About this file
This document is an Addendum for a competitive solicitation by the Columbus Airport for the Procurement of an Aircraft Rescue and Firefighting (ARFF) Vehicle. The addendum modifies the original contract documents, including revising the Proposal Form to require bidders to provide the number of calendar days needed to complete and deliver the ARFF vehicle, updating the Bid Cost Schedule, and clarifying the allowable procurement time and liquidated damages terms. The proposals are due on May 22, 2024 at 1:00 PM EDT. The Columbus Airport will award a contract based on the proposed procurement time and total cost provided by each vendor, with no contract time extensions allowed beyond the vendor's proposed duration.
The addendum also addresses questions from bidders, clarifying that the Columbus Airport is tax-exempt and that bidders should not include sales tax in their pricing. Additionally, the Airport has removed the previously specified 360-calendar day procurement timeframe and will instead accept each vendor's proposed delivery duration as part of their bid. The ARFF vehicle must be equipped with a dual agent handline capable of discharging both water/foam and dry chemicals.

Question: “Unit price proposed shall include all sales taxes, and other applicable taxes and fees.” Please clarify if Columbus Airport is tax exempt or if sales and use tax must be included in the bid price. If tax is required, please provide the applicable rate to be used for the calculation.
Answer: The Columbus Airport Commission will provide the following tax exemption to the awarded vendor. All applicable taxes and fees which are not covered by this tax exemption shall be covered in the proposer’s cost in the proposal submittal. THE UNDERSIGNED HERBY CERTIFIES that all purchases* made after this date will qualify for the tax-free or tax-exempt treatment indicated below. (*The terms “purchase” and “sale” include leases and rentals.) Purchases of tangible personal property or services made by the United States government, the state of Georgia, any county or municipality of this state, fire districts which have elected governing bodies and are supported in whole or in part by ad valorem taxes, or any bona fide department of such governments when paid directly to seller by warrant on appropriated government funds. A sales and use tax number is not required for this exemption. O.C.G.A. § 48-8-3(1)(A).

Each vendor shall provide the number of calendar days to complete and deliver the ARFF Vehicle as a part of their proposal. The provided procurement time and total cost will be used by the Commission to determine the reasonable and responsible vendor for award of this contract.
2.3
(Page GPC-80-4, Item 80-80 Failure to Complete on Time)
Question: “Allowed Construction Time: 360 Calendar Days.” & “The maximum construction time allowed for this project will not be more than 360 days...” Please revise the delivery time to 550 days after receipt of order to align with current industry lead times?
Answer: See response to Addendum No. 1 – Question 2.2.
2.4
(Page 116-3.6.7.1, Page 118- 3.7.2)
Question: Paragraph 3.6.7.1 describes a dual agent handline capable of discharging water/foam and dry chemicals.
Paragraph 3.7.2 describes a dedicated dry chemical handline. While it is possible to equip a truck with both handlines it is an unusual request to have both types of handlines on a vehicle. Please clarify if a dual agent hose reel or a single agent hose reel is required on this ARFF vehicle?
Answer: The ARFF vehicle should be equipped with dual agent handline on a single reel.
