| Q1. | Is there a requirement for how much of the hard ceilings need to be removed? Can the ceiling be removed just around the sprinkler piping, or must the entire ceilings be removed? |
| A1. | The extent to which hard ceilings need to be removed to replace the fire sprinkler piping is up to the means and methods of the Contractor. |
| Q2. | Is the contractor required to install the new fire sprinkler system parallel to the old system, and then demo the old system? |
| A2. | Per Specification 21 13 13 Section 1.1.A.6, acknowledging specific design direction to the contrary as shown in the design drawings, replacement piping is generally intended to be installed to the extent possible in the same plan view location as the piping to be removed, to take advantage of existing attachments to structure for pipe hanging and seismic bracing connections. To accomplish this, in most locations, sections of the existing system must be removed prior to installing the new system. However, the design intent to minimize system impairments in the TRACON and TRACON Equipment spaces will result in the initial installation of the replacement piping generally parallel to and physically nearby the existing piping in those locations. |
Isolation valves within the fire sprinkler system are to be installed as shown on the design plans. These valves will permit the Contractor to isolate sections of the fire sprinkler system during the construction project. This will also minimize the extent of fire sprinkler impairments at any one time, as indicated in the phasing plan.
Due to the anticipated impairments throughout the project, 24-hour patrolling fire watch is necessary throughout the entire duration of the construction project as described in the specifications.
| Q3. | How will oversight and drawing review be accomplished? |
| A3. | Submittal reviews will be performed by the FAA and their designated representatives as described in the project specifications. FAA Resident Engineers will be onsite throughout the duration of the construction project. Additional inspections by fire sprinkler subject matter experts are anticipated to be performed weekly. |
| Q4. | Is the Stair 4 standpipe being replaced? |
| A4. | Yes. Per specification 21 13 13 Section 1.1.A.8, the facility’s vertical standpipe and riser supply piping installation throughout the facility shall be replaced and upgraded by the provision of flexible grooved couplings, pipe supports, and seismic protection where required by NFPA 13. |
| Q5. | Can the pre-action pipes be abandoned in place, or do they need to be removed? |
| A5. | Pre-action system piping shall be removed to the extent feasible. On a case-by-case basis, the FAA may permit abandoning specific sections of pipe in place (such as when piping is located in inaccessible void spaces). |
| Q6. | Is there a schedule for each phase? Time duration? |
| A6. | Refer to the draft phasing plan included in the solicitation for anticipated duration of each phase. As required in the Request for Offers, Offerors must submit an organized and detailed narrative and comprehensive preliminary schedule to achieve the requirements described for the project. The schedule must minimize impacts to the facility, and plan work accordingly. The offeror may propose a different work plan and schedule, but it must comply with the requirements of the specification. |
| Q7. | How will repair of barriers that aren’t fire rated be accomplished? |
| A7. | Per the project specifications, all barriers that are disturbed, including non-fire-rated sound barriers, shall be restored to their previous condition, either through repair of construction or through firestopping means and methods. |
| Q8. | Are there any SKIF rooms? |
| A8. | No. |
| Q9. | Do rooms need to have ceiling grids replaced each night and rooms cleaned every night? |
| A9. | In general, no. Ceiling tiles and final cleaning may be completed upon completion in most areas of work. Ceiling tiles and daily cleaning may be required to be replaced in certain key areas, such as the TRACON, where 24/7 occupancy is required and strict lighting and environmental conditions need to be maintained. |
| Q10. | Who is moving the furniture in the break room? |
| A10. | Per Specification 01 51 00 1.2.F, the Contractor is responsible to relocate the existing furniture and items in the room into other spaces as designated by the FAA RE. Per Specification 01 51 00 1.2.G, upon completion of the contract, the Contractor shall relocate the existing furniture back into their original locations. |
| Q11. | What is the scope of fire sprinkler piping replacement around the fire pumps? |
| A11. | Drawing PHX-D-TRACO-F100, Basement Fire Pump General Note 3: Fire pump and all associated piping/valves to be replaced. Drawing PHX-D-TRACO-F101, Level 10 Fire Pump General Note 2: Fire pump and all associated piping/valves to be replaced back to vertical risers. |
| Q12. | How long is the project planned to be at this point? |
| A12. | Per Specification 01 14 00 “Work Restrictions” section 1.5.E. the Request For Offers requires a period of performance (between notice to proceed and final demobilization from site) not to exceed 536 calendar days including of nonwork days such as weekends, holidays, and moratoriums. |
| Q13. | How many test headers are there for the fire pumps? |
| A13. | There are two test headers, one for each fire pump. Both test header connections are located on the south side of the facility. The test header connection for the basement fire pump is free standing near the southwest corner of the Base Building, and the test header connection for the 10th floor fire pump is mounted on the southeast side of the ATCT near ground level. |
| Q14. | How must odors be controlled? |
| A14. | As described in the Risk Mitigation Plan included in the DDH, odor mitigation must be considered. The facility has eight air scrubber units that can be used to remove odors. The Contractor will be required to replace the filters periodically as required to remove odors. Air traffic personnel must also be offered the opportunity to perform a “sniff” test on any paints and chemical odors prior to use, to ensure the odor will not create a problem with controllers. |
