Strain Gage Alignment
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 70Z04020Q60550Y00 applies and is used as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016.
It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.
The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order.

SCOPE
Contractor to perform strain gage bearing reaction measurements on the CGC Eagle. Install the required instrumentation and make the pre dry-dock measurements in Groton, CT prior to the arrival of the vessel for the shipyard availability. The remaining (3) measurements will be conducted at the yard in Baltimore MD.
Vendor must have a database of bearing reaction measurements for 295’ CG Barque class vessel.
WORK ITEM 12: Propulsion Shafting, Strain Gage Alignment, Inspect
3.3 Alignment by strain gage method. The Contractor shall furnish all necessary equipment and install sufficient strain gages, measure strains, and calculate vertical and horizontal reactions using the strain gage measurement method. Install strain gages internally and externally to measure all the bearing reactions (external gages are not required in pre-docking inspection). All strain gages shall remain at the same locations throughout all required inspections. Perform the strain gage measurements under the direct supervision of personnel experienced in and regularly engaged in shaft alignment by the strain gage method.
3.3.1 Definitions and standard units. The Contractor shall ensure for the purposes of this specification, any reports generated, “optimal alignment” shall be defined as “a state of shaft alignment (though all phases of bearing wear down) where the bearing loads are within a satisfactory range, bending stresses are minimal, gear box bearings (Fwd and Aft) loads always remain positive and are near equal at midlife wear, the shaft slope through long bearings matches the bearing slope within a reasonable range, and horizontal loads are minimized as much as practical.” Whenever strain gauge is being performed in conjunction with components being moved or relocated e.g. foundations altered, chockfast poured, new strut being installed, new stern tube installed, etc. the goal shall be to achieve an “optimal alignment
3.3.1.1 Whenever “optimal alignment” cannot be achieved because the scope of associated work does not provide for relocation of components necessary to obtain optimal, then an acceptable state of alignment shall be obtained. Acceptable alignment shall be defined as “a state of achievable shaft alignment, whereby components are constrained (movement/relocations not within work scope), but the current bearing loads are within a satisfactory range and if possible remain satisfactory though continued bearing wear down, and horizontal loads are minimized as much as practical. Oftentimes, when present, an inboard line shaft bearing is the only component available to shim (vertically) or jack (horizontally) to change the “as measured” results.
3.3.1.2 All reports, correspondences, and discussions shall be in STANDARD / US CUSTOMARY UNITS and not in SI / METRIC UNITS.
3.3.2 Pre-drydock inspection. The Contractor shall submit a written report of results with the following information to the COR within 48 hours after alignment check:
All inboard bearing reactions, bearing offsets, bearing influence numbers, allowable bearing load, bearing clearances, etc
A description of the alignment procedures used to obtain the bearing loads
Strain gage locations
Bearing locations and reactions in shaft modeling
Detail dimensions and configuration of the shaft model
All mathematics values used in the shaft model such as material properties, spring constant, thermal growth effects, bearing offsets, all concentrated weights, etc
All assumptions applied in the shaft model
All constant values used in the shaft model
Any indication of misalignment
Bearing reactions at the calculated optimum shaft alignment condition
Any recommended corrective procedures. The recommended corrective procedures shall include, but not be limited to:
New bearing off-sets to achieve an optimum shaft alignment
· New bearing off-sets to achieve a satisfactory (acceptable) shaft alignment
Other alternative to achieve an optimum shaft alignment
Detailed procedures to achieve shaft alignment
3.3.3 Dry-docking inspection. After drydocking the vessel and before performing any hot work and/or structural modifications, the Contractor shall conduct a strain gage alignment inspection to determine all bearing reactions (five bearings per shaft) as specified in 3.3 through 3.3.2. Provide additional strain gauges, temporary wiring, and set-up on the shaft outboard as required for the three outboard bearing measurements. Submit a CFR with information as specified in 3.3.2 within 48 hours after alignment check.
3.3.4 Before re-floating alignment inspection. After all the hot work and/or structural modifications have been completed, and before re-floating the vessel, the Contractor shall conduct a strain gage alignment inspection of shaft alignment as specified in 3.3.3 and compare the results with dry-docking inspection. Submit a written report with any recommended further action to the COR within 48 hours after alignment check.
3.3.5 Post-drydock inspection. The Contractor shall conduct post-dry-dock inspection of shaft alignment per paragraph 3.2 through 3.3.2 for all the inboard and outboard bearings (total five bearings per shaft). Use similar set-up as the dry-docking inspection. Submit a CFR similar as the pre-dry-docking report including the additional information of the three outboard bearings of each shaft, within 24 hours after taking the strain gauge readings. The inspection report shall compare the findings of the inboard bearings with the pre-dry-dock conditions and provide analysis, comments and recommendations.
3.4 Alignment drawing. The Contractor shall provide an alignment drawing clearly showing all components including reduction gear and all bearings, a table of calculated influence numbers and reactions of each shaft bearing and reduction gear bearing at afloat and dry-docking conditions, and calculated optimum bearing reactions.
3.4.1 The Contractor shall ensure all bearing compression and clearances, bearing offsets relative to the bore sight reference line, General Notes, and related shaft reference drawings shall also be included on the drawing.
3.4.2 In addition, The Contractor shall provide a table of calculated bearing wear down analysis.
3.4.3 The Contractor shall submit a preliminary drawing to COR for approval within seven (7) calendar days after final alignment has been determined. After revising the drawing based on the comments of COR, submit two (2) sets of the final drawing to COR within 14 calendar days upon completion of work. Submit one set of inspection report and final drawing to the COR (See 4.1 (Result submittals)).
4. NOTES
4.1 Results submittal. The COR will forward a copy of shaft alignment related inspection results and drawing as specified in 3.3.2 thru 3.3.5, and 3.4 with all subparagraphs to the Engineering Branch of the applicable Product Line

