Overview of Sustainment Management System (SMS) and BUILDER™ Engineered Management System (EMS)
Overview of Sustainment Management System (SMS) and BUILDER™ Engineered Management System (EMS)
Sustainment Management System (SMS)
The Sustainment Management System (SMS) is a suite of web-based software applications developed by the United States Army Corps of Engineers - Engineer Research Development Center - Construction Engineering Research Laboratory (USACE-ERDC-CERL) to help facility engineers, technicians, and managers decide when, where, and how to best maintain the built environment. The SMS modules include BUILDER™ and ROOFER™ for assessing building conditions, PAVER™ for pavements, and RAILER™ for railroad infrastructure.
Because real property assets are so vast and diverse, a "knowledge-based" philosophy drives the SMS process.
The process starts with the automated download of real property data, and then more detailed system inventory is modeled and/or collected which identifies components and their key life-cycle attributes such as the age and material.
From this inventory, Condition Index (CI) measures for each component are predicted based on its expected stage in the life-cycle. Objective and repeatable inspections can then be performed on various components to verify their condition with respect to the expected life-cycle deterioration. The level of detail and frequency of these inspections are not fixed like other processes; they are dependent on knowledge of component criticality, the expected and measured condition and rate of deterioration, and remaining maintenance and service life. This "knowledge-based" inspection focuses attention to the most critical components at the time. In addition to these condition assessments, functionality assessments can be performed to evaluate user requirement changes, compliance and obsolescence issues. This provides a comprehensive picture of the overall performance of real property assets and their key components.
BUILDER Engineered Management System (EMS)
In September 2013, The Under Secretary of Defense, Frank Kendall, issued a memo indicating the Department of Defense requires a standardized process for facility condition assessments to ensure consistent and reliable data necessary for sound strategic investment decisions in managing the Department's built environment.
Establishing a DoD-wide facility condition assessment process will contribute to a more credible DoD asset management program and will support better buying power by allowing Department leadership to better target fiscal resources to those facilities most in need of investment. Further, adopting a standard process will help ensure that condition data will be audit-ready in accordance with Under Secretary of Defense (Comptroller)'s "Financial Improvement and Readiness Guidance" issued in March 2013.
The facility assessment process used to generate this report is based on BUILDER Engineered Management System (EMS) Version 3. BUILDER EMS was developed by the Engineer Research and Development Center.
The building assessment process addresses the requirements necessary for routine building facility management activities, including long range budgeting and sustainment/restoration/modernization (SRM) planning. This assessment approach provides an objective and generalized framework to help to identify problem areas that will require more investigation through detailed or specialized assessments. There may be times when detailed engineering assessments may be required to diagnose specific problems.
BUILDER is a software application for building asset lifecycle management. The primary focus of BUILDER is work plan development. BUILDER stores real property building information and more detailed system inventory is modeled and/or collected which identifies building components and their key life-cycle attributes such as the age, material and capacity. Inspections are then performed on the various components to determine an objective and repeatable Condition Index (CI) measure, which relates the general physical health of the asset.
With information about condition and remaining service life, BUILDER guides the development of short- and long-range work plans based on sound investment strategies, prioritization criteria, and budget constraints. BUILDER consolidates a variety of building-related management issues into a single decision-support package.
The system gives functional managers and decision-makers instant access to building inventory, current building condition indices, and probabilities condition prediction models. It also employs a patented knowledge-based inspection scheduling process. BUILDER improves the allocation process and return of building lifecycle investments by directing resources to the most condition critical components to avoid costly repair penalty costs, as well as the most mission critical components to manage risks of failure.
BUILDER Facility Condition Assessment Process
Facility Condition Assessment (FCA) is one of the primary processes of a facility life cycle asset management program. The FCA process results in a better understanding of the physical condition and readiness of an organization's buildings along with the reliability of its systems and components. It also facilitates the identification of work candidates for facility SRM repair projects. It is a critical aspect of the shift towards a proactive versus reactive facility management strategy. Instead of keeping facilities operational by relying primarily on corrective repairs (after a system or component has failed due to significant loss of function), it focuses on condition-based repairs which can be planned prior to failure. A condition-based approach can result in higher performing facilities at lower life-cycle costs.
Prior to an assessment, knowledge of the building systems and components present is necessary, since assessments are done against these components, not against the building as a whole. This information about the systems and components that make up a building is called the BUILDER Inventory. BUILDER has a vast library of predefined components which an assessor will select from, and the inventory collection process involves identifying the type, quantity, and year installed for all pertinent components. These components are also organized into systems and sub-systems according to the UNIFORMAT classification hierarchy. When a specific instance of a component is recorded, this is called a component-section in BUILDER, and represents a single component assembly or collection of like components to be managed as a single unit. The BUILDER facility condition assessment process directly supports the computation of a condition index for building component-sections, known as the Component-Section Condition Index (CSCI), which is the fundamental metric used in BUILDER. The CSCI is aggregated to compute a condition index metric at the system (SCI), building (BCI), and site/organizational levels.
