This is a request for information only.
The U.S. Army Combat Capabilities Development Command Armaments Center (CCDC-AC), is conducting market research to determine the capability of businesses to provide a device that will deploy a net or similar products in a timely and accurate manner to capture flying threats. CCDC-AC is seeking to defeat low, slow, small Unmanned Aerial Systems (UAS) with a ballistically-fired net projectile launched from a vehicle-mounted turret. CCDC-AC is canvassing industry to see if similar capabilities exist and are already in use.
The applicable NAICS code for this requirement is 541715 with a Small Business Size Standard of 1,000. The Product Service Code is AC54- R&D: Weapons-Engineering Development.
SUBMISSION DETAILS: Each potential source is requested to provide capability statements of their respective firms. If the firm has a history with similar Government contracts, please provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the potential effort.
Firms shall also provide point of contact information, where available, for the efforts cited above.
Firms shall clearly mark their proposals with socio-economic subcategory information (backup relating to such is preferred).
In addition, please provide the firm’s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and socioeconomic status.
The official response must be submitted at no cost to: Tara Elms Henderson, FCDD-ACW, no later than August 26th, 1500 hours. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order on a sole-source basis to Raytheon BBN Technologies, Corp, CAGE Code 3U6L5. The circumstances of this contract action deem only one source available. The pre-solicitation has been waived per FAR 5.202(a)(13).
NUWCDIVNPT has a requirement to perform an investigation to determine if the Digital Co-Processor (DCP) 2.0 Circuit Card Assembly (CCA) is a viable solution to replace the currently utilized and now unavailable Digital Processor (DP) used in the MK 54 Mod 0 torpedo. This requirement includes testing and integration services to complete the evaluation of the DCP 2.0 CCA for backwards compatible functionality and system requirements compliance. Based on Raytheon BBN Technology’s technical subject matter expertise of the component under evaluation, understanding of the component’s implementation within the Mk 54 Guidance and Control (G&C), and familiarity with the work and testing performed to date. Raytheon BBN Technologies Corporation is the only contractor able to meet the Government’s need in the requirement time as detailed in the attached Sole Source Justification. Award of this requirement to another vendor will result in significant program schedule delays,
The period of performance is approximately one year after award of contract. F.O.B Destination, Newport, RI 02841-1708.
This requirement is an unrestricted, sole-source procurement as concurred with by the Small Business Administration (SBA) Procurement Center Representative (PCR). The NAICS Code is 541330; the size standard is 41,500,000.
This notice of intent is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
