About this file
This is an addendum document for RFP 005-RFP-0939-2024 from the Iowa Department of Administrative Services regarding Procurement Training Services, which includes sign-in sheets and notes from a mandatory pre-bid meeting held on January 28, 2025 for a Man Down Alert System at the State Training School in Eldora, IA. The meeting covered specifications for a campus-wide alert system to replace the current Bosch system that will reach end-of-life on 12/31/26. The project requires 200 transmitters with backup units for initial purchase, coverage for the entire campus including outdoor areas and off-campus athletic fields, and must provide location accuracy ideally within 10 feet.
The current environment uses belt-clip worn devices with pull alarms and tilt sensors connected to a central switchboard through hardwired transmitters/receivers in a daisy-chain configuration. Key mandatory specifications include hardwired transmitters/receivers with tamper switches, programmable individual units, 2-3 second response time, and integration capability with future Genetec camera systems. The system must function without internet/Wi-Fi capability, cannot receive alerts off-campus, and must be worn by approximately 185 staff members who work directly with students. Optional specifications include more durable clips and potential camera integration at the switchboard.

Questions and notes related to the campus:
1. Define “sites” - just 1 campus, but we need coverage for entire campus. “Site” = different buildings/cottages
2. Each building includes transmitters/receivers that can be used to triangulate locations; outdoor areas also have receivers/transmitters
3. Coverage includes softball/football field off-campus
4. Cellular coverage on campus does have spots of non-availability.
5. Other similar facilities - Eldora is only state-operated juvenile facility; other facilities may be privately-owned, adult, psychiatric
Questions and notes related to the current system:
1. Current system - includes pull alarm and button; immediate notification system to central switchboard; accurate location - ideal within 10 feet, but general location of within X building X floor; Bosch at end of life 12/31/26, but discontinued sale of new units
2. How are current units worn? Currently, individual sensors are worn on a belt clip. This is the preferred wear, not a neck lanyard.
3. Are there any concerns with the current system? There is variable tilt sensitivity across different units - some require a further tilt to trigger an alarm. (not a further tilt – the sensitivity of when the alarm will go off at switchboard – some beepers the alarm goes off quicker/longer)
4. How many units? Currently have about 200; currently have 185 employees, not all have a unit
5. Current units have a manual re-set to cancel alarm - we do not feel this is a current risk as response is only cancelled with actual communication from the staff member associated with the alarm.
6. Current units are not waterproof.
7. Man-Down monitor does not currently have internet/Wi-Fi capability.
8. Transponders to receivers to transponders daisy-chained to communicate to central switchboard
9. Are staff able to communicate through the current system? No, but staff carry radios/radios available in cottages
Questions and notes regarding mandatory specifications:
1. Size of alarm - not much bigger than current
2. Is the tilt sensor required? Yes.
3. Need to be able to move jumper pins
4. Transmitters/receivers must be hardwired; individual units are the only piece not hardwired
5. Transmitters/receivers must have tamper switch
6. Individual units need to be programmable so that the State can re-assign units to new hires/de-commission following employee leave
7. Computer can show where individual is
8. Alert cannot be received off campus
9. Response time for alert to switchboard - 2-3 seconds
10. Tilt alert time vs. pull alert time - tilt should have a few seconds’ delay to allow staff to correct;
pull should be near-immediate
11. How many devices - 200 transmitters with some backup units for initial purchase
12. Are any other means of man-down/panic buttons in use? No (cisco phones, radios, man-down);
staff working directly with students not allowed to have cell phones
13. The State is not currently requesting buttons around campus or a phone app.
Questions and notes regarding optional specifications:
1. Make clips stronger to not have to replace as often
2. Is the new system required to integrate with any other existing systems? No other integrations are required, but would like to integrate with camera to show relevant camera at switchboard
Other notes and questions:
1. Management does not typically wear alarms; staff that work directly with student are required to have an alert.
2. State will soon mandate Genetec cameras (date of implementation unknown); currently using Milestone
3. Access to buildings - physical keys checked out/in daily; no current plan to change; contractor keys also checked out with drivers license/ID
4. Not needed off campus
