5/6/20, 4:28 PM H130--Grand Junction VAMC Electrical Power Distribution System
The Department of Veterans Affairs' Veterans Health Administration is conducting a Sources Sought notice to identify potential contractors capable of providing comprehensive electrical power distribution system testing and maintenance services for the Grand Junction VA Medical Center. The medical center requires semi-annual, annual, and tri-annual services for its complex electrical infrastructure spanning 16 buildings and approximately 310,000 square feet, with voltage systems including 13.2 kV, 277/480V, and 120/208V. Contractors must demonstrate capabilities to perform extensive technical services including electrical coordination studies, arc flash hazard analysis, short circuit studies, infrared thermography, ultrasound inspections, and detailed equipment maintenance across multiple electrical system components. The market research seeks to determine appropriate acquisition strategies and assess potential small or large business competition. Interested contractors must submit a capabilities statement via email to crystal.volmar@va.gov by 5:00 PM Mountain Standard Time on December 23, 2024.
The pre-solicitation notice does not specify a specific set-aside designation, indicating the procurement is open to both small and large businesses. While no specific award value is disclosed, the comprehensive nature of the electrical system maintenance suggests a substantial contract scope involving testing and potential repairs for over 200 electrical system components including transformers, generators, switchgear, panelboards, and automatic transfer switches. The maintenance services are structured across three contract line items (CLINs): semi-annual service, annual ultrasound and infrared inspections, and a three-year comprehensive system inspection and study. The work is expected to be performed after normal business hours or during weekends to minimize facility disruption, with strict requirements for maintaining operational integrity and adhering to national safety standards like NFPA, ANSI, and Joint Commission regulations. The contract will likely span multiple years, with detailed reporting and risk management requirements.
