SECTION 01 00 00

GENERAL REQUIREMENTS

10/2023

PART 1 GENERAL

1.1 SCOPE OF WORK

The work covered by this specification consists of furnishing all plant, labor, equipment, and material, and performing all work in connection with VKAG 25-1034, Repair Roof, Building 4737, in strict accordance with these specifications and drawings and subject to the terms and conditions of this contract.

1.2 LOCATION

A. The work is to be accomplished at Seymour Johnson AFB, North Carolina.

This base is accessible by public highway.

1.3 WORK WEEK

A. The contractor shall observe the same regular workweek being observed by the Dare Country Range staff, which is Monday through Friday, from 7:30 a.m. to 4:30 p.m., with Federal holidays excluded. Any deviation from this schedule will require 48 hours advance notice and approval of the Contracting Officer.

1.4 PRINCIPAL FEATURES

A. The work covered by this contract includes, but is not limited to the following:

1.5 DISPOSITION OF NONSALVABLE MATERIALS

A. All non-salvable or unusable material shall be disposed of off base as directed by the Contracting Officer. All waste material generated by any work under this contract shall be handled, transported, stored, and disposed of off base, by the Contractor, in accordance with all applicable federal, state, or local laws, ordinances, regulations, court orders, or other types of rulings having the effect of law.

1.6 SUBMITTALS REQUIRED

A. Contractor to submit AF Form 66 with proposed submittals. BASE CIVIL

ENGINEERING WORK CLEARANCE REQUEST, AF FORM 103.

B. The Contractor shall obtain AF Form 103, Base Civil Engineering Work Clearance Request, prior to work commencement from the Contract Management Section in Bldg 3300, 1095 Peterson Avenue. The contractor shall be responsible for routing the AF Form 103 through the 4 CES shops for coordination signatures. Upon receipt of an AF Form 103, the Contractor shall be responsible for locating all underground utilities.

Utilities include, but are not limited to electric, water, sewer, steam, communication, telephone, fiber optic, cathodic protection, cable television, fuel lines, and natural gas. Historical drawings, as-built drawings, and topographic drawings, the accuracy of which the government does not guarantee, are available for research and review at the 4th Civil Engineer Squadron, Design element located in Building

3300. The contractor shall promptly repair/replace contractor damaged utilities at no additional cost to the Government. The repair/replacement shall be accomplished in a manner that is acceptable to and approved by the Government.

1.7 SAFETY

A. All safety requirements of the U.S. Army Corps of Engineers Safety Manual 385-1-1, latest edition, will be strictly adhered to as related to all work covered under these specifications.

1.8 MATERIALS CONTAINING ASBESTOS

A. In the event the Contractor discovers materials suspected of containing asbestos that is not identified to be removed in the plans and specifications, the Contractor shall notify the Contracting Officer.

The Contractor’s work shall proceed unless the materials suspected of containing asbestos are damaged or disturbed. Any suspected materials damaged or disturbed by the Contractor without permission from the Contracting Officer shall be removed by the Contractor at his expense IAW all applicable Federal, State, and local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.

1.9 LABELING OF STORAGE DRUMS

A. All 55 gallon or larger drums brought on base for use under this contract and containing new material or used for storage of waste materials or hazardous waste must be labeled with a Department of Transportation (DOT) Proper Shipping Name, DOT Hazardous Identification Number, the Contractor’s name, a contractor representative, and the Contractor’s telephone number. Label lettering should have a minimum height of one-half inch painted in white paint or other color that is in contrast with the color of the drum. The label should be sufficiently durable to equal or exceed the life (including storage and disposal) of the drum.

1.10 CONTRACTOR STORAGE TRAILER(S) AND BUILDINGS

A. The Contractor shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the Contractor can be reached. The trailer(s) and building(s) shall be complete with gates and/or doors which can be locked. Only material for this project shall be stored in the trailer(s) or building(s). The Contractor shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice. The area around the storage trailer(s) and building(s) shall be kept clean. This includes the mowing of grass during the growing season. The lawn mower shall be supplied by the Contractor.

1. The Contractor will be given a lot in the Contractor Storage Area for the life of the contract. The Contractor’s progress schedule shall include a line item for final cleanup of this storage lot. Final payment will not be made until this final cleanup is performed by the Contractor and accepted by Seymour Johnson AFB.

