About this file
The document 00012712_3.27_Q and A.docx appears to be a Questions and Answers file related to the Oregon Department of Transportation's (ODOT) US101 Culvert Repair Project, spanning mileposts 74.46 to 131.65 in Tillamook and Lincoln Counties. The project involves repairing eight specific culverts along US101, with key deliverables including work zone traffic control, installing cured-in-place pipe (CIPP) liners, removing and replacing culvert sections, and performing incidental infrastructure work. The contract has a mandatory substantial completion date of September 15, 2025, and a final completion date of September 22, 2025. Bids must be submitted electronically through the OregonBuys system, with contractors required to work within a strict in-water work period from July 1 to September 15.
The project evaluation will focus on selecting the lowest responsive and responsible bidder, with compliance requirements including domestic preference for steel, iron, and manufactured products produced in the United States. Contractors must provide drug-testing program certifications, meet specific insurance and bonding requirements, and submit a bid bond or certified check for 10% of the total bid amount. While no specific total contract value is explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment. Payment will be structured based on unit prices for specific tasks such as pipe rehabilitation, video inspection, and waterway enhancements. Bidders must also disclose first-tier subcontractors and demonstrate expertise in culvert rehabilitation, water management, and environmental protection techniques, with a strong emphasis on environmental protection, fish habitat preservation, and stream restoration.

QUESTIONS AND ANSWERS:
The answers to the following questions submitted by potential bidders do not change plans, specifications, or requirements of the ITB or resulting contract. They are for clarification purposes only.
Q1: The concrete roughness blocks described in the plans are said to be precast and anchored to the pipe but I can’t source a manufacturer and am unsure if they are supposed to be made in house.
A1: These are to be made in house, in coordination with the project engineer. The photo below shows the expected general appearance of each block.
Q2: For culverts at mile post 128.76 and 129.18 there is no diversion plan . We have noticed significant flow and want to know if there is little to no flow in the summer months or if the state will provide a diversion plan like on the other sheets.
A1: During most summers there is no flow at these locations. If flow is encountered during construction, the contractor and project engineer will discuss a diversion plan on-site.
