About this file
This document is Addendum No. 3 to an Invitation to Bid (ITB) issued by the Oregon Department of Transportation (ODOT) for the Major Bridge Maintenance Old Youngs Bay Pile and Cap Repair Project, with bid opening scheduled for August 21, 2025, at 2:00 pm. The addendum modifies the original ITB by adding a bid item for Temporary Signs (Item 3) and adjusting the quantity for bid item #30 from 25 to 1. The project involves maintenance work on multiple bridge bents, with a work window from October 31 to February 12, and an estimated notice to proceed between September 2 and 4. The contractor will be allowed to work on Bent 39 first, followed by other bents, with specific traffic lane closure restrictions of one calendar day per cap replacement.
The addendum provides clarifications on work scheduling and traffic lane closures, specifying that contractors have 1 calendar day for each of the specified bents (5, 11, 13, and 17), totaling 4 calendar days for lane closures. The document emphasizes the importance of accurately acknowledging the addendum in the bid submission, with potential bid rejection for failure to do so. While no specific pricing details are provided in this addendum, it suggests the project involves complex bridge maintenance requiring precise scheduling and coordination with ODOT's project timeline and environmental constraints.

This Addendum modifies the Invitation to Bid (ITB) document(s) only to the extent indicated herein. All other areas not changed or otherwise modified by this Addendum remain in full force and effect. This Addendum is hereby made an integral part of the ITB document. Bidder must be responsive to any requirements of this Addendum as if the requirements were set forth in the ITB. Acknowledge receipt of this Addendum by indicating its number in the spaces provided in ITB Section H – Addenda Acknowledgement. Failure to do so may result in Bid rejection. See the ITB regarding pre-opening modifications of Bids, where to send Bid modifications, requests for clarification or change and protests of this Addendum, and the deadlines for the foregoing.
ADDENDUM 3 CHANGES:
1. A bid item has been added for Temporary Signs (Item 3). All subsequent bid items have been re-numbered.
2. The quantity for bid item #30 (formerly bid item #29) has changed from 25 to 1.
A revised Attachment D – Bid Pricing Form reflecting these changes has been uploaded to OregonBuys.
CLARIFICATIONS:
The following responses to potential Bidder questions do not constitute changes to the ITB or Contract requirements, but are included here for clarification:
QUESTION 1: Attachment D lists time to perform the work. By the time the project is awarded the only work window is Oct 31 thru Feb 12, which states all work except bent 39. When are we allowed to work on bent 39?
ANSWER: ODOT’s intent is to get a contract executed ASAP (notice to proceed estimated between September 2 and 4) so the contractor can start work on bent 39 first since they only have until the end of October to work on it, then they can focus on the others since they have until February 12 to be totally done with the project.
QUESTION 2: In the Special Provisions, Para. 00220.40(f) is the 4 calendar days allowed for closing all traffic lanes the total days allowed, or is the Contractor allowed to close all lanes for 4 days for each of the four bents?
ANSWER: 1 calendar day per cap replacement
1 calendar day for Bent #5 1 calendar day for Bent #11 1 calendar day for Bent #13 1 calendar day for Bent #17 4 calendar days total