1.11 TEMPORARY CONSTRUCTION FENCING

A. The contractor has a duty to maintain the work environments and procedures which will safeguard the public and government personnel, property, materials, supplies and equipment exposed to operations and activities.

B. Use of construction fencing enables the contactor to protect the safety of construction workers, enables safe, appropriate, and authorized access to and from the construction site, and separates the public from the construction site.

C. In accordance with FAR 52-236-13 Accident Prevention the contractor shall:

1. Provide safety barricades, signs, and light signals;

2. Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 Safety and Health Regulations for Construction; and

3. Comply with U.S Army Corps of Engineers Safety and Health Requirements Manual, EM 35-1-1.

D. U.S Army Corps of Engineers Safety and Health Requirements Manual, EM 35-1-1, SECTION 4 Temporary Facilities, EM_385-1-1.pdf (army.mil), defines requirements for the layout of temporary construction fencing to be approved by the Government Designated Authority (GDA):

1. Temporary project fencing shall be provided on all projects located in areas of active use by members of the public. Fencing shall extend from grade to a minimum of 4 ft (1.2 m) above grade and shall have a maximum mesh size of 2 in (5 cm).

2. Fencing shall remain rigid/taut with a minimum of 200 lbs (.9 kN) of force exerted on it from any direction with less than 4 in (10

cm) of deflection.

3. Signs warning of the presence of construction hazards and requiring unauthorized persons to keep out of the construction area shall be posted on the fencing. At minimum, signs shall be posted every 150 ft (45.7 m). Fenced sides of projects that are less than 150 ft shall, at minimum, have at least one warning sign.

1.12 CRANES

A. All crane work shall comply with 29 CFR 1926 Subpart CC eCFR :: 29 CFR Part 1926 Subpart CC -- Cranes and Derricks in Construction and EM 385- 1-1 EM_385-1-1.pdf (army.mil).

B. Prior to operating a crane, the operator must be licensed, qualified, or certified to operate the crane.

C. Submittal - Provide Operators, Signal Persons, and Riggers meeting the requirements in EM 385-1-1, Section 15.B for Riggers and Section 16.B for Crane Operators and Signal Persons. In addition, for mobile cranes with Original Equipment Manufacturer (OEM) rated capacities of 22,680 kg 50,000 pounds or greater, designate crane operators qualified by a source that qualifies crane operators (i.e., union, a government agency, or an organization that tests and qualifies crane operators).

Provide proof of current qualification.

Standard Lift Plan (SLP) – The Contractor shall submit a Standard Lift Plan (SLP) for lifts to avoid situations where the operator cannot maintain safe control of the lift. Prepare a written SLP in accordance with EM 385-1-1, Section 16.A.03, using Form 16-2 for every lift or series of lifts (if duty cycle or routine lifts are being performed).

Develop and submit a standard lift plan to the Contracting Officer 14 calendar days prior to lift. The SLP must be developed, reviewed and accepted by all personnel involved in the lift in conjunction with the associated AHA. Signature on the AHA constitutes acceptance of the plan. Maintain the SLP on the LHE for the current lift(s) being made.

Maintain historical SLPs for a minimum of three months.

2. Critical Lift Plan (SLP) - The Contractor shall submit a Critical Lift Plan (CLP) as required for Crane or Load Handling Equipment.

Provide a Critical Lift Plan as required by EM 385-1-1, Section 16.H.01, using Form 16-3. In addition, Critical Lift Plans are required for the following:

a. Lifts over 50 percent of the capacity of barge mounted mobile crane's hoist.

b. When working around energized power lines where the work will get closer than the minimum clearance distance in EM 385-1-1 Table 16-1.

c. For lifts with anticipated binding conditions.

d. When erecting cranes.

Critical Lift Plan Planning and Schedule Critical lifts require detailed planning and additional or unusual safety precautions.

Develop and submit a critical lift plan to the Contracting Officer 30 calendar days prior to critical lift. Comply with load testing requirements in accordance with EM 385-1-1, Section 16.F.03.

In addition to the requirements of EM 385-1-1, Section 16.H.02, for lifts of personnel, demonstrate compliance with the requirements of 29 CFR 1926.1400 and EM 385-1-1, Section 16.T.

1.13 FAA NOTIFICATION OF PROPOSED CONSTRUCTION OR ALTERATION ON AIRPORT PART

77.

