About this file
This document is Addendum No. 2 to an Invitation to Bid (ITB No. S-73000-00014186) issued by the Oregon Department of Transportation (ODOT) for the Major Bridge Maintenance Old Youngs Bay Pile and Cap Repair Project. The addendum modifies the original ITB document, specifically addressing two key changes: first, updating the timber pile cap material from S4S to rough sawn Douglas Fir, Select Structural Grade; and second, adjusting the volume and weight of solids percentages in the coating material to accommodate marine enamel products. The bid is scheduled to open on August 21, 2025, at 2:00 pm, with the project focusing on comprehensive bridge rehabilitation work involving repairs to multiple bridge bents, including replacing timber pile caps, installing new steel pipe posts, and conducting structural maintenance.
The addendum provides technical specifications for material selections, including precise requirements for timber pile caps and coating characteristics, with specific parameters such as high gloss finish, color specifications, and volume solid percentages. While the total contract value is not explicitly stated in the addendum, the project involves significant infrastructure investment with strict environmental and safety protocols. The contract includes provisions for performance and payment bonds, liquidated damages of $700 per calendar day for missed substantial completion dates, and compliance with state Buy America provisions mandating that steel, iron, coatings, and manufactured products be produced in the United States. The project is designed with careful consideration of environmental factors, including work schedule restrictions to protect juvenile salmon populations and avoid commercial gillnet fishing seasons.
