About this file

This document is a construction plan set prepared by the Oregon Department of Transportation (ODOT) for the Fish Passage Improvement Project on Kings Valley Highway (OR 223) at Mile Post 26.58 in Benton County. The project involves repair of a 63-linear-foot existing 72-inch corrugated metal pipe (CMP) culvert through concrete invert paving and installation of fish baffles designed to improve fish passage conditions. The scope of work includes removing gravels and debris from the pipe, cleaning with high-pressure water, removing zinc coating in shear connector areas, installing shear connectors conforming to ASTM A108 standards, placing reinforcing steel per ASTM A706 with 60 ksi minimum yield strength, pouring a 4-inch concrete invert, installing four fish baffles spaced at 13-foot intervals, and tapering the final 5 feet of invert paving. Additionally, the contractor must install one Type 1 culvert marker at the inlet and one Type 2 marker on a steel post near the inlet edge of pavement. Estimated material quantities include 8.5 cubic yards of concrete for paved lining, 0.75 cubic yards for fish baffles, 460 pounds of shear connectors, and 162 each of fish baffles.

The project includes a temporary water management plan to isolate the work site using sandbag barriers and bypass pipes to protect water quality during the July 1 through October 31 in-water work period. The contractor is responsible for implementation, maintenance, and removal of all temporary water management features and must coordinate fish salvage with the Region Environmental Coordinator prior to installation. Estimated discharges for Plunkett Creek range from 0.09 to 3.67 cubic feet per second depending on the month, with discharge tables provided to guide sizing of dewatering facilities. All materials and work must comply with Oregon Standard Specifications for Construction 2024, and the contractor shall restore the site upon completion. The plans were prepared by registered professional engineer Wade Holaday and checked by Matt Segrin, dated April 2026.