Title 14, Code of Federal Regulations, Part 77 (14 CFR Part 77) establishes standards and notification requirements for objects affecting navigable airspace. The regulation requires a proponent to submit the required notification at least 45 days prior to the start of the proposed construction or alteration. The regulation serves as the basis for evaluating the effect of the construction or alteration on operating procedures and determining the potential hazardous effect of the proposed construction on air navigation.

The requirements for filing with the Federal Aviation Administration for proposed structures vary based on a number of factors: height, proximity to an airport, location, and frequencies emitted from the structure, etc. For more details, please reference CFR Title 14 Part 77.9.

You must file with the FAA at least 45 days prior to construction if:

• your structure will exceed 200ft above ground level

• your structure will be in proximity to an airport and will exceed the slope ratio

• your structure involves construction of a traverseway (i.e. highway, railroad, waterway etc...) and once adjusted upward with the appropriate vertical distance would exceed a standard of 77.9(a) or (b)

• your structure will emit frequencies, and does not meet the conditions of the FAA Co-location Policy

• your structure will be in an instrument approach area and might exceed part 77 Subpart C

• your proposed structure will be in proximity to a navigation facility and may impact the assurance of navigation signal reception

• your structure will be on an airport or heliport

• filing has been requested by the FAA

If you require additional information regarding the filing requirements for your structure, please identify and contact the COR/CO or appropriate FAA representative using the Air Traffic Areas of Responsibility map for Off Airport construction, or contact the FAA Airports Region / District Office for On Airport construction.

• Unless the proposal is part of the “Military Construction Program,” all structures on military airports will be handled by Obstruction Evaluation Group OEG and should be filed as “off-airport.” Military Construction Program projects will be coordinated at the headquarters level.

1.14 CONSTRAINTS

A. Construction site is not located within a secure area but is located within a controlled perimeter. Access into the controlled perimeter is provided by the Dare County Range personnel. All vehicles operated by the contractor or subcontractors shall have visible identification showing name of represented company.

1.15 AFFIRMATIVE PROCUREMENT

A. The contractor shall incorporate affirmative procurement requirements as per 40 CFR, Part 247 and Executive Order 13423: “Strengthening Federal Environmental, Energy and Transportation management.” Any Environmental Protection Agency’s (EPA) Designated items used in the execution of this contract shall meet or exceed the EPA's requirements for recycled content materials (RCM) as per the EPA’s Comprehensive Procurement Guidelines (CPG). The contractor shall ensure affirmative procurement requirements for CPG items are met or provide written justification that: 1) The price of a given designated item is unreasonably high, 2) There is inadequate competition (not enough sources of supply), 3) Unusual and unreasonable delays would result from obtaining the item, or 4) The item does not meet the Air Force’s performance specifications.

B. Individual specifications contained in this contract may or may not reference the permitted use of a recycled/recovered material.

Recycled/recovered materials shall be used in the quantities set forth in the EPA’s CPG whether specified in the individual specification or not.

C. The contractor shall list products on the CPG list (list and percentages can be found at www.epa.gov/cpg/ products.htm) and the contractor must meet minimum percentages.

1.16 CONTRACTOR INVENTORY

A. Submittal - Contractor shall provide an inventory of quantities and information as specified below. Contractor shall conduct the inventory using the US Army Corps of Engineers (USACE) Construction Engineering Research Laboratory (CERL) BUILDERTM Sustainment Management System (SMS) methodology.

B. Inventory shall be provided for the 10 categories of newly installed assets listed in paragraph 20.c below using the ASTM-E1557-09 UNIFORMAT II classification. Inventory shall be conducted using the Microsoft® Excel spreadsheet entitled “BUILDER Inventory” provided by the government.

C. For each of the 10 newly installed asset categories, the Contractor shall classify each item in reference to its: System, Component, Component-Section, Subcomponent, and Section Name. The explanation of each of the columns in the “BUILDER Inventory” spreadsheet can be found below.

System: The Contractor shall select the asset’s applicable System from the given list in the “BUILDER Inventory” spreadsheet. As a minimum, the following systems shall be inventoried by the Contractor:

B30 – Roofing

C10 – Interior Construction

C20 – Stairs (As Applicable)

C30 – Interior Finishes

D20 – Plumbing

D30 – HVAC

D40 – Fire Protection

D50 – Electrical

D. Component: The Contractor shall select the asset’s applicable Component from the given list in the “BUILDER Inventory” spreadsheet.

