About this file

Summary of Request for Proposals

This is a Request for Proposals issued by the Oregon Department of Transportation (ODOT) for the procurement of handheld retroreflectometers. ODOT is seeking vendor proposals for these devices, which will be evaluated using a best value method that considers both product features and pricing. The proposal should include detailed specifications of the retroreflectometers being offered, including measurement capabilities, accuracy standards, durability features, and any ancillary equipment or software included with the units. The procurement process will require vendors to submit comprehensive proposals that demonstrate how their products meet or exceed ODOT's operational requirements for measuring pavement marking retroreflectivity on state roadways.

The evaluation methodology combines technical merit and cost-effectiveness, requiring vendors to provide competitive pricing alongside documentation of product quality and performance specifications. Vendors should be prepared to demonstrate compliance with relevant industry standards for retroreflectometer equipment and may be required to provide references from other transportation agencies currently using their products. ODOT will select the proposal offering the best overall value, balancing superior product features and specifications against the total cost of acquisition, ensuring the department obtains reliable equipment suitable for ongoing pavement marking assessment and maintenance operations.
