ATV Roll Over Testing and Evaluation
The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intention to award a sole source contract to SEA Limited (SEA) for the evaluation of rollover characteristics of All-Terrain Vehicles (ATVs). This requirement is an expansion of previous testing conducted by SEA under a prior IDIQ contract with the CPSC.
The purpose of this sole source award is to leverage SEA's unique expertise, facilities, and equipment for autonomous ATV testing, including the development of electronic stability control and instability mitigation systems. CPSC determined that awarding to any other contractor would require extensive validation and duplication of SEA's specialized capabilities, resulting in substantial cost to the government. The contract will be awarded as a simplified acquisition under FAR Subparts 12 and 13, with a period of performance from September 30, 2024 to September 29, 2025. Interested parties may submit capability statements within 10 business days, but the decision to compete the procurement remains at the government's discretion.

The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein. The services sought are to perform inspection and compliance testing to determine conformance of the components and materials of a child restraint system with FMVSS No. 213, “Child Restraint Systems.” The testing provisions deal specifically with the component and material test requirements conducted on child restraint system components and/or materials.
NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may, however, later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.
Background:
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Compliance conducts extensive testing, evaluation, and investigations to provide the scientific basis needed to support the Agency’s motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors.
Federal Motor Vehicle Safety Standard (FMVSS) No. 213, “Child Restraint Systems” sets forth the performance requirements for many types of child restraint systems and includes the testing provisions which are necessary to determine whether a child restraint system meets those requirements. The test provisions include materials tests which are intended to verify that the webbing, hardware, e.g. buckles and other components of a child restraint system comply with the requirements for those components and that the materials used in a child restraint system meet the requirements of FMVSS No. 302, Flammability.
Objective:
The objective is to procure inspection and compliance testing services of child restraint systems to determine whether child restraint systems designed for use in motor vehicles comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 213, “Child Restraint Systems,” following the compliance test procedure specified in TP-213-10 as applicable.
Capabilities:
The corporate capability statement must address the capabilities necessary to accomplish the scope outlined in the Statement of Work (SOW) as well as the additional tasks and characteristics given below:
SUPPLIES/SERVICES
The Contractor shall furnish qualified technical personnel, facilities and equipment to
perform test and inspection services of child restraint components provided to the Contractor as Government Furnished Test Items (GFTI). With respect to the GFTI, either complete child restraints or individual components will be provided by the Government. The Contractor shall perform and complete testing and associated inspections within the timeframe specified in the Delivery Schedule, Section F.4.1 in the SOW:

At the time of award the contractor must have all necessary personnel, facilities and equipment. Results of work conducted under this contract will facilitate the reduction of motor vehicle crash-related injuries and fatalities.
