About this file
Summary
This is a Basis of Design document for a Department of Veterans Affairs capital construction project—specifically, the UD SPS AHU & RO Upgrade at Pittsburgh VA Medical Center in Pittsburgh, Pennsylvania. The project encompasses a comprehensive renovation of the Ground Floor Sterile Processing Services (SPS) and Logistics Services departments, with significant mechanical, electrical, plumbing, architectural, and structural work. The design is phased to maintain operational continuity: Logistics will relocate to temporary swing space, allowing the new SPS to be constructed in the current Logistics area, after which the original SPS space will be converted to new Logistics operations. The project scope includes upgrading air handling units (AHU) and distribution systems to provide appropriate ventilation and pressurization; overhauling backup power systems; adding a second cart wash; removing all ethylene oxide (EtO) abatement equipment; physically separating SPS and SPD spaces; installing flooring, drainage, and water treatment system enhancements compliant with ANSI/AAMI standards; optimizing egress paths; redesigning the soiled cart circulation path; and installing updated lighting systems. Mechanical systems will consist of dedicated 100% outside air constant-volume AHUs for SPS (15,000 CFM with steam preheat, humidification, and chilled water cooling) and variable-volume units for Logistics, with new exhaust systems featuring N+1 fan redundancy and dedicated stainless steel wet exhaust ductwork. Electrical work includes two new electrical rooms with replacement panelboards serving Equipment, Life Safety, and Critical branches; emergency power distribution from existing panels EQ-4 and CR; and new fire alarm, telecommunications, security, and lighting control systems utilizing LED fixtures with occupancy sensors. The project will employ phased construction with materials selected per VA standards, including resinous epoxy finishes in SPS areas, ceramic and porcelain tile in restrooms, and welded seam sheet flooring in sterile storage. Cost estimating will be provided within 10 days of each submittal, with estimates broken down by category. The document references VA Project #646-21-101 and SES Project #22164.001, governed by multiple VA design manuals (PG-18 series), the 2021 International Building Code, 2018 FGI guidelines, and NFPA standards.

Project Description
The Supply, Processing Service (SPS) and Logistics Services (Logistics) are located on the 1st floor of the Main Building. The total area of the SPS is approximately 5200 square feet and Logistics is approximately 5500 square feet. Corridors and other minor circulation spaces are not considered in the square footages.
The SPS is divided into three main units/areas. The first unit is Decontamination. It is essential that contaminated materials do not use the same path as the clean materials. The second unit is Preparation (or Processing). In this unit, items are inspected and packaged for sterilization. Materials undergoing sterilization must be adequately aerated to ensure that no hazardous traces are left on devices. The final unit in SPS involves the Distribution Process, including distributing surgical case carts. This unit is further subdivided into Primary Stock and Secondary Stock.
Primary stock is stored within the confines of the SPS department. Secondary Stock is stored in User areas throughout the building.
Scope of Work:
1. Development of the consolidation of the SPS, Logistics and surrounding areas to improve patient care, improve workflow and the processing the sterile medical instruments and sustain a sterile environment with the highest degree of infection control.
2. Design of renovations to the mechanical equipment, including necessary room configuration, wall demolition, new doors, windows, louvers, equipment support pads, ventilation, grated walkway and restoration painting of the SPD rooms’ walls ceilings and floor areas. Provide electrical upgrade to support the equipment.
3. Perform surveys of mechanical rooms and internal inspection of adjacent tunnels, site visits and prepare reports of findings.
4. Design for relocation of clean processing and storage areas.
5. Provide rooms for pressurization in accordance with current VA HVAC Design Manual.

Executive Summary
Alterations to the department to facilitate functions within the SPS for current trends are required. A current trend impacting the SPS is the increasing complexity of many surgical procedures such as laparoscopy, endoscopy, laser, micro-vascular, and more complex surgeries. These complicated surgeries require more complicated instrumentation. This complex instrumentation has led to the trend for SPS technicians to be certified, thus requiring the staff to have a certain level of competency and to keep up with periodic/annual continuing education.
Another consideration in SPS is instrument tracking. This can eliminate hours of searching for lost instruments, location of key assets, tracking loaner equipment, and ensuring patient safety and the quest for zero “never events” through the validation of sterilization processes.
An anticipated future SPD trend, sustainable decontamination and sterilization equipment has been embraced by many manufacturers who are reviewing the environmental impact of the product lines, and developing machines that are safer for the staff and kinder to the environment. Examples include equipment features that yield significant water savings, the use of fewer toxic or less-toxic chemicals, etc.
Other future trends include stricter protection of healthcare workers, since pathogenic organisms (Hepatitis B or C, and Human Immunodeficiency Virus (HIV) have become known.
Special Considerations
Bulk storage is where supplies are received and should be located near both the SPS Clean/Sterile Storage area and connected to the Logistics area.
Remote SPS sites on the 2nd and 3rd floors need to also be renovated to meet the current VA standards. These two remote spaces have been included in the Schematic Design to show the VA what a possible low impact design solution could look like.
Environmental considerations such as temperature, humidity, ventilation, light, and protection from contaminants are critical to the SPS.
Facility design is crucial to the efficiency and effectiveness with which these needed environmental conditions are met.
The existing SPS is located on grade. Therefore, slab cutting, and excavation is required for below grade piping modifications and installation.
Environmental Design features deserving particular attention include:
1. Separation of soiled areas from clean areas
2. Restricted areas
3. Heating, ventilation, and air conditioning (HVAC Systems)
4. Room relationships (regarding function and staff utilization)
5. Modularity of design/flexibility
6. Interior surfaces and finishes.

