About this file

This is a Request for Bid (RFB) document issued by the Oregon Department of Transportation (ODOT) for work under the On-Call Region 2 Paving Price Agreement. The project involves 3-inch inlay paving on OR219 from milepoint 22.33 to 23.36 near the Newberg-Dundee bypass, with work planned to commence around June 10, 2026, and completion required by September 30, 2026. The scope includes cold plane pavement removal at varying depths (2 inches and 3 inches), placement of Level 4, 1/2-inch dense asphalt concrete pavement mixture, pavement marking work including two lane reduction arrows, and saw-and-seal operations on affected bridge joints. Special consideration is required for work over bridge BR08155 (Hess Creek), which requires a 2-inch inlay depth and limits on vibratory rolling due to HS 20 load rating restrictions. Estimated quantities include 657 square yards of 2-inch cold plane removal, 24,006 square yards of 3-inch cold plane removal, 4,125 tons of asphalt mixture, 17,516 linear feet of paint striping, and 2 lane reduction arrows. The bid due date is June 5, 2026, at 2:00 p.m., with submission required through the OregonBuys portal. The ODOT Project Manager is Cody Stone (503-953-6334).

This RFB is restricted to holders of the On-Call Region 2 Paving Price Agreement and requires compliance with domestic preference requirements under ORS 279C.303 (State Buy America Provisions). The project is subject to prevailing wage requirements as established by Oregon BOLI for Yamhill County, effective January 5, 2026, and as amended April 5, 2026. Work restrictions include night-only closures (Sunday through Thursday, 7:00 p.m. to 6:00 a.m.) with no holiday or weekend closures permitted. Contractors must submit Portable Changeable Message Signs at least three days in advance of any lane closures and must develop a Traffic Control Plan as part of their bid submission. Payment will be made based on actual quantities performed rather than estimated quantities, and all bids must include unit prices and total prices for all line items listed in the work order.
