About this file
This is an Exhibit 5 Specifications document for the Oregon Department of Transportation (ODOT) Snake River (Oxbow) Bridge Paving Project located along OR86 at mile post 70.8. The project scope consists of supplying all labor, equipment, material, and machinery necessary for resurfacing the bridge in accordance with the 2024 Oregon Standard Specifications for Construction. The estimated asphalt concrete pavement (ACP) quantity is 280 tons. The tentative start date is May 15, 2026, with substantial completion required by May 23, 2026, and final completion by June 1, 2026. Construction sequencing is dependent on ODOT District 13 Bridge Crew scheduling and must be coordinated with the State Project Manager, Andy Adkins (541-910-6165). Bidders are solely responsible for inspecting the site prior to bidding, and a pre-bid conference is not required. Work shall commence within ten working days of the pre-work conference upon issuance of the Notice to Proceed. ODOT will provide traffic control for the project.
The contractor shall designate a responsible party on-site capable of making job-site decisions and shall provide daily activity summaries to the State Project Manager if requested. The specifications require PG 64-28 grade asphalt cement and detailed sampling and testing protocols, including CAT I testing for asphalt content, gradation, mix moisture, and maximum specific gravity. Emulsified asphalt tack coat, estimated at approximately 0.6 tons, will be required with no separate payment. Compaction testing must be performed using calibrated nuclear gauges at one random location for each 100 tons of asphalt concrete placed, with a minimum of three tests per shift. Material acceptance is contingent upon test results falling within specification limits for gradation, asphalt content, and density measurements. The contractor must maintain work progress and adhere to the contract schedule even during disputes with the State.

Description
Scope - This project scope consists of supplying all labor, equipment, material and machinery as necessary for resurfacing the Snake River (Oxbow) bridge located along OR86 at MP 70.8 according to the 2024 Oregon Standard Specifications for Construction and modifications listed in these contract documents.
ODOT to provide traffic control.
2024 OREGON STANDARD SPECIFICATIONS FOR CONSTRUCTION: The 2024 Oregon Standard Specifications for Construction (“Standard Specifications”) include detailed technical specifications that apply to this Invitation To Bid and resulting Contract.
Some sections of the technical specifications are identified and modified below. Sections of the technical specifications not identified below remain applicable to the Contract according to their original terms. Part 00100 of the Standard Specifications (General Conditions) is not applicable to the Contract unless otherwise noted below; however, if a technical specification (Parts 200 and beyond) references a section from Part 00100, that section from Part 00100 applies to the Contract for purposes of supporting and giving full effect to the technical specification. The Standard Specifications are available online:
http://www.oregon.gov/ODOT/HWY/SPECS/Pages/standard_specifications.aspx
General - The Contractor shall always have a responsible party on the job while work is in progress, capable and with authority to make job-site decision as an official Contractor's representative. The Contractor shall provide the State Project Manager with a summarization of activities and work performed daily if requested.
The Contractor shall carry on the work and adhere to the contract schedule during all disputes or disagreements with the State. No work shall be delayed or postponed pending resolution of any disputes or disagreements, except as specifically permitted by the specifications or as Contractor and State may otherwise agree in writing.
The Contractor shall meet with the State Project Manager(s) for a pre-work conference at a time mutually agreed upon. Work shall commence within ten working days of this meeting, providing the Notice to Proceed has been issued. A pre-bid conference will not be required. Bidders are solely responsible for inspecting the sites prior to bidding. In no event shall failure to inspect the site constitute grounds for charges to the State more than the bid price. The Project Manager will be as listed above for the section they will be in.
Construction - Construction sequencing will be dependent on ODOT District 13 Bridge Crew scheduling;
coordinate with the State Project Manager(s) accordingly. Place ACP according to SECTION 00744.
SECTION 00165 – QUALITY OF MATERIALS
Comply with Section 00165 of the Standard Specifications.
SECTION 00210 - MOBILIZATION
Comply with Section 00210 of the Standard Specifications.
SECTION 00290 – ENVIRONMENTAL PROTECTION
Comply with Section 00290 of the Standard Specifications.
SECTION 00730 - EMULSIFIED ASPHALT TACK COAT
Comply with Section 00730 of the Standard Specifications modified as follows:
00730.11 Emulsified Asphalt – Replace the sentence that begins “Furnish CSS-1, CSS-1h…” with the following sentence:
Furnish CSS-1, CSS-1h, CMS-2, CMS-2S, CMS-2h, CRS-1, CRS-2, HFRS-2, HFMS-2 or HPTC as selected by the Contractor.
00730.90 Payment - Replace this subsection, except for the subsection number and title, with the following:
No separate or additional payment will be made for Emulsified Asphalt tack coat. Approximately 0.6 Tons of Emulsified Asphalt in tack coat will be required on this Project.
SECTION 00744 - ASPHALT CONCRETE PAVEMENT
Comply with Section 00744 of the Standard Specifications modified as follows:
00744.11(a) Asphalt Cement - Add the following to the end of this subsection:
Provide PG 64-28 grade asphalt cement for this Project.
00744.16 Sampling and Testing - Replace this subsection, except for the subsection number and title, with the following:
For each 1,000 Tons of placement, have a CAT I perform a minimum of one of each of the following test methods as modified in the MFTP:
• Asphalt Content - AASHTO T 308 with ODOT TM 323 determined Calibration Factor
• Gradation - AASHTO T 30
• Mix Moisture - AASHTO T 329
• Maximum Specific Gravity - AASHTO T 209
• Field Compacted Gyratory Specimens - ODOT TM 326
When less than 1,000 Tons of mix is placed in a Day, perform a minimum of one series of tests per Day.
Provide test results to the Engineer by the middle of the following work shift. The Engineer may waive the requirement for any of AASHTO T 308, AASHTO T 30, AASHTO T 329, and ODOT TM 326 on a daily basis.
The Engineer may waive the requirement for AASHTO T 209 when less than 500 Tons of ACP is placed in a single work shift.
Provide samples or split samples to the Engineer when requested.
00744.17 Acceptance - Replace this subsection, except for the subsection number and title, with the following:
If the test result for each mix gradation constituent, asphalt content, and density measurement is within the specification limits, the material will be accepted. If the asphalt content, one or more gradation constituents, or the density measurement are not within the specification limits, the material that is not within the specification limits will be accepted according to 00150.25.
00744.41 Mixing Temperature - Replace the table with the following:

Determine compliance with density Specifications by random testing of the compacted surface with calibrated nuclear gauges. Determine the density by averaging QC tests performed by a CDT with the nuclear gauge operated in the backscatter mode according to AASHTO T 335 at one random location for each 100 Tons of asphalt concrete placed, but take no less than three tests each shift. Do not locate the center of a density test less than 1 foot from the Panel edge. Calculate MAMD according to ODOT TM 305.
The Engineer may waive compaction testing requirements when less than 500 Tons of ACP is placed in a single work shift.