E. Component-Section: The Contractor shall select the asset’s applicable Component-Section from the given list in the “BUILDER Inventory” spreadsheet.

F. Subcomponent: The Contractor shall classify each asset using the most specific applicable Subcomponent from the given list in the “BUILDER http://www.epa.gov/cpg/

Inventory” spreadsheet. If no specific Subcomponents are applicable or available the Contractor may classify the Subcomponent as “General”, “Other”, or “Unknown”.

G. Section Name: The Contractor shall enter a name for each section that specifies the location of the asset. These sections shall be named by any and all of the following characteristics:

Floor – for example “1st Floor”

Bay – for example, “Bay A”

Cardinal Direction – for example “North”, “Northwest”

Space – for example, “Mech Room”, “Addition”, “Storage”, or “Restroom

H. Unit of Measure: The UOM is associated with the Subcomponent. The Contractor shall not specify a different UOM than what is listed with the Subcomponent.

I. Quantity: The Contractor shall state the numerical quantity of the asset with regards to its UOM.

J. Year Installed: The Contractor shall state the year the asset was installed in the format of “YYYY”.

K. Painted/Coated? Y/N: The Contractor shall state by either “Yes” or “No” whether the asset was painted or coated.

L. Year Painted/Coated: The Contractor shall state the year the asset was painted or coated in the format of “YYYY”.

M. Paint/Coating Type: The Contractor shall specify the painting and/or coating type in accordance with the separate tab in the “BUILDER Inventory” spreadsheet entitle “Paint Coating Type”.

N. ID Number: The Contractor shall specify the ID Number of the asset, limited to 20 alphanumeric characters.

O. Equipment Type: The Contractor shall specify the ID Number of the asset, limited to 50 alphanumeric characters.

P. Equipment Make: The Contractor shall specify the equipment make of the asset, limited to 30 alphanumeric characters.

Q. Serial Number: The Contractor shall specify the serial number of the asset, limited to 30 alphanumeric characters.

R. Model: The Contractor shall specify the model of the asset, limited to 20 alphanumeric characters.

S. Capacity: The Contractor shall specify the capacity of the asset, limited to 70 alphanumeric characters.

T. Manufacturer: The Contractor shall specify the manufacturer of the asset, limited to 40 alphanumeric characters.

U. Warranty Company: The Contractor shall specify the warranty company of the asset, limited to 50 alphanumeric characters.

V. Warranty Date: The Contractor shall specify the warranty date of the asset in the format of “MM/DD/YYYY”.

W. Date Manufactured: The Contractor shall specify the date the asset was manufactured in the format of “MM/DD/YYYY”.

X. Control Type/Make: The Contractor shall specify the asset’s control type and/or make, limited to 50 alphanumeric characters.

1.17 AS-BUILT DRAWINGS

A. Submit final record PDF and CAD drawings package for the entire project within 20 days of substantial completion of all phases of work. Submit one (1) set of ANSI D-size drawings PDF and CAD files plus final PDF file record construction contract specifications including any revisions thereto, on optical disc, read-only memory (ROM). The package must be complete in all details and identical in form and function to the contract drawing files supplied by the Government.

1. The actual locations, kinds and sizes of all sub-surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, show by offset dimensions to two permanently fixed surface features the end of each run including each change in direction on the record drawings. Locate valves, splice boxes and similar appurtenances by dimensioning along the utility run from a reference point.

Also record the average depth below the surface of each run.

Provide geographic information system (GIS) mapping of any new utilities installed and any other encountered utilities and demolished and abandoned utilities as part of the as-builts to the base. GIS mapping shall be performed at time of the utility installation into the ground. Data layers shall be in compliance with SDSFIE (Spatial Data Standards Facilities Infrastructure and Environmental v3.1.0.1 or greater).

2. The location and dimensions of any changes within the building structure.

3. Layout and schematic drawings of electrical circuits and piping.

4. Correct grade, elevations, cross section of earthwork, structures, or utilities if any changes were made from contract plans.

5. Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor; including but not limited to shop drawings, fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundation, etc.

6. The topography, invert elevations and grades of drainage installed or affected as part of the project construction.

7. Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler and irrigation systems.

8. Changes in location of equipment and architectural features.