A condition-based facility repair strategy requires condition information be collected at a component level, and that this condition information relate to loss of component function. Every component of a building has a primary function that it performs. This function is the reason that the component was constructed or installed in the building. It may also serve a number of secondary or tertiary functions. For example, for a door component, the primary function is to provide safe entry/egress of authorized movements while limiting unwanted movements of people (security), or other objects (water or moisture). The secondary functions would relate to aesthetics and thermal and air control, among others.
Over the course of a building component's life in service, it will likely experience a deterioration of its physical condition due to general aging, use in service, and exposure to a number of external or environmental factors.
This condition deterioration is manifested in distress(es) which adversely affect that component's current and future ability to perform its primary and/or secondary functions. These distresses include cracks, leaks, holes, corrosion, overheating, excessive vibration, animal/insect damage, as well as general deterioration or damage.
These distresses can be observed during a condition assessment process. As a result, the fundamental purpose of a condition assessment process is to measure (qualitatively and/or quantitatively) a component's ability to perform its required functions, considering the presence of accumulated distress.
There are two levels of the condition assessment process in BUILDER:
1. The Distress Survey involves the individual identification and recording of the type and nature of distresses observed for a component. The presence of these distresses recorded, in addition to the severity and density, results in a condition index metric, which directly relates to the level of condition deterioration, and indirectly to the loss of function due to this deterioration.
2. The Direct Rating method uses a single qualitative rating for each component based on condition observations (taking all distresses into account). This also results in a condition index metric, which relates to the level of deterioration and the loss of function. This abbreviated Direct Rating approach is often better suited to initial baseline assessments where the components are inventoried and data is initially loaded into BUILDER.
The following figure illustrates the Direct Rating criteria used in this assessment.
RATING SRM NEEDS RATING DEFINITION
Green (+)
Sustainment consisting of possible preventive maintenance (where applicable)
Entire component-section or component-section sample is free of observable or known distress.
Green Sustainment consisting of possible preventive maintenance (where applicable) and minor repairs (corrective maintenance) to possibly few or some subcomponents.
No component-section or sample serviceability* or reliability* reduction. Some, but not all minor (non-critical) subcomponents may suffer from slight degradation or few major (critical) subcomponents may suffer from slight degradation.
Green (-) Slight or no serviceability or reliability or reliability reduction overall to the component-section or sample. Some, but not all minor (non-critical) subcomponents may suffer from slight degradation or more than one major (critical) subcomponents may suffer from slight degradation.
Amber (+) Sustainment or restoration to any of the following: Minor repairs to several sub-components; or Significant repair, rehabilitation or replacement of one or more subcomponents, but not enough to encompass the component-section as a whole; or Combinations thereof.
Component-section or sample serviceability or reliability is degraded, but adequate. A very few major (critical) subcomponents may suffer from moderate deterioration with perhaps a few minor (non-critical) subcomponents suffering from severe deterioration.
Amber Component-section or sample serviceability or reliability is definitely impaired. Some, but not a majority of major (critical) subcomponents may suffer from moderate deterioration with perhaps many minor (non-critical) subcomponents suffering from severe deterioration.
Amber (-) Component-section or sample has significant serviceability or reliability loss. Most subcomponents may suffer from moderate degradation or a few major (critical) subcomponents may suffer from severe degradation.
Red (+) Sustainment or restoration required consisting of major repair, rehabilitation or replacement to the component-section as a whole.
Significant serviceability or reliability reduction in component-section or sample. A majority of subcomponents are severely degraded and others may have varying degrees of degradation.
Red Severe serviceability or reliability reduction to the component-section or sample such that it is barely able to perform. Most subcomponents are severely degraded.
Red (-) Overall component-section degradation is total. Few, if any subcomponents are salvageable. Complete loss of component-section or sample serviceability.
Once the component-sections have been rated with either a Direct Rating or Distress Survey BUILDER calculates the Component-Section Condition Index (CSCI) of the component-section. The next step in the process is to create a work plan, which will list the component-sections that need repair or replacement and the estimated cost of the repair or replacement.
To create a work plan, condition standards, policies and a policy sequence are created. The standards serve as thresholds for CSCI and remaining service life. Policies link standards to component-sections and policy sequences link standards and policies together.
The table below summarizes the DoDEA standards and how they are applied to the component-sections for this assessment.

For this project, the following building components are not included in the BUILDER Inventory and are not evaluated during the assessment unless significant damage or deterioration was observed or reported.
• A1010 STANDARD FOUNDATIONS
• A1020 SPECIAL FOUNDATIONS
• A1030 SLAB ON GRADE
• A2010 BASEMENT EXCAVATION
• A2020 BASEMENT WALLS
• B1010 FLOOR CONSTRUCTION

• C1010 PARTITIONS
• C2010 STAIR CONSTRUCTION
Damage that is not visible or that is unknown will not be reflected in facility condition index calculations. It is anticipated that unknown damage or deterioration is more likely to be present in older facilities than more modern facilities.
