About this file
This Statement of Work is an Invitation to Qualify (ITQ) issued by the Commonwealth of Pennsylvania, Department of General Services, Bureau of Procurement, on behalf of the Pennsylvania Emergency Management Agency (PEMA) for NG911 Call Handling Equipment (CHE) Sustainment Services. The ITQ seeks to qualify responsible and responsive contractors to provide End of Life (EOL) and End of Support (EOS) system audits, sustainment plans, equipment, and services to extend the lifecycle of legacy Motorola VESTA, Motorola Emergency Call Works, and Intrado Viper CHE systems serving Public Safety Answer Points (PSAPs) across the state. Any contract awarded as a result of this ITQ shall commence on the Contract Effective Date with a two-year initial term and one year renewal option. Qualifications are being accepted electronically through the JAGGAER portal under commodity code 92000000-ITQ-618, with all inquiries directed to Larry Dove at the Pennsylvania Emergency Management Agency.
Contractors must meet mandatory qualification requirements, including documentation of two years of experience in the relevant commodity code, manufacturer certification as a channel partner or authorized reseller, proof that all personnel have completed manufacturer-required training and obtained necessary certifications, and evidence of ability to provide sustainment services while incorporating existing PSAP maintenance and support relationships. All products offered must be new or remanufactured equipment meeting original manufacturer specifications, with new equipment required for initial CHE Sustainment Services and remanufactured equipment limited to replacement of defective equipment after implementation. Equipment replacements shall be made cost-effectively only when repair parts are insufficient to support 24/7 operations or when equipment cannot support necessary software upgrades. Award of a contract is not a guarantee of business; work commencement requires issuance of a Purchase Order from the requesting Commonwealth agency.

CONTRACTOR QUALIFICATIONS: Contractors interested in becoming an ITQ Contractor must meet the following requirements. Failure to meet the below requirements will result in the application being rejected. Each Contractor that meets the minimum qualifications will be awarded a contract.
