Bid Tab Summary – Oregon Department of Transportation Region 2 Paving Project

This bid tabulation document supports a Request for Bids issued by the Oregon Department of Transportation for 3-inch inlay paving work on OR219 from milepoint 22.33 to 23.36 near the Newberg-Dundee bypass. The project scope includes cold plane pavement removal at 2-inch and 3-inch depths, placement of Level 4, 1/2-inch dense asphalt concrete pavement mixture, pavement marking work including two lane reduction arrows, and saw-and-seal operations on affected bridge joints. Estimated quantities include 657 square yards of 2-inch cold plane removal, 24,006 square yards of 3-inch cold plane removal, 4,125 tons of asphalt mixture, 17,516 linear feet of paint striping, and 2 lane reduction arrows. Bids were due June 5, 2026 at 2:00 p.m. Work is scheduled to commence around June 10, 2026 with completion required by September 30, 2026. Work is restricted to night-only closures Sunday through Thursday from 7:00 p.m. to 6:00 a.m., with no holiday or weekend closures permitted. Contractors were required to submit Portable Changeable Message Signs at least three days in advance of lane closures and develop a Traffic Control Plan as part of bid submission.

This RFB is restricted to holders of the On-Call Region 2 Paving Price Agreement, limiting eligibility to current price-agreement holders only. Payment is based on actual quantities performed rather than estimated quantities, with bids required to include unit prices and total prices for all line items. The project is subject to prevailing wage requirements under Oregon BOLI for Yamhill County (effective January 5, 2026, amended April 5, 2026) and domestic preference requirements under ORS 279C.303 (State Buy America Provisions). Special consideration applies to work over bridge BR08155 (Hess Creek), which requires 2-inch inlay depth and limits vibratory rolling due to HS 20 load rating restrictions. Bid submission was required through the OregonBuys portal, with the ODOT Project Manager identified as Cody Stone (503-953-6334).