Schemes
We provided several designs and revisions over the course of the schematic design and the VA Team selected a Phased approach for the project would be the best solution.
PHASED CONSTRUCTION (Option #01). SD Comment: Selected scheme This plan utilizes the existing spaces and phases the project in four (4) or more phases, for the purposes of this report, we are assuming 4 phases.
Logistics is the least disruptive portion of the project to relocate to a “Swing Space” or off site. This is due to the lack of equipment and infection control and contamination issues with the distribution process.
Swing Space or Relocation would be addressed in Design Development and once the VA has indicated the spaces available.
Swing Space is Defined as, GIP offices, small area of Logistics receiving, and the existing Training Room on the 1st floor.
This also considers the Engineering Offices will be relocated and Logistics offices will relocate to their space.
Using the vacated Logistics space, we build a new SPS in this area. This concept would utilize self-contained sterilizers and washers that could be used as secondary or back-up units once the SPS is moved over. The entire SPS space would be built and ready to use prior to transition. This would minimize any “down time” or disruption to the existing processes of the SPS.
In this Phase there will be a small period where the SPS would use the self-contained sterilizers and washers while the existing sterilization and washers are relocated to the new space. Once the sterilization wall is relocated and working, we would them relocate these self-contained units to the SPS for secondary “back-up” use.
Once the new SPS is up and running the new Logistics space would be constructed as shown on the plans.
Depending on where Logistics is relocated to, we would renovate the “swing space” for Logistics prior to the construction and renovate the area back after the new Logistics is ready to occupy.
Phases:
1. Renovate “Swing Space” for Logistics and move Logistics.
2. Renovate old Logistics for new SPS and move SPS.
3. Renovate old SPS to new Logistics area and move Logistics.
4. Renovate “Swing Space” back to usable space (if needed).
The Advantages:
1. SPS has minimal down time.
2. Back-up Sterilizers and Washers are re-used.
The Disadvantages:
1. Construction duration would be longer due to phasing.
2. Logistics will have to be relocated.
3. Soiled / Dirty Vertical elevator is remote from the SPS.
FULL LOCATION PLAN: (Option #2). Not selected In this plan both SPS and Logistics are relocated into off-site spaces. SPS would utilize other facilities in other VA’s or a SPS trailer on-site or off site.
This scheme uses the same spaces that SPS and Logistics are currently occupying and addresses the VA guidelines for design.

Architecture 07 November 2025 9
We have reached out to Steris for budget numbers on a self-contained SPS and the brochure is included in the report.
The cost for rental would be approximately $100,000 a month for the unit. This cost is just the rental and would not include design and construction of workflow access to the building, utility connections or site modifications.
The Advantages:
1. Construction time frame could be quicker.
2. No disruption to services beyond initial displacement.
The Disadvantages:
1. Cost of the self-contained SPS unit and the “up-start”.
Remote SPS sites on the 2nd and 3rd floors
These 2 spaces service endoscopy on the 2nd floor and gastroscopy on the 3rd floor. Both spaces do not comply with any of the VA standards in relation to providing Anterooms for donning and removing of the PPE and for maintaining negative air flow into the Decontamination space or storage of clean equipment.
The designs that we have provided will allow for compliance and have minimal impact to the surrounding space.
See the Mechanical section for more information on these areas.
SD Comment: As directed, we have not proceeded past the initial concept designs.
Roof Work due to relocation and new AHU for SPS
There is currently an Air Handling Unit (AHU) that serves the existing SPS and Logistics area. It is our understanding that this AHU and other equipment serving the SPS will be removed and relocated inside the building. As part of that relocation the roof will have to be removed and replaced.
This roof is approximately 8,000 square feet and appears to be a modified roof with a stone ballast.
We would be providing structural patches and infill to the roof to reestablish a solid structure as needed. Once the structure is completed, we would install a new EPDM roof system, insulation, flashing, roof drains and other roofing accessories for the new room.
Due to the heights of other equipment, piping, utilities, and devices on the roof that affect other areas of the hospital that are not in this project, we will need to limit the thickness of the roof insulation to match the existing height. This may not meet the current code or VA Standards.
Architectural Next Steps
1. Further develop documents pending VA team review and approval of revised construction cost estimates.
2. Additional discussions on existing equipment relocation and new equipment.
3. Continued coordination with design team.
Interior Design
The interior design for the SPS and Logistics is defined in the VA standards. Ideally, we would have a discussion with the VA and incorporate existing materials used in the hospital in the non-critical areas of the design, Bathrooms, Lockeroom, office, corridors open areas in the design. This would allow the hospital have less “attic stock” for paint, tile, flooring, etc.
