The Program Executive Office for Ground Combat Systems (PEO GCS), Program Management Office Main Battle Tank Systems (PM MBTS) seeking feedback to determine the level of interest among qualified contractors in providing Embedded Diagnostic (ED) and Direct Support Electrical Systems Test Set (DSESTS) components, software for the Unites States (US) Army and Foreign Military Sales (FMS) Ground Combat Systems, services for the repair of DSESTS components, DSESTS fault isolation down to individual components of a circuit card, troubleshooting and configuration of DSESTS.
The Market Survey Questionnaire will provide the Government with a better understanding of the capabilities of industry/companies as potential sources. It will identify the contractors who may possess the required technical expertise, facilities resources, and demonstrated experience. The projected contract Period of Performance will be five years.

This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a solicitation, and no award shall be made on the basis of this notice. Responses to this Market Survey Questionnaire are voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey Questionnaire. Data submitted in response to this Market Survey Questionnaire will not be returned. There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation.

This is a notice of intent to solicit and award a sole source contract as set forth in Federal Acquisition Regulation 6.302-4, International Agreement. The Army Contracting Command-Detroit Arsenal intends to solicit and award a sole source contract to General Dynamics.

The Regional Contracting Office Marine Corps Installations West – Marine Corps Base, Camp Pendleton (MCIWEST-MCB CAMPEN) has a requirement to obtain Contractor-Provided Vehicle Repair and Heavy Equipment Parts and Services via a Contractor Operated Parts Store (COPARS). The COPARS may be staffed on-site, unstaffed on-site, contractor-owned inventory consignment, on-demand delivery service, or a combination of two or more of these methods for the MCIWEST-MCB CAMPEN Southwest Region Fleet Transportation (SWRFT) Department.

The Regional Contracting Office - MCIWest, Marine Corps Base, Camp Pendleton, CA has a requirement to provide repair parts, replacement components, supplies, materials, equipment and services in support of automotive, forklift, heavy equipment, material handling, construction, and civil engineering equipment maintenance, via a staffed or unstaffed on-site parts store or contractor-owned consignment inventory, on-demand delivery service, or a combination of two or more methods. This effort supports the United States Marine Corps (USMC) Southwest Region Fleet Transportation (SWRFT) division, which consist of seven (7) sites throughout California and Arizona.
SWRFT is responsible for the management, readiness, and operational support of vehicles and equipment that support Marine Corps installation commanders and tenant activities located in the Southwestern United States. The SWRFT consists of Southern California Region sites at Marine Corps Base (MCB) Camp Pendleton, CA; Marine Corps Air Station (MCAS) Miramar, CA; Marine Corps Recruit Depot (MCRD) San Diego, CA; Marine Corps Air Ground Combat Center (MCAGCC), Twenty-nine Palms, CA; Marine Corps Logistics Base (MCLB) Barstow, CA; and Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, CA; and Marine Corps Air Station (MCAS) Yuma, AZ located outside the Sothern California region.
This solicitation shall be conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, this acquisition will be competed as a 100% small business set aside using Trade-off Procedures.

The period of performance is expected to begin on 1 July 2021 with a One (1) year base and four (4) one-year options.
The anticipated procurement will be a Single Awardee Indefinite Delivery Indefinite Quantity (IDIQ) hybrid contract vehicle with the issuance of separate Task Orders, which will include Firm-Fixed Price (FFP) and Time and Material (T&M) Contract Line Item Numbers (CLINs).
