About this file

This is a Questions and Answers document issued by the Oregon Department of Transportation (ODOT) Procurement Office in response to inquiries regarding Request for Proposals (RFP) S-73000-00015267 for a Variance Permit Issuing Agent. The RFP seeks contractors to issue annual oversize and overweight permits under Oregon's Continuous Operation Variance Permits Program and collect statutory permit fees through the Oregon Routing Information Online (ORION) system. The bid solicitation became available on June 30, 2026, with a proposal submission deadline of July 31, 2026, at 11:59:59 PM. Proposers may submit responses at any time between the available date and bid opening date, and ODOT recommends early submission to avoid technical difficulties. All proposers meeting minimum qualifications and submission requirements will be considered for award.

The Q&A document clarifies two key issues relevant to potential bidders. First, it confirms that the proposal submission deadline of July 31, 2026, is final, and quotes must be submitted through OregonBuys prior to that date and time. Second, regarding insurance requirements, ODOT mandates automobile liability insurance coverage of $1,000,000 minimum, even though work is anticipated to occur virtually, to accommodate any potential need for contractors to travel for meetings or document retrieval. This insurance requirement is maintained in the RFP to avoid delays associated with contract amendments, which typically require 29 to 44 business days for execution. Insurance will be required as specified in the RFP or as negotiated between ODOT and the awarded contractor.

Variance Permit Issuing Agent

This Questions and Answers document is ODOT’s response to questions asked by parties interested in this Request for Proposals (RFP). The responses are being made available to all parties interested in this RFP. This Questions and Answers document does not change or otherwise modify the RFP documents; the RFP documents can only be changed by Addendum issued in OregonBuys.

Questions and Answers, Vol. #1

Q1 – General – OregonBuys – Bid Opening Date

In OregonBuys the Bid Solicitation says the Available Date is 6/30/2026 and the Bid Opening Date is 7/31/2026. Do we submit our information on 7/31 and then it will be reviewed?

Response: The 6/30/2026 11:59:59 PM Available Date in OregonBuys represents the first date and time the Bid Soliciation (RFP) was viewable and available for Quotes in OregonBuys.

The 7/31/2026 11:59:59 PM Bid Opening Date and time is the deadline for submitting Quotes (in this case Proposals) for this Bid Solicitation (refer to RFP Sections 1.2, 1.3.2, and 4.5).

Quotes may be submitted at any time between the Available Date and Bid Opening Date.

It is not advisable to wait until the last moment to submit a response in OregonBuys in case something unexpected happens (refer to RFP Sections 3.2.4.3 and 4.5). Once a Quote is submitted, Proposers may reach out to the Purchaser/Single Point of Contact by email to confirm a notification of Quote submission was received (see Info Contact in OregonBuys for the email address).

Refer to the last link under RFP Section 1.3.1 (top of page 5) as it is a step-by-step guidance document for submitting Quotes within OregonBuys.

Q2 – RFP Section 5.3.1 and Attachment A, Exhibit B

The RFP says auto liability insurance is required, however, I’m not sure how using ORION requires auto insurance. Are you able to clarify?

Response: Although this work is anticipated to occur virtually, if a need arose for an awarded Contractor to, for example, drive to a meeting or pick up documents for purposes of this contract, automobile liability insurance must be in place in order for that to occur. If automobile liability insurance is not included in the contract, it would require a contract amendment to be executed prior to any use of an automobile for purposes of this contract. The standard ODOT timeline for executing an amendment is 29-44 business days which would not work well for any time-sensitive contract needs, therefore ODOT opted to leave in the RFP the lowest standard automobile liability insurance requirement of $1,000,000. According to RFP Section 5.3.1 insurance will be “as required in [the] RFP or as negotiated.”
