About this file
This is a Questions and Answers document issued by the Oregon Department of Transportation (ODOT) Procurement Office in response to inquiries regarding Request for Proposals (RFP) S-73000-00015267 for Variance Permit Issuing Agent services. The RFP seeks contractors to issue annual oversize and overweight permits under the Continuous Operation Variance Permits Program and collect statutory permit fees on behalf of ODOT through the Oregon Routing Information Online (ORION) system. The solicitation is open to all interested proposers, including the current issuing agent. The available date for the bid solicitation was June 30, 2026, with proposals due by July 31, 2026 at 11:59:59 PM. ODOT intends to contract with one or more contractors to provide these services; proposers meeting minimum qualifications and submission requirements will be considered for award. The work is anticipated to occur virtually through the ORION system, which launched in May 2025.
The document clarifies that approximately 70,000 Continuous Operation Variance Permits are issued annually based on recent data. Currently, one issuing agent provides these services, but ODOT is resoliciting due to changes in service delivery following the ORION system implementation, creating an opportunity for new contractors to compete alongside the incumbent. The RFP requires automobile liability insurance with a minimum coverage of $1,000,000, which may be necessary if contractors need to conduct in-person meetings or retrieve documents for contract purposes. No historical permit-volume data is available for the new ORION system. Insurance requirements are as specified in the RFP or as negotiated with the successful contractor.

Variance Permit Issuing Agent
This Questions and Answers document is ODOT’s response to questions asked by parties interested in this Request for Proposals (RFP). The responses are being made available to all parties interested in this RFP. This Questions and Answers document does not change or otherwise modify the RFP documents; the RFP documents can only be changed by Addendum issued in OregonBuys.
Questions and Answers, Vol. #2
Q1 – General – OregonBuys – Bid Opening Date
In OregonBuys the Bid Solicitation says the Available Date is 6/30/2026 and the Bid Opening Date is 7/31/2026. Do we submit our information on 7/31 and then it will be reviewed?
Response: The 6/30/2026 11:59:59 PM Available Date in OregonBuys represents the first date and time the Bid Soliciation (RFP) was viewable and available for Quotes in OregonBuys.
The 7/31/2026 11:59:59 PM Bid Opening Date and time is the deadline for submitting Quotes (in this case Proposals) for this Bid Solicitation (refer to RFP Sections 1.2, 1.3.2, and 4.5).
Quotes may be submitted at any time between the Available Date and Bid Opening Date.
It is not advisable to wait until the last moment to submit a response in OregonBuys in case something unexpected happens (refer to RFP Sections 3.2.4.3 and 4.5). Once a Quote is submitted, Proposers may reach out to the Purchaser/Single Point of Contact by email to confirm a notification of Quote submission was received (see Info Contact in OregonBuys for the email address).
Refer to the last link under RFP Section 1.3.1 (top of page 5) as it is a step-by-step guidance document for submitting Quotes within OregonBuys.
Q2 – RFP Section 5.3.1 and Attachment A, Exhibit B
The RFP says auto liability insurance is required, however, I’m not sure how using ORION requires auto insurance. Are you able to clarify?
Response: Although this work is anticipated to occur virtually, if a need arose for an awarded Contractor to, for example, drive to a meeting or pick up documents for purposes of this contract, automobile liability insurance must be in place in order for that to occur. If automobile liability insurance is not included in the contract, it would require a contract amendment to be executed prior to any use of an automobile for purposes of this contract. The standard ODOT timeline for executing an amendment is 29-44 business days which would not work well for any time-sensitive contract needs, therefore ODOT opted to leave in the RFP the lowest standard automobile liability insurance requirement of $1,000,000. According to RFP Section 5.3.1 insurance will be “as required in [the] RFP or as negotiated.”
Q3 – RFP Section 2.3.2
Can you provide background on:
a. Approximately how many Continuous Operation Variance Permits (COVP) are issued per year under this program (most recent full year, or a typical annual estimate)?
b. How many issuing agents currently hold contracts with ODOT for this program, and is this solicitation intended to add an agent or replace an existing one?
c. Is there any historical permit-volume or issuance data available to prospective proposers?
Response:
(a) This varies, but for the last couple of years, approximately 70,000 COVP were issued annually.
(b) One issuing agent currently provides these services. Since ODOT’s new electronic permitting system, Oregon Routing Information Online (ORION), launched in May 2025, the way these services are being provided has changed so ODOT is resoliciting the services. All interested Proposers are encouraged to apply, including the existing issuing agent. As stated in RFP section 2.3.2, “The purpose of this RFP is to enter into a Contract with 1 or more contractors….” for these services and “All Proposers meeting the Minimum Qualifications and Minimum Submission Requirements will be considered for Award.”
(c) See response to question a. ORION is a fairly new system with no historical estimates available yet.
