About this file

This document is a Scope of Work for a statewide, long-term, multiple vendor (up to 3) Price Agreement for the purchase of various Truck Mounted Storm Drain and Catch Basin Cleaner with Jet Rodder for the Oregon Department of Transportation (ODOT) Fleet Operations and Services. The equipment will be used statewide at elevations from near sea level to 8000 feet ASL, and in all weather conditions. Mandatory requirements are described, including performance capabilities, equipment configuration, and delivery timeframes. The contract will allow for future model changes, upgrades, industry changes, and technological advances. Training on operation and maintenance is required.

The contract will be awarded based on a best value analysis, not solely on lowest price, considering factors such as delivery lead time, operational needs, and location proximity to parts and service. Pricing must include all components, hardware, and parts necessary for proper assembly, installation, and operation. The basic comprehensive warranty on the equipment must be for a minimum of 3 years, with additional warranty requirements for specific components. ODOT may perform warranty repairs if necessary and be reimbursed by the contractor.

Scope of Work and Specifications Truck Mounted Storm Drain and Catch Basin Cleaner with Jet Rodder

1.0 SCOPE:

The Oregon Department of Transportation, Fleet Operations and Services has an ongoing need to establish a statewide, long term, multiple vendor (up to 3), Price Agreement that can be utilized for the purchase of various types of Truck Mounted Storm Drain and Catch Basin Cleaner with Jet Rodder, with options and attachments. Detailed mandatory requirements are described in specifications. Additional available sizes and options may be offered.

Since a Price Agreement will be awarded to multiple vendors, purchase decisions will be made from among these vendors using a best value analysis including several factors. Those include but not limited to, delivery lead time, customers operational need, location proximity to chassis dealer parts and service, and not just lowest price.

This equipment will be used statewide at elevations from near sea level to 8000 feet ASL, and in all weather conditions. The units must remain operational under these conditions.

All equipment supplied shall be new, unused, standard, current production models of a manufacturer with experience in the production of Truck Mounted Storm Drain and Catch Basin Cleaner with Jet Rodder, their components and Attachments. All workmanship, materials, and installation procedures shall be of good quality and design. All equipment supplied shall conform to all applicable OSHA, MSHA, and EPA regulations and to all SAE, ANSI and other industry related standards in effect at the time of delivery. This will be a long-term Price Agreement and will allow for future model changes, upgrades, industry changes and technological advances. Demonstrator units meeting the minimum specifications set forth herein may be eligible for purchase by ODOT and would not need to conform to the requirement of being new, unused, standard, current production models.

The manufacturer must have a long term (4 years or longer) full service dealer, that includes sales and service, within a 60 mile radius of ODOT Fleet Operations, 455 Airport Rd SE, Salem, OR 97301. Proof of this must be submitted with bid.

Input torque of any driven component used in the supplied equipment must exceed the maximum output torque of the drive component. ODOT reserves the right to ask for engineering data proof.

The bidder shall provide all components, hardware, fluids and parts necessary for proper assembly, installation, and operation of the Units, even though certain items may not be specifically described in this bid opportunity. This includes all cables, hoses, fittings, couplers, brackets, bucket pins, and adapters, etc. Quote pricing must include the cost of such components, hardware and parts.

This specification is intended to describe and to set minimum acceptable standards for a fan-vacuum type, with an option for positive displacement type, Storm Drain and Catch Basin Cleaner with Jet-Rodder mounted on a heavy-duty truck chassis with various options and configurations. The Storm Drain and Catch Basin Cleaner with Jet-Rodder shall be used year-round for highway maintenance throughout the state, both on and off road, and in day and low light conditions. The unit shall be equipped and configured for, but not limited to, performance in such applications. Training is required and must be bid as a separate line item. Bidders must be able to bid both fan and PD type machines.

The catch basin cleaner must combine a high velocity water jet and an air conveying vacuum system for the purpose of removing debris (e.g., sludge, mud, sand, gravel, rocks, bottles, cans, grease, and roots) commonly found in sanitary sewer and storm drain systems (e.g., laterals, storm lines, culverts, mainlines, trunk lines, interceptors, catch-basins, digesters, wet wells, bar screens and ditches).

Mandatory OEM option on both fan-vacuum and PD type units; the truck and cleaner must be capable of operating at steady speeds from 0 to 5 miles per hour on up to a 15% grade in both forward and reverse directions, while maintaining an air velocity of 20,000 feet per minute in the 8-inch suction tube of the cleaner.