In addition, some building components are concealed or inaccessible. In accordance with BUILDER guidelines, quantities for concealed and inaccessible components have been estimated and recorded in the BUILDER Inventory but have not been rated. When concealed or inaccessible components are encountered, life cycle data contained within BUILDER is used to predict renewal requirements, which are included in facility condition index calculations. Components that are often concealed or inaccessible include:
• D2020 DOMESTIC WATER PIPING
• D2030 SANITARY WASTE PIPING
• D3040 HVAC DISTRIBUTION
• D4010 FIRE ALARM DISTRIBUTION
• D5020 ELECTRICAL BRANCH WIRING
In addition to the building components noted above, if a building component is concealed or inaccessible, life cycle data contained within BUILDER is used to predict renewal requirements.
When a work plan is created, the CSCI of a component-section is compared to its associated standard. If the CSCI is less than or equal to the threshold in the standard, the remaining service life is evaluated. If the service life is less than the standard’s remaining service life, BUILDER will add this section to the work plan and generate dollars to estimate a cost for the replacement.
If the CSCI is less than or equal to the threshold in the standard and the service life is greater than the standard’s remaining service life, BUILDER will conduct a cost benefit analysis. The cost benefit analysis will determine whether the component-section should be repaired or left to expire at the end of its service life. When BUILDER determines a repair is the correct action, BUILDER will add this section to the work plan and generate dollars to estimate a cost for the repair.
When BUILDER determines a taking no action is more cost effective, BUILDER will not add the component-section to the work plan. For example, if the CSCI for an external door component-section is 50 with a remaining service life of five years, BUILDER will compare the CSCI of 50 to the CI Threshold set by DoDEA and determine that is 50 is less than the threshold of 61. BUILDER will compare the five years of remaining services life against the zero years of the threshold and determine a cost benefit analysis is required. The results of the cost benefit analysis will typically be to take no action and let the component-section run until the end of its service life before generating an item in the work plan.
A typical life cycle of a component-section is explained below.
Condition Work Plan CSCI > threshold Work plan does not generate an item for the component-section CSCI = threshold or just below it Work plan will generate a repair item for the component-section CSCI < threshold and the remaining service life > service life threshold
Work plan will remove the repair item for the component-section. It is too costly to repair so it is better to wait to replace it.
Remaining service life < service life threshold Work plan will generate a replace item for the component-section
Facility Condition Assessment Data Analysis In multiple building portfolios and especially with widespread geographic portfolios, it is important to know how building conditions compare. The Condition Index (CI) and Quality Ratings (Q-Ratings) are determined for each building assessed using guidelines shown below.
Condition Index (CI) – A measure of the constructed asset’s condition at a specific point in time with respect to physical condition and ability to support the current occupant or mission. CI is calculated as the ratio of estimated cost of maintenance and repair requirements to Plant Replacement Value (PRV).
Maintenance and repair requirements consist of that work necessary to ensure that a constructed asset is restored to a condition substantially equivalent to the originally intended and designed capacity, efficiency or capability. The formula for Condition Index is:
!" = $ − '()*+,-).)/012(3 4x 100
Q-Rating Bands – Bands allow OSD, Military Services, and Defense Agencies/Activities to group facilities by condition for the purposes of developing investment strategies.
TABLE 1: Q-RATING DESCRIPTIONS
Rating Band
Calculated Rating (Condition Index)
General Description
Q-1 100% to 90% Facility new or well maintained (Good Condition)
Q-2 89% to 80% Facility is satisfactorily maintained (Fair Condition)
Q-3 79% to 60% Facility is under maintained (Poor Condition)
Q-4 59% to 0% Facility should be considered for replacement (Failing Condition)
Plant Replacement Value – Cost of replacing the existing constructed asset at today’s standards, adjusted for location (Area Cost Factor; ACF), overhead costs such as planning and design (P&D), supervision, inspection and overhead factor (SIOF), and other construction overhead costs (reference United Facilities Criteria (UFC) 3-701-13). The formula for PRV is:
Plant Replacement Value = Facility Quantity x Replacement Unit Cost x Area Cost Factor1 x Historical Records Adjustment2 x Planning and Design Factor3 x Supervision Inspection and Overhead Factor4 x Contingency Factor5
1A geographic location adjustment for costs of labor, material, and equipment, published in Chapter 4.
2An adjustment to account for increased costs for replacement of historical facilities or for construction in a historic district; the current value of the factor is 1.05.
3 A factor to account for the planning and design of a facility; the current value of this factor is 1.09 for all but medical facilities and 1.13 for medical facilities.
4 A factor to account for the supervision, inspection, and overhead activities associated with the management of a construction project; the current value of the factor is 1.057 for facilities in the continental US (CONUS) and 1.065 for facilities outside the continental US (OCONUS).
5 A factor to account for construction contingencies; the current value of the factor is 1.05.
