About this file
This document is Addendum No. 2 for the Lois Wagner Memorial Library Expansion/Renovation Feasibility Study contract (Contract 2025-LIB-1) for the City of Richmond, Michigan. The addendum provides clarifications following a pre-proposal meeting on January 14, 2025, and includes several key details about the project. The library seeks a professional firm to conduct a feasibility study for potential library expansion/renovation, with specific constraints including limited additional land availability (surrounded by School District property) and a focus on addressing space limitations. The contract will assist the city in establishing a construction budget and timeline, with conceptual drawings expected to consider parking options and blend with the existing 1974 structure with 1992 addition.
The library is funded by the City of Richmond with additional operating millage from Richmond Township and has recently received a significant donation for the project. The current library serves approximately 12,000 residents across Richmond, Richmond Township, Casco Township, and Columbus Township, with 25,625 visits in the 2023/2024 fiscal year and 38,315 physical items in its collection. The feasibility study proposals are to be submitted with a "not to exceed" amount, including a schedule of billable rates and work hours, and a completion schedule. The city emphasizes that assistance with grant writing or funding source identification is not part of the contract's scope. The primary project concern is the lack of space for library uses, with no significant infrastructure issues in the existing building.

CITY OF RICHMOND, MICHIGAN
LOIS WAGNER MEMORIAL LIBRARY
EXPANSION/RENOVATION FEASIBILITY STUDY
CONTRACT 2025-LIB-1
Addendum No. 2 January 20, 2025
To Prospective Bidders:
Information disclosed and/or questions raised since issuing Bidding Documents require that changes in or interpretations of these Bidding Documents be made as noted below. This Addendum No. 2 forms a part of the Contract Documents and modifies the original Bidding Documents. All provisions of the Bidding Documents, which are not so amended, remain in full force and effect.
CLARIFICATIONS
A pre-proposal meeting was held on January 14, 2025. A copy of the sign-in sheet is attached as Enclosure No.
1 of this Addendum No. 2. The following clarifications are in response to questions asked at the pre-proposal meeting.
1. The existing, recorded parcel description and dimensions for the library property are not correct. The
Richmond Community School District deeded additional land to the City of Richmond prior to the 1992 library expansion, however, the transfer was never recorded. The City and the School District are resolving the issue. The aerial image and existing building layout displayed at the pre-proposal meeting are attached as Enclosure No. 2 of this Addendum No. 2. The distance from the library building to the actual property lines are as follows:
a) 25’ to the West line
b) 60’ to the South line
c) 120’ to the North line
2. The library property is surrounded by the School District. There is no ability to obtain additional land for a library expansion beyond what is shown on the aerial image in Enclosure No. 2.
3. A space needs study of the existing building was recently completed. The study is attached as Enclosure
No. 3 of this Addendum No. 2.
4. The primary concern with the current library is the lack of space for all library uses. All library programming is currently held in-house. There are no significant issues with infrastructure (electric, HVAC, etc) within the existing building.
5. The library is funded by the City of Richmond with additional funding through an operating milage from
Richmond township. Funding is available for the completion of a feasibility study. Funding for a building expansion is part of the City’s capital outlay. The City recently received a significant donation for the project.
6. This Contract will assist the City with establishing a construction budget and timeline for construction.
Assistance with grant writing and identification of funding sources in not a part of the scope of this contract.
7. The current library building was constructed in 1974 with an addition in 1992. A proposed building expansion is expected to blend well with the existing structure.
Richmond, MI, Contract 2025-LIB-1, Addendum No. 2, January 20, 2025 Page 2
8. The Lois Wagner Memorial Library is a Class III library serving the City of Richmond, Richmond
Township, Columbus Townhip, and Casco Township. Available information regarding use of the building is attached as Enclosure No. 4 of this Addendum No. 2.
9. The library does not have any formal programming with the School District. 3rd grade classes visit the library annually to obtain library cards.
10. Richmond City Council and the Library Board are represented on the Feasibility Study Committee. The awarded firm will interact with the Committee only.
11. Proposals shall be submitted with a “not to exceed” proposal amount with a schedule of billable rates and work hours used to determine the proposal amount.
12. Proposals shall include a schedule for completion of the feasibility study.
13. Conceptual drawings prepared under this contract are not intended to include a detailed layout of furnishings.
14. Conceptual drawings prepared under this contract should consider parking options.
15. The City will accept questions until February 4, 2025. Questions must be emailed to richmonddpw@comcast.net.
16. No building material surveys have been completed of the existing structure. The awarded firm is not expected to complete or obtain a material survey within the scope of this Contract.
17. Construction drawings from the 1992 addition are in the City’s possession. The drawings are available for viewing at the Library building, 35200 Division Rd.

Library Information The Lois Wagner Memorial Library is a Class III public library and a department of the City of
Richmond. It is primarily funded by tax revenue from the City of Richmond, with additional revenue coming from a millage passed in 2018 and renewed in 2023 from Richmond Township.
This gives Richmond Township residents full service privileges, which allows them to utilize our library as well as the 21 other libraries in the Suburban Library Cooperative. It also enables them to order interlibrary loans through the Cooperative as well as the state interlibrary loan system, MeLCat.
Courtesy cards are extended to the residents of Casco and Columbus Townships, which enable them to utilize any materials we own. There is no residency requirement to participate in library programming.
Our legal service area includes the City of Richmond (5,875 residents), 66.67% of Richmond
Township (2,363 residents), 33.33% of Casco Township (1,330 residents) and 50% of Columbus
Township (2,056 residents).
In the 2023/2024 FY, the library had 25,625 visits. Visits per day range between an average of
100 during busier months and 75 during slower months. The library is open 52 hours a week, Monday-Wednesday 9 a.m. to 7 p.m., Thursday and Friday 9 a.m. to 5 p.m., and Saturday 10 a.m. to 2 p.m. The library houses 38,315 physical items, and total physical circulation for the
23/24 FY was 44,014. The current number of active registered borrowers is 3,528.
