About this file

This is an addendum to a Request for Proposals (RFP No. 00002690) issued by the City of Portland, Oregon for Language Interpretation and Translation Services. The addendum modifies the original solicitation specifications and extends the proposal due date from February 19, 2026 to February 26, 2026 at 4:00 p.m. Pacific Time. Prospective vendors may choose to offer one or all of the following services: American Sign Language (ASL) interpretation, interpretation, or translation services. Vendors must clearly identify which services they are offering in their proposals. Resumes for staff mentioned in proposals are required and have been removed from the page count limitation. All interpreters and translators must be physically located within the United States to meet technology security requirements. The RFP proposal packet has been replaced with "Addendum 1 00002690 Proposal Response Packet," and the Civil Rights Disclosure section has been removed from the solicitation.

Vendors may submit custom pricing schedules in place of the schedule provided in the addendum. The City is currently utilizing State of Oregon cooperative contracts for these services and seeks to establish long-term contracts to improve service continuity. Spanish-language services represent the most requested language category, though specific percentage data was not disclosed; historical contractual usage and incumbent supplier information are available in the attachment "City Interpretation and Translation Contracts 2026-02-04." Out-of-state vendors are eligible to propose provided they operate within the United States. While not mandatory, the City prefers professional certifications, testing, and training demonstrating professional competency for interpreters and translators. Human translation is preferred, and human quality assurance is required for any translations generated using artificial intelligence software. Equal Employment Opportunity (EEO) Certification is not required to submit a proposal but becomes mandatory if a vendor is awarded a contract. Personally identifiable information in proposals may be redacted according to Oregon Revised Statutes Chapter 192 procedures.

7. Q: Are resumés included in the page count?

A: Please see attachment “City Interpretation and Translation Contracts 2026-02-04” for historical contractual usage and incumbent suppliers. If you want more specific data, please submit a formal public records request. It’s likely to take City several hours to locate and pull individual invoices, review each invoice for the specific service utilized, and then collate spend and there will be a cost.

9. Q: Personally Identifiable Information (PII) in resumés or elsewhere in a proposal.

A: If you include information in your proposal that you wish to redact and feel meets the allowances of ORS Chapter 192, please submit two copies of your proposal, one with redactions highlighted. 15. Q: Are out-of-state vendors eligible to participate in this solicitation?

A: Yes, as long as a company is within the United States, they are eligible to propose.

16. Q: Is there any local or Oregon-resident business preference applied during evaluation?

A: No.

17. Q: Are there any mandatory business certifications required for proposers (beyond interpreter and translator professional certifications outlined in the RFP)?
