new VSDs is the only way to restore indoor climate control and reduce extreme high temperatures within the building which are currently impacting personnel and scientific research and systems within the building which can cause millions of dollars in damage to the Government.

2.0 Objective

The objective of this contract is to procure emergency replacement of two (2) variable speed drives (VSDs) for two (2) 380-ton York YMC2 Centrifugal Chillers to supply Hollings Marine Laboratory laboratories with chilled cool air and climate control to restore critical HVAC functionality to the facility.

This replacement will also prevent recurring maintenance costs and will ensure integration with NOAA facility infrastructure and compliance with federal energy management and sustainability requirements. A recent failure of these VFDs have resulted in extreme temperatures within the building and total loss of infrastructure control for the facility which has resulted in a substantial safety hazard, damage to scientific systems and research, and closing of the facility. Therefore, the Government requires this work to be completed within 90 days or less from the date of award.

3.0 Scope of Work

The contractor shall perform the following minimum requirements to ensure a successful replacement of two variable speed drives:

1. Remove and decommission the existing, failed Variable Speed Drives on both Chiller One and Chiller Two;

2. Procure and install an updated manufacturer-recommended VSD compatible with each York YMC2 centrifugal chiller, One and Two, and NOAA’s building automation system;

3. Integrate and configure the new VSDs for seamless communication and control within the existing building management systems;

4. Ensure successful integration with two York YMC2 chillers and facility control systems

5. Perform startup, commissioning, and testing to confirm proper function for both Chiller One and Chiller Two;

6. Provide system documentation, preventive maintenance guidelines, and on-site operator training.

7. The contractor shall ensure that the replacement of variable speed drives meets the manufacturers specifications, all Federal and State current code and regulations

8. Shall ensure all operational and safety tests are run on the system and the Government Technical Point of Contact is present during the tests. All removed materials must be properly disposed of per State and Federal Regulations and codes.
