About this file

This is a Payment Bond sample document prepared for Mt. San Antonio College, a public community college located in Walnut, California, within Los Angeles County. The document serves as a template for performance and payment bond requirements associated with the college's Request for Proposal for annual waste tank pumping and disposal services. The RFP solicits qualified contractors to pump, clean, and dispose of waste materials from nine clarifiers and six grease interceptors distributed across the campus, with estimated volumes ranging from 300 to 2,000 gallons per vessel. The mandatory pre-proposal meeting is scheduled for February 4, 2026, at 9:00 a.m., with information requests due by February 11, 2026, at 2:00 p.m., and proposals due no later than February 18, 2026, at 2:00 p.m. The District anticipates recommending an award on April 8, 2026, with contract services commencing May 1, 2026. The contract term is estimated at five years with annual rate adjustment options based on the Los Angeles/Riverside Consumer Price Index or quantified cost increases, subject to 60 days' notice and District approval.

Performance and payment bonds are required if the annual cost estimate exceeds $25,000, with contractors required to specify bond fees and rider fees. All bonds must comply with Mt. San Antonio College's standardized Payment Bond form and be executed by California Department of Insurance-authorized surety insurers. Contractors must submit separate pricing proposals for per-vessel rates covering 15 line items for normal business hours (Monday through Friday, 7:00 a.m. to 4:00 p.m., with Friday preferred) and corresponding off-hours services, along with per-gallon rates for actual volumes differing from estimates. Required qualifications include appropriate certifications, demonstrated compliance with OSHA and California Department of Public Health standards, emergency response capability within 24 hours, and maintenance of appropriate insurance coverage including Certificates of General, Auto, and Workers' Compensation Liability Insurance. Service deliverables must include removal of all waste materials, proper disposal in accordance with Los Angeles County environmental regulations, and comprehensive service reports with photographs submitted within 24 hours of completion. The RFP documents do not specify set-aside designations, incumbent vendor information, or specific budget ranges.