FAR 52.212-1 Instructions to Offerors-Commercial Items (OCT 2015). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or email. Delivery information and any discount terms; (7) “Remit to” address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. (12) Dun & Bradstreet number.
FAR 52.212-2 Evaluation-Commercial Items (OCT 2014). – This is a commercial services acquisition. The evaluation and award procedures in FAR 13.106 apply. The following evaluation factors shall be considered: The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, delivery date, experience and other factors considered.

_X_52.204-7 -- System for Award Management (Jul 2013)
(a) Definitions. As used in this provision—
“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.
“Data Universal Numbering System+4 (DUNS+4) number” means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.
“Registered in the System for Award Management (SAM) database” means that—
(1) The Offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14), into the SAM database; and
(2) The offeror has completed the Core, Assertions, and Representations and Certification, and Points of contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process.
(4) The Government has marked the record “Active”.
(b)
(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the offeror’s name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.

The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
SAM Registration: Award may be made without discussions or negotiations, therefore prospective contractors should have an active registration in the System for Award Management (SAM) database (www.sam.gov) in accordance with Federal Acquisition Regulation (FAR) Part 4.1102 and Part 52.204-7 when submitting a response to this solicitation.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers:
Lowest Price Technically Acceptable –
Factor 1 – Price. Quotes will be evaluated to determine if the price is fair, and reasonable in accordance with FAR 12.209. Quotations shall include a price for each Contract Line Item Number (CLIN).
Factor 2 – Technical. The Government will evaluate the quoter’s capabilities to provide supplies/services in accordance with the Solicitation.
Offers will be ranked lowest to highest according to price. A price analysis will be conducted to determine whether the lowest price will result from a single award or multiple awards. Based on the price analysis, the lowest price offer or multiple offers, will be forwarded to the requiring activity for technical evaluation (offer(s), in accordance with the specifications, will be deemed either technically acceptable or technically unacceptable). If the lowest price offer or offers is found technically acceptable and the pricing determined fair and reasonable by the Contracting Officer, evaluation will be deemed complete and award will be made based on the lowest price offer(s)
