About this file

This addendum modifies the original bidding documents for Request for Bid (RFB) 005-RFB-2942-2026, issued by the Iowa Department of Administrative Services for welding and mechanical services at the Mount Pleasant Correctional Facility. The addendum, dated August 13, 2026, clarifies bidding requirements and addresses frequently asked questions from potential respondents. Key modifications include clarification that bidders who previously submitted information for the mechanical services master agreement (005-RFB-2673-2026) must still submit a new bid for this competitive solicitation, as no awarded bidders were selected in Zone 4 from the prior solicitation. The original bidding documents were dated July 30, 2026, and bids are due August 17, 2026.

The addendum provides two critical pricing and bonding clarifications: Section 3.2 regarding performance bonds is only applicable if the winning bid equals or exceeds $25,000, with no specific percentage requirement mandated; and Section 4.1 regarding bid bonds is not applicable to this solicitation, meaning a bid bond is not required. The addendum includes work area photographs as supporting attachments to assist bidders in understanding the project scope and facility conditions.

Addendum 2

This addendum forms a part of the contract documents and modifies the original bidding documents dated July 30th, 2026 as noted below.

Questions and Answers

1. If a bidder has already submitted all this information previously in order to be awarded the MA for boiler services. Is it necessary for us to fill out all the again?

a. There were no awarded bidders in Zone 4 from the mechanical services solicitation (005-RFB- 2673-2026). If a bidder had previously provided an informal quote for this work at the facility, another bid would need to be submitted for this competitive solicitation.

2. 3.2 & 4.1 what are you requiring % wise on these? Are they even required? No dollar amounts have been pre-filled on these sections.

a. Question 3.2 would only be applicable if the winning bid were to be greater to or equal to $25,000. Question 4.1 is not applicable. A bid bond is not required for this solicitation.
